In fact, at the time of this report’s drafting, the U.S. travel and tourism infrastructure had already been pushed to its limits. This caused travel delays and lost revenues that impacted current travel as well as future growth. Now, because of the COVID-19 pandemic, the world faces a global crisis. Every element of modern life has been touched by the COVID-19 pandemic and the worldwide efforts to combat it, with the U.S. travel and tourism industry suffering massive and immediate consequences. With the travel and tourism industry essentially grounded to a halt, COVID-19 clearly shined a light on this sector. The U.S. unemployment rate in April 2020 was at 14.7%, 11.1 points higher than it was in April 2019.1 The highest month over month changes were in Hawaii at 19.9%, and Nevada at 21.3% - two states that have economies deeply dependent on travel and tourism. Current estimates predict that the travel and tourism industry will experience a 45% decline in revenues for 2020, which could result in a GDP impact of $651 billion in 2020. The U.S. Travel report of April 15, 2020, indicates the next two months of the COVID-19 virus reaching U.S. communities will see revenues drop by 81%, with continued losses over the rest of the year likely reaching $519 billion.2 Now, more than ever, a National Strategy on travel and tourism is needed. The NACTTI, or a version of it, should remain intact to be a resource to guide our leadership on best practices for infrastructure and investment. Travel industry losses will far exceed that of any other sector and will be nine times the impact of 9/11.3 We need to be prepared to adequately and safely welcome back the world to our country. There is no better way to reduce unemployment than to put in place a strategic plan that will get the men and women of the U.S. back to work by building and improving our country’s infrastructure. We need to face the downturn head-on and restore confidence in the traveling public. Therefore, we need to adequately train our workforce on new policies and procedures that make safety a priority to get our county and the world moving again. As we develop a national economic response to this crisis, prioritizing investment in our transportation and infrastructure projects is critical to foster job growth, get tourism flowing again, and rehabilitate America’s economy. EXECUTIVE SUMMARY Every element of modern life is touched by the U.S. travel and tourism industry. Travel spending supports approximately 16 million (or one out of nine) American jobs, with 9.2 million jobs directly related to the travel industry and 6.8 million in supporting industries, making it a top-10 employer in 49 states and the District of Columbia, and a top-10 employer of middle-class earners.5 ● Travel and tourism directly produce 2.9% of U.S. GDP. In 2018, travel generated $1.1 trillion in direct spending, which produced $2.54 trillion in total economic output. ● Inbound international travel is America’s second largest industry export. In 2018, international visitors spent $255 billion in the U.S. on travel-related goods and services, which generated a $59 billion travel trade surplus.6 Travel’s economic benefits depend on the condition and performance of the national transportation network. The U.S. transportation system supports each of the 3 billion long-haul trips to and within the U.S. each year – making it the travel industry’s most important asset. Originally slated to open in October, the ramp from inbound Eisenhower Expressway (Interstate 290) to the outbound Kennedy Expressway (Interstate 90/94) will open, weather permitting, Wednesday, Sept. 2, one month ahead of schedule. The ramp from outbound Ida B. Wells Drive to the outbound Kennedy opens, weather permitting, the week of Sept. 14. “The early completion of the Ike to Kennedy ramp is great progress,” said Acting Illinois Transportation Secretary Omer Osman. “The new ramps will improve traffic flow and help reduce delays for the more than 40,000 vehicles that use them daily. As work continues, we ask for the public’s continued patience, to stay alert, slow down and give their undivided attention going through this and all other work zones.” By 5 a.m. Wednesday, Sept. 2, weather permitting, the ramp from the inbound Eisenhower to the outbound Kennedy will open to traffic and the Taylor Street “Texas U-turn” detour, used during construction, will be closed. Also, prior to the morning rush, the inbound Eisenhower reverts to its original configuration, with the two left lanes continuing to Ida B. Wells Drive, the third lane to access the new ramp to the outbound Kennedy, and the right lane to the outbound Dan Ryan Expressway (Interstate 90/94).

But they do need to plan accordingly, account for some longer travel times and should strongly consider taking alternate routes or public transportation, especially if they are driving during the overnight hours.” The closures are necessary for the installation of steel beams that will support the deck of the new flyover bridge linking the inbound Dan Ryan Expressway (westbound Interstate 90/94) to the outbound Eisenhower Expressway (westbound Interstate 290), part of the larger overhaul of the Jane Byrne Interchange. To stage and store equipment and materials, the inbound Kennedy Expressway (eastbound Interstate 90/94) ramp to inbound Congress Parkway closed Wednesday night and will remain closed until Aug. 31. Morgan Street is the first of the nine major bridges crossing the expressway system near downtown Chicago that are being rebuilt as part of Governor Pat Quinn’s $420 million reconstruction of the Jane Byrne Interchange. “Commuters, local residents and business owners will start to see benefits immediately with the new Morgan Street bridge opening,” Acting Transportation Secretary Erica Borggren said. “This is a major milestone for the Jane Byrne Interchange reconstruction. We appreciate the continued patience and look forward to many more improvements to come.” Construction started in September 2013 to remove and replace Morgan Street over Interstate 290 (Eisenhower Expressway) and the Chicago Transit Authority’s Blue Line. The longer bridge includes additional space under Morgan Street to accommodate the other improvements planned as part of overhaul of the Jane Byrne Interchange. Other components of the rebuilt bridge include new sidewalks, modernized traffic signals and improved lighting. In addition to Morgan Street, as part of the Jane Byrne Interchange project, there are eight other cross street bridges that will be rebuilt: Taylor Street, Harrison Street, Van Buren Street, Jackson Boulevard, Adams Street, Monroe Street, Halsted Street and Peoria Street. The new bridges will enhance mobility in the area by including bike lanes, wider sidewalks and improved access to transit.

    Interstate 73 FEIS: I-95 to North Carolina The feasibility study recognized that there had been some improvements to roads in the project study area; however, the improved roads were predicted to have capacity problems along some segments by the year 2025, based on traffic modeling. Future traffic projections indicated that I-73 would divert traffic from existing roadways, which would improve capacity and reduce traffic congestion.10 North Carolina completed a feasibility study in 2005 that evaluated alternatives for the proposed I­ 74 in Columbus and Brunswick Counties, North Carolina, located in the southeastern portion of the state. The study was an initial step in the planning and design and described the project, costs, and identified potential problems that required consideration. The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) was passed by Congress and signed into law on August 10, 2005. SAFETEA-LU acknowledges the prior purpose for, and designation of, I-73 as a High Priority Corridor, along with designating it as a project of “national and regional significance” (23 U.S.C. §101(2005)). In addition, SAFETEA-LU provides earmarks for the I-73 project in South Carolina. At the state level, Concurrent Resolution H 3320 passed by the South Carolina General Assembly in 2003 states “that the members of the General Assembly express their collective belief and desire that the Department of Transportation should consider its next interstate project as one that provides the Pee Dee Region with access to the interstate system.”11 Both Congress and the South Carolina General Assembly have appropriated money to SCDOT to study the potential corridor for the proposed I-73.
