On 1 November 2018, States participating in the Strategy are due to submit their national implementation reports. Reports are expected to reflect the progress made in the implementation of the Strategy at the national or State level during the next implementation phase (2017–2019). The present document sets out the format for reporting (annex I). The set of indicators, on which the reporting format is based, was developed by the ECE Expert Group on Indicators for Education for Sustainable Development. The reporting format has been updated by the secretariat in consultation with the Bureau to meet the reporting needs of the current phase. Based on national reports submitted, the secretariat will prepare a synthesis report in 2019, highlighting progress made, identifying challenges and drawing up recommendations. The synthesis report is vital for monitoring the progress made since the previous implementation phases and setting future priorities for implementing the Strategy and is expected to be presented at the fourteenth meeting of the Steering Committee in 2019.

Between 1948 and 1989, the Romanian communist regime sought to disenchant believers with a scientific, materialist worldview. Yet, it likewise strove to imbue citizens’ lives with socialist sacred meaning. My work demonstrates that we cannot understand late socialism’s contradictory drive for rationalization and re-enchantment without examining how elites produced knowledge about atheism and lived religion. This dissertation analyzes elite interactions with believers and the Central Committee from 1948, when transforming religiosity emerged as a party priority, to the end of the socialist era. My chapters focus on science popularizers, preservationists, sociologists, and folklorists in institutions of cultural administration and research newly created to manage socialist beliefs and behavior. These elites shaped the place of religion and atheism in Romanian society while competing for resources within the centralized structure of the Party-State. Their voices mattered because they engaged believers for whom national and religious belonging coincided. Elites also provided specialized knowledge for party organs committed to achieve convergence between ideology and citizens’ subjectivity.

The largest Romanian bank, with 294 branches across the country and a 30 percent market share. About 45 percent of the bank’s lending goes to SMEs. 2. Since 1992, the bank has been heavily involved in various international financing schemes and it has gained good experience in managing them. The experience extends to combining various financing schemes to make them more attractive. 3. For some of the programmes in progress, the funds are exhausted, and new loans are extended based on repayment of the old ones. Long waiting lists are common for such programmes. 4. EBRD supports the bank’s privatisation process (owning 12.5 percent of RCB) and is heavily involved in various financing schemes of RCB. The bank is close to the limit of EBRD exposure to a single debtor. 5. RCB would be interested in a new financing scheme earmarked for rural SMEs and appears confident that clients would be able to borrow under usual conditions. Additional training, however, would be welcome. 6. While the bank generally offers larger loan amounts at more favourable terms than other banks, the clients’ perception is that RCB is overly bureaucratic and its procedures are not adapted to meet the special features of SMEs. This is thought especially true if the client is also rural. 7. Thanks to its large branch network, RCB has the best means to disburse a large part of the credit facility component over a short period of time.

Thereafter, the review team of international experts was constituted. It included experts from Bulgaria, Denmark, France, Italy, Netherlands, Poland, Slovakia, Sweden, Switzerland, the former Yugoslav Republic of Macedonia, together with experts from the secretariat of the United Nations Economic Commission for Europe (UNECE), the United Nations Environment Programme (UNEP) and the European Centre for Environment and Health of the World Health Organization (WHO). The review mission took place in October 2000. A first draft of the EPR report was submitted to the country for updating in March 2001. In September 2001, the draft was submitted for consideration to the EPR Expert Group of the UNECE Committee on Environmental Policy. During this meeting, the Expert Group discussed the report in detail with representatives of the Romanian Government, focusing in particular on the conclusions and recommendations.
