Pursuant to House Rule No. 23, the Clerk called the House to order. Representative Kick was selected to preside under the Rule. The journal of yesterday was read and approved. INTRODUCTION OF BILLS The following bills were introduced: H. B. No. 519 - Representatives West, Kick. Cosponsors: Representatives Rogers, Hambley, Smith, K., Boccieri, Perales, Leland, Howse. To enact section 4501.51 of the Revised Code to create the Ohio Council on Transportation Technology to make recommendations regarding state policies related to autonomous technology. H. B. No. 520 - Representatives Miller, Hughes. To amend sections 2907.24 and 5101.87 of the Revised Code to increase the penalty for soliciting when the person solicited is eighteen years of age or older, to specify that the fine for soliciting in this circumstance is not more than two thousand five hundred dollars, and to specify that up to one thousand dollars of that fine may be deposited into the Victims of Human Trafficking Fund. H. B. No. 521 - Representative Boggs. Cosponsors: Representatives Leland, Sweeney, Howse, Lepore-Hagan, West, Smith, K., Antonio, Riedel, Sheehy, Kent. To amend section 4501.21 and to enact section 4503.567 of the Revised Code to create the "Girls on the Run" license plate. H. B. No. 522 - Representative Lanese. To amend sections 4301.62 and 4301.82 of the Revised Code to allow an outdoor refreshment area to include F liquor permit holders. H. B. No. 523 - Representatives Lanese, Perales. To amend sections 959.99, 2151.421, 4757.10, 4757.13, 4757.32, and 4757.33 and to enact sections 959.07, 959.08, 959.09, 2151.4210, and 2919.252 of the Revised Code to establish animal abuse reporting requirements, to require the Department of Defense Family Advocacy 1552 HOUSE JOURNAL, WEDNESDAY, FEBRUARY 21, 2018 Program to be notified when a person serving in the armed forces is investigated for child abuse or neglect or domestic violence, and to modify the laws regulating counselors, social workers, and marriage and family therapists. Said bills were considered the first time.     2018 post-general election update November 7, 2018 On Tuesday, November 6, 2018, Ohioans cast ballots in the 2018 general election. For the first time since 2006, five statewide elected offices were up for election without an incumbent running in the 2018 general election. Federal offices, including all Ohio U.S. Representatives seats and one U.S. Senate seat, two Ohio Supreme Court seats, all seats in the Ohio House of Representatives and 17 Ohio Senate seats were on the ballot. Many counties in Ohio and around the country reported record- breaking early voter turnout. Nearly 1.5 million ballots were requested by mail and in person, and an estimated 1.3 million had been cast as of the close of early voting on November 5, 2018. Here is Bricker & Eckler’s overview of the 2018 general election results and details on races of particular interest. STATEWIDE BALLOT ISSUES Issue 1: This proposed constitutional amendment was filed as the “Neighborhood Safety, Drug Treatment, and Rehabilitation Amendment.” If adopted, the amendment would have, among other things, required reductions in sentencing in certain situations, mandated that certain criminal offenses or uses of any drugs, such as fentanyl and heroin, can only be classified as a misdemeanor, and prohibited jail time as a sentence for obtaining, possessing or using such drugs until an individual’s third offense within 24 months. Issue 1 was defeated by 63.41 percent. The Ohio Safe and Healthy Communities Campaign led the way in support of the proposed constitutional amendment. Supporters of Issue 1 were financially supported by Open Society Policy Center, the Chan Zuckerberg Initiative and the Open Philanthropy Project Action Fund.
