FRMC 8 GENERAL BUSINESS 03/2018 GB 1 Hume to Yarrawonga Waterway Management Advisory Group

 The Hume to Yarrawonga Waterway Management Advisory Group met in Howlong on Wednesday 21 March, key items discussed included: - weather – expected to be a dry autumn with average annual rainfall; - Lake Hume – currently at 44%, will be drawn down to approximately 25% after Easter; - Dartmouth Dam currently at 88% - no transfer to Lake Hume proposed at this stage; - flows to South - releases from Menindee Lakes limited at the moment, flows currently via the Murray System; - the proposed wakeboard trial at Bundalong; - possible reinstatement of chainage along the river plus the addition of distance markers showing the distance to the next town; and - Mr Lawson provided an update on the works proposed for the South Albury levee.

MWN 2 SPEED CONCERNS – TABLE TOP ROAD

 Mr Hinde raised concerns about the speed limits on Table Top Road with the increased development in the area.  RMS are currently reviewing an application by AlburyCity to reduce the speed limit to 60km/h past the approved roundabout on Table Top Road at the intersection of the new Thurgoona Park North access.  Mr Hinde also raised concerns about vehicles exiting Spring Park Estate onto Table Top Road creating a dangerous situation as vehicles already on Table Top Road are travelling at 100km/h.  AlburyCity will commence collection of vehicle and speed data with a view to requesting RMS to conduct a speed zone review.

MWN 3 WAGGA ROAD SPEED LIMIT

 Ms Oliver queried the status of the AlburyCity request to review the speed limit on Wagga Road.  Ms Boulton has recommended approval, will follow up with relevant RMS officers.

LTC 12 ALBURY TRAFFIC MODEL PRESENTATION 04/2018 Mr Lawson provided a presentation on the Albury Traffic Model.

Ms Oliver advised that she will be an apology for the next meeting.

Purpose of Report

To recommend a preferred contractor for the Supply, Installation and Commissioning of two Band Screens at the Waterview Wastewater Treatment Plant, through a qualitative and quantitative assessment.

Background

The existing Inlet Works at the Waterview Wastewater Treatment Plant (WWTP) consists of two Step Screens and a by-pass chamber with a manual bar screen. The role of screening devices in WWTP treatment processes is to capture and remove debris from the incoming wastewater as it cannot be treated any further and causes early wear and tear to machinery in the remainder of the WWTP. In recent years the existing Step Screens have required a high level of maintenance and repairs, resulting in a large workload for the WWTP operators and maintenance staff to maintain the successful operation of the ageing Step Screening devices.

The ultimate aim of screening devices is to stop 100% of debris from entering the WWTP, it is estimated that the existing Step Screening devices have a rag and debris capture rate of only 20%. This low capture rate has resulted in a number of operational issues in the WWTP, particularly in the Bioreactor where an annual de-ragging program has had to be established to ensure the treatment process can continue to function efficiently into the future. It is worth noting that these upgrades to the existing Waterview WWTP Inlet Works will not become redundant due to the planned construction of a secondary WWTP at the Waterview site, as this secondary WWTP will have its own Inlet Works.

The scope of the works included in this contract is summarised below:

 removal and discarding of existing Step Screening systems;  supply and installation of two Band Screen systems (including any civil and electrical disconnecting of existing and alterations and installation of new service); and  commissioning of new Band Screen systems and hand-over session with WWTP and maintenance staff.

Tenders were invited for Contract No.17/02172 – Waterview WWTP Inlet Screening Device Replacement, and advertised in the Border Mail, Sydney Morning Herald and on Tenderlink. Tenders closed at 12 noon on Tuesday 10 April 2018.

The contract is estimated to be completed over the end of the 2017/18 and the first half of the 2018/19 financial years.

Tender Evaluation

At the close of tenders, six submissions were received from the following four companies:

All tenders were evaluated in accordance with Council's procurement policy and guidelines. The assessment panel for the tender comprised Procurement & Contract Management Coordinator – Gerard Coyle, Engineering Technical Officer (Wastewater) – Josh McLinden, and Supervisor Mechanical Maintenance & Construction – Clinton Crocker.

The selection process must provide the best value for money when evaluated against the applicable assessment criteria. Best value does not necessarily mean ‘lowest price’; it involves a comparative analysis of the benefits of the submission versus the cost of the procurement. Some of the benefits of a submission that are considered include performance of equipment, resourcing and availability, performance history, planning and programming, work health and safety record, quality of work and experience. Consideration may also be given to items external to the contract such as additional contract management requirements during the course of the contract.

A conformity assessment was undertaken to ensure all submissions received were in accordance with the contract documentation and specification.

As indicated above, all submissions were assessed as conforming tenders with the exception of the VoR Environmental Australia Pty Ltd alternative tender submission. This alternative submission proposed the supply of Screw Compactor Screens in place of the Band Screens, as requested in the tender scope of works. These Screw Compactors Screens have been deemed unsuitable due to lower capture rates and predicted maintenance issues involved in installing a system of this description. Therefore, the VoR Environmental Australia Pty Ltd alternative tender submission did not meet the mandatory conditions of tendering and was not considered further for this contract.

Qualitative Assessment

A qualitative assessment considered a range of issues including:

Aqseptence Group Pty Ltd

Aqseptence Group Pty Ltd is based in Geebung QLD and has completed a number of similar projects throughout NSW, Queensland and at the Maroochydore, Dubbo and Mareeba Wastewater Treatment Plants Inlet Works. Their current commitments include Leanyer Sanderson and Lower South Creek – Riverstone Inlet Works Upgrades (expected to be completed in June 2018).

Referee information indicated that the company typically completed projects to a good or superior standard on or before the date of practical completion. The company has good coordination procedures and is professional in managing the construction site, their suppliers and subcontractors. The company propose to utilise local contractors such as equipment hire companies and tradespeople during the installation and commissioning of the project.

The company has put forward two tender submissions, one conforming and one alternative. The conforming tender submission proposes the installation of Perforated Band Screening Devices as specified in the Request for Tender however the Company's alternative tender proposes their latest proprietary design of screening panels that resemble a honeycomb. The honeycomb shape of the alternative screening devices provides high open areas to allow for better head losses (flow resistance) through the screening device and a higher efficiency of screenings capture.

The company has submitted a proposed methodology and works program indicating a contract period of 20 weeks. The company has submitted an extensive range of their management systems including Safe Work Method Statements, Environmental Management System, Workplace Health and Safety Management System, and Quality Management System.

VoR Environmental Pty Ltd

VoR Environmental Pty Ltd is based in Bellevue Hill NSW and has completed a number of similar projects throughout NSW, Queensland and Victoria at the Coolum, Mudgee and Tumbarumba Wastewater Treatment Plants Inlet Works. Their current commitments include East Lismore Wastewater Treatment Plant installation and commissioning of Inlet Works equipment (expected to be completed April 2018).

Referee information indicated the company completed projects to a high standard and were very knowledgeable with the installation and commissioning of their technology. The company propose to use local contractors to perform up to 30% of the installation and local suppliers for up to 10% of the required materials.

The company has submitted a conforming proposed methodology and works program indicating a contract period of approximately 30 weeks. The company has submitted an extensive range of their management systems including Safe Work Method Statements, Environmental Management System, Workplace Health and Safety Management System, and Quality Management System.

Green Process Pty Ltd

Green Process Pty Ltd is based in Footscray VIC and has completed a number of similar projects throughout NSW and Queensland at the Goodna, Malabar and Kawaba Wastewater Treatment Plants Inlet Works. Their current commitments include Rouse Hill Wastewater Treatment Plant installation and commissioning of Inlet Works equipment.

Referee information indicated the company has supplied a number of recent similar style projects and then have either employed subcontractors or the clients have wished to complete the installation and commissioning of their technology. The company did not indicate any benefit to the local region in their submission.

The company has submitted a proposed methodology and works program indicating a contract period of approximately 30 weeks. The company has submitted an extensive range of their management systems including Safe Work Method Statements, Environmental Management System, Workplace Health and Safety Management System, and Quality Management System.

Dekort Systems Pty Ltd

Dekort Systems Pty Ltd is a locally based company and has completed a number of wastewater construction projects throughout Victoria and NSW. Recently the company has completed the modifications to the North Street Sewage Pump Station, Systems Upgrade at Nariel Creek and Upgrades to clarifiers at Queanbeyan WWTP. Their current commitments include the construction of

Referee information indicated that the company typically completed projects to a high standard on or before the date of practical completion. The company has good coordination procedures and is professional in managing the construction site. Dekort Systems Pty Ltd employ all local staff and propose a total benefit of 30% of the project cost will be from local sources.

The company has submitted a proposed methodology that proposes to install one wider Band Screen by removing the dividing wall separating the existing two channels. This solution would result in the Waterview WWTP Inlet Works having no screening redundancy in the event of equipment failure or removal for scheduled servicing, meaning unscreened wastewater will be allowed to enter into the WWTP. This scenario of having unscreened wastewater entering the WWTP at any point is not favoured by AlburyCity due to the possible downstream damage it may cause. The company’s reasoning for this proposed methodology is based on advice from their Band Screening supplier who believe their smallest Band Screen devices would not be able to fit within the smaller dimensions of the existing two channels and also would not be able to operate efficiently.

The company has submitted a works program indicating a contract period of approximately 26 weeks. The company has submitted an extensive range of their management systems including Safe Work Method Statements, Environmental Management System, Workplace Health and Safety Management System, and Quality Management System.

From the information provided, all companies have demonstrated the required management systems, experience, construction plant, resources and availability.

The submission proposed to conduct major civil modifications to the Waterview Inlet works and install a single larger Band Screen by Dekort Systems creates a number of operational risks for AlburyCity as this proposal would eliminate any redundancy in screening the incoming wastewater, which may result in damage to the remainder of the WWTP and would be an undesirable outcome for AlburyCity. As a result of the qualitative assessment the Dekort Systems submission has been determined not suitable for this contract and therefore was not assessed any further due to the increased risk associated with their proposal.

The most favourable submission, from a qualitative perspective, is the alternative submission from Aqseptence Group Pty Ltd due to the increased hydraulic capacity of the honeycomb style screening system and the shorter timeframe for the supply, installation and commissioning of the new screening systems.

The budget allocation for the project is $450,000 including GST. Three of the submissions were within the budget provision.

As detailed above, the submission from VoR Environmental Australia Pty Ltd was marginally the most favourable, being less than 1% more favourable than the Aqseptence Group Pty Ltd (conforming tender) and $20K or 6% more favourable than the Aqseptence Group Pty Ltd (alternative tender).

The most favourable submission, from a qualitative perspective, is the alternative submission from Aqseptence Group Pty Ltd. This alternative proposal by Aqseptence Group offers AlburyCity the opportunity to have an increased hydraulic capacity through the Waterview Inlet Works due to the honeycomb style of Band Screen. The design of the honeycomb Band Screen allows for more unobstructed flow through the screening device than the traditional perforated screening systems that are offered in all other tender submissions therefore increasing its hydraulic capacity. This increased hydraulic capacity of the honeycomb design is of particular advantage to AlburyCity as the open spaces in this design reduces the head losses (or flow resistance) up to 38% when compared to a traditional perforated Band Screen. The offer from Aqseptence Group Pty Ltd is also more favourable due to the shorter timeframe for the supply, installation and commissioning of the new screening systems.

From a quantitative perspective the submission from VoR Environmental Australia Pty Ltd was the most advantageous being between $1K and $20K more favourable than the other submissions. The VoR Environmental Australia Pty submission proposes to supply a dual perforated band screening system.

Therefore, based on the qualitative and quantitative assessments, it is deemed that due to the increases in hydraulic efficiency, the alternative submission from Aqseptence Group Pty Ltd provides sufficient benefit for the additional initial capital expenditure in order for Council to achieve the best value for money in the delivery of this project.

Conclusion

Council invited tenders for the Supply, Installation and Commissioning of two Band Screens at the Waterview Wastewater Treatment Plant, and received six submissions from four companies. Council requested this tender in response to the existing Step Screens requiring a high level of maintenance in recent years and the existing Step Screens having a low debris capture rate of 20%.

The scope of the works in this contract included removing and discarding the existing Step Screening systems, supply and installation of two Band Screen systems and commissioning of the new Band Screen systems.

A quantitative and qualitative assessment indicated that the alternative submission from Aqseptence Group Pty Ltd was the most favourable submission. Their tendered price of $339,753.70 including GST is within the budget allocation of $450,000 including GST.

Recommendation

That the Committee recommends to Council that Council accepts the alternative submission from Aqseptence Group Pty Ltd for Contract No.17/02172 – Supply, Installation and Commissioning of two Band Screens at the Waterview Wastewater Treatment Plant in the lump sum amount of $339,753.70 including GST.

Purpose of Report

To recommend a preferred contractor for the installation of electrical infrastructure (including High Voltage (HV) overhead extension, street lighting and cabling) in the Nexus Development, through a qualitative and quantitative assessment.

Background

As part of the Nexus Development, these works form Stage 3 of the electrical infrastructure works. An electrical infrastructure design was completed by MRA Tech Services and in conjunction with the Request for Tender documents, forms the basis of the scope of works.

The scope of works for this contract includes the installation, connection and commissioning of the HV overhead line, SUB 83056, underground/overhead cabling, conduit extensions, street lighting, site reinstatement and appropriate approvals from Essential Energy.

Tenders were invited for Contract No. 18/01271 - Nexus Development Electrical Stage 3, and advertised in the Border Mail, Sydney Morning Herald and placed on Tenderlink. Tenders closed at 12 noon on Tuesday 10 April 2018.

The contract duration is eight weeks and construction will commence in this financial year (2017/18). Council's total budget allocation for this project is $330k including GST.

Tender Evaluation

As indicated above all six submissions received were assessed as conforming tenders. GPE HV Pty Ltd, Platinum Electricians and JLE Electrical are all currently WHS registered with Council. The remaining companies show documentation that indicates they would be capable of becoming WHS registered with Council.

As detailed above, the submission from GPE HV Pty Ltd was the least expensive, being $40K or 16% more favourable than Great Southern Electrical Pty Ltd, $48K or 19% more favourable than Watters Electrical, and $73K or 29% more favourable than Platinum Electricians. The two remaining submissions from JLE Electrical and Signalling & Rail Infrastructure were $89K and $286K (36% and 114%) respectively, more expensive than the submission from GPE HV Pty Ltd.

The budget allocation for the project is $330K (including GST). Four of the submissions were within the budget provision and were listed for further consideration by way of qualitative assessment.

GPE HV Pty Ltd is based locally in Albury, NSW. Recently the company has completed projects such as Nexus Stage 1 and Stage 2 and White Box Estate Electrical with AP Delaney Pty Ltd, as well as the Glenholm Estate Electrical in Jindera for Nordcon. Their current commitments include Snowy Hydro Geehi Dam, White Box Rise Estate and Olive Street HV upgrade, which are expected to be completed between May and July 2018.

GPE HV Pty Ltd has submitted an eight week program, and their proposed methodology for construction is well thought out and detailed. Referee information indicated that previous projects have been completed to a high standard and the contractor is accommodating and reliable. All referees were very satisfied with the work GPE HV Pty Ltd has performed.

The company head office for operations is based in Albury, with 100% of permanent staff being locals. The contractor has indicated that materials will be sourced locally where available and the award of this project may provide the financial benefit for them to engage new apprentices. GPE HV Pty Ltd currently provides sponsorship to North and Albury Golf Club.

GPE HV Pty Ltd have demonstrated that they have the capacity to carry out the work to the required standard with experience in HV electrical work. While the company currently have a number of projects underway at various stages of completion, their listed resources indicate that they have the capacity to manage the addition of such a project to their construction program.

Great Southern Electrical Pty Ltd is based in Wagga Wagga, NSW. The company has recently undertaken projects such as Estella Rise Development with the Commercial Development Group, and Fairley Estate with Shaw Projects. Projects currently underway include other residential subdivision work due for completion in May 2018, as well as Blowering Nursery works and Charles Sturt University (CSU) Wagga transformer replacements, both due for completion in June 2018.

Great Southern Electrical Pty Ltd has indicated their intended works in a brief methodology but has included no works program. From the information provided, the proposed works timeframe will be nine weeks.

Referee feedback was overwhelmingly positive, with referees indicating that the contractor runs projects smoothly and without issue, from initiation through to commissioning.

Great Southern Electrical Pty Ltd has stated that all staff reside in the /Murray region and proposes to source materials from a supplier based in Albury. No sponsorships are currently listed however the contractor has stated they are an Equal Opportunity Employer.

Great Southern Electrical Pty Ltd is not currently WHS registered with Council, however has indicated that they have the capacity to become registered.

Watters Electrical is based locally in Albury, NSW. Most recent projects completed by Watters Electrical includes the local Albury Bunnings Redevelopment with Excell Grey Bruni and Bunnings Australia, as well as the High and South Street streetscapes for City of Wodonga Council. A current list of works includes the South/High Street redevelopment for Wodonga City Council set for completion in May 2018, as well as Kiewa Estate Stage 2, Holcim Dubbo and Falls Creek Ski Lift Supply, all due for completion between May and June 2018.

Watters Electrical has included a construction program indicating a works period of approximately ten weeks. Watters Electrical’s project methodology is logically presented but brief in detail.

Referees for Watters Electrical gave positive feedback and described excellent quality of finished works. One referee indicated that while they were pleased with works completed by Watters Electrical and would likely use them again, they had some minor concerns regarding resources and workload capacity of staff.

Watters Electrical states that all of their staff are based locally and they propose that materials for this project will be sourced through local suppliers. The contractor currently provides sponsorship for Wodonga Junior Football and Wodonga Basketball as well as the Australian Water Ski Team.

Watters Electrical is not currently WHS registered with Council, however has indicated that they have the capacity to become registered.

Platinum Electricians are locally based in Thurgoona. The contractor has recently completed upgrade works for Trans Pacific Cleanaway in Lavington and The Grange Stage 3 development with Spiire Civil Engineering. Works currently in hand include and a 3 Lot Subdivision 'Willis and Barbers Paddock', all due for completion from April to June 2018.

The construction methodology and works program provided by Platinum Electricians is highly detailed and thorough, indicating a 12-week works program.

Referee feedback for Platinum Electricians was good, with referees making particular note of the contractor's flexibility when dealing with project changes and their assistance on site.

The contractor indicates that all permanent staff reside within the local Albury area and all plant, materials and equipment will be sourced from local suppliers. The award of this project would result in the temporary employment of another linesman for the duration of the project and the addition of a new apprentice. Platinum Electricians currently provide a number of sponsorships including Albury Thunder Rugby League Club, Access Industries, Books in Schools Australia and World Vision.

All companies demonstrate the required management systems, experience and construction plant to provide AlburyCity with a quality product.

From a quantitative perspective, GPE HV Pty Ltd was between $40K and $286K (16% to 114%) more favourable than the other submissions.

From the qualitative assessment all companies have the management systems and experience to complete the works to a high standard.

Therefore, based upon the quantitative and qualitative assessments, it is deemed that the submission from GPE HV Pty Ltd provides the best value to deliver this project within the shortest timeframe.

Conclusion

AlburyCity invited Tenders for Contract No. 18/01271 - Nexus Development Electrical Stage 3.

The scope of the contract includes the installation, connection and commissioning into service of the HV overhead line, SUB 83056, underground/overhead cabling, conduit extensions and streetlighting as detailed within MRA Tech Services Electrical Design Plans.

A quantitative and qualitative assessment indicated that GPE HV Pty Ltd has the required experience, capability and resources to meet the requirements of the tender. Their tendered price of $251,661.48 including GST, is within the budget allocation and has been assessed by the panel as being the most advantageous submission for Council.

Recommendation

That the Committee recommends to Council that Council accepts the tender from GPE HV Pty Ltd for Contract No. 18/01271 - Nexus Development Electrical Stage 3, for the lump sum amount of $251,661.48 including GST.

Purpose of Report

To consider a further request from Greater Hume Shire Council to enter into discussions regarding lowering the charge for the supply of potable water to the Villages Water Supply Scheme.

Background

AlburyCity supplies potable water to Greater Hume Shire Council in accordance with the Hume Villages Water Supply Agreement. This agreement was established in 1984 and facilitates the distribution of potable water to approximately 1,400 connections in the townships of Jindera, Burrumbuttock, Brocklesby and Gerogery. AlburyCity’s responsibility is to provide bulk potable water in accordance with the requirements of the Australian Drinking Water Guidelines at two points in the supply system (Urana Road and Dights Forest Road) and Greater Hume Shire Council is responsible for the distribution of the water and billing of their customers.

During August 2015, Greater Hume Shire Council approached AlburyCity to review the agreement and pricing model with the view to reduce their tariff for the supply of bulk potable water. At that time a number of options were explored, which ultimately reduced the cost of their bulk potable water by approximately 11%.

In order to find avenues to further reduce the cost of service to their ratepayers, Greater Hume Shire Council carried a motion requesting AlburyCity enter into discussions on the feasibility of relinquishing control of the Villages Water Supply Scheme to AlburyCity. AlburyCity subsequently carried a motion at the Council meeting on Monday 24 July 2017 to agree to enter into discussions with Greater Hume Shire Council on the feasibility of AlburyCity taking control of the operation of the Villages Water Supply Scheme.

Following the Council meeting on 24 July 2017 AlburyCity investigated a number of financial and operational scenarios to assess the viability of taking control of the Villages Water Supply Scheme. During this investigation it was apparent that, both financially and operationally, there was some degree of risk in taking management control of the Scheme. It was also apparent that Greater Hume Shire Council would face similar financial and operational risks should they relinquish control of the Villages Water Supply Scheme. Therefore, a report was provided to Council on 18 December 2017 recommending that Greater Hume Shire Council provide a business case and implementation plan to AlburyCity highlighting the benefits, or otherwise, of AlburyCity taking management control of the Scheme.

Issues

Management Control of the Villages Water Supply Scheme

A report was tabled at Greater Hume Shire Council's April 2018 meeting considering the advantage and disadvantages of the divestment of all their water supply operations, including the proposal of Riverina Water County Council taking control of the Culcairn Water Supply Scheme. At that meeting Greater Hume Shire Council resolved:

That:

1. Council advise AlburyCity and Riverina Water County Council that Greater Hume Shire Council does not intend to proceed with the divesture of the Villages or Culcairn Water Supply Schemes at this time; 2. Council convey its appreciation to both AlburyCity and Riverina Water County Council in investing the resources to assess the viability, and 3. Council initiate new discussions with AlburyCity regarding water charges to Greater Hume Shire Council with the view of negotiating a lower kL charge.

Greater Hume Shire Council stated that their business case indicated there would be a $400,000 per annum loss to AlburyCity in taking control of the Villages Water Supply Scheme. Because of this potential loss and also due to Greater Hume Shire Council passing the resolution that they not proceed with the divestment of the Villages Water Supply Scheme there is seen as being no need for AlburyCity to continue to investigate this option at this time. However, should the water sector environment change in the future AlburyCity should remain open to any opportunities which may present, this includes the potential for further investigation into taking management control of the Villages Water Supply Scheme.

Bulk Water Charge

On Monday 17 August 2015, the Greater Hume Shire Council Mayor, General Manager, and Director Engineering presented to an AlburyCity Councillor Workshop seeking a review of the Villages Water Supply Agreement and a revision of the pricing mechanism. The Agreement includes cancellation and amendment provisions by mutual consent of both parties. At that workshop Greater Hume Shire Council requested a 20% reduction in their applicable usage charge.

At the time the rationale for the Greater Hume Shire Council request was based on the following two key points:

 Historic Pricing pre 1999 – a desire to return to historic pricing arrangements whereby Greater Hume Shire Council received a discount on the published fees and charges; and  Best Practice Water Pricing Principles – DPI Water (State Government) encourages water utilities to adopt a two-part tariff (access plus usage) with a single uniform usage charge. Greater Hume Shire Council argues that if AlburyCity consolidated their usage charge to one uniform charge for all customers, the adopted rate would be considerably lower than their respective current charge.

As a result of the approach from Greater Hume Shire Council AlburyCity resolved to alter their supply status to being a ‘non-residential’ customer and to use a single tariff to charge for their bulk water. It was agreed that the new tariff for Greater Hume Shire Council was to be set at 10% less than the standard non-residential tariff charged to AlburyCity customers. The change to the charging structure represented full cost recovery for the water supplied under the Agreement and at the time represented an 11% reduction in the bulk water charge.

For AlburyCity customers water usage charges are levied utilising the inclining block (stepped) method, whereby there is a lower and higher usage tariff. For 2017/18 the charge for the lower usage (less than 225 kilolitres [kL] per annum) is $1.39 per kL. Water usage which is in excess of 225 kL per annum is charged at $2.34 per kL. Therefore, customers who incur the higher charge are being billed for a combination of the lower and higher usage charge. For the 2016/17 billing year, there was a near even split of customers who remained under the 225 kL per annum (50.74% of customers) and those who used more than 225 kL per annum (49.26 % of customers).

When the usage charges are combined and divided by the total volume of water consumed the average charge for water in AlburyCity was $1.65 per kL for the 2016/17 year. Based on the volume of water supplied in the 2017/18 year to date it is expected that 66% of customers will use more than 225 kL per annum. Based on the year to date usage figures it is expected that the average per kL charge for AlburyCity customers will be $1.71 per kL. The current charge for the water supplied to the Villages Water Supply Scheme is $1.70 per kL.

AlburyCity received correspondence from the General Manager of Greater Hume Shire Council on 20 April 2018 (Attached) suggesting that, by way of an example, AlburyCity reduce the per kL charge by $0.50 or 29%. In this scenario, the savings Greater Hume Shire Council would receive from the reduction in the per kL charge, would allow them to lower their water access charge by $100 per annum. Based on the historic volumes of water delivered to Greater Hume Shire Council the reduction in the charge by $0.50 to $1.20 per kL would reduce revenue to AlburyCity by circa $200,000 per annum. This proposed reduction in charges would also create inequity and the potential for AlburyCity customers to cross subsidise those in the Villages Water Supply Scheme. The scenario, as suggested, is deemed to be unfavourable to AlburyCity and our customers, and therefore, should not be pursued.

Risk

 Business Risk – any further reduction in per kL charge for potable water supplied to the Villages Water Supply Scheme will represent a loss of income and full cost recovery for AlburyCity. In order to fill this income gap charges for AlburyCity customers may have to increase thereby creating the potential for a cross subsidy conflict.  Corporate Risk – any change to the per kL charge for potable water supplied to the Villages Water Supply Scheme will need to be undertaken in a transparent fashion. Careful consideration of all relevant details is needed to ensure both organisations and the broader communities are familiar with any proposed changes.  WHS and Public Risk – there is no identifiable increase in operational risks associated with this consideration.

 Delivery Program Risk – there is no identified increase in operational risks associated with this consideration.

Options

Primarily, the following options are available with regard to the request:

1. AlburyCity does not support the proposal to enter into negotiations with Greater Hume Shire Council on lowering the per kL change for potable water supplied to the Villages Water Supply Scheme and informs Greater Hume Shire Council of this. Or

2. AlburyCity, in principle, agrees to enter into discussions with Greater Hume Shire Council with the view of negotiating a lower per kL charge for potable water supplied to the Villages Water Supply Scheme.

And

3. AlburyCity should remain open to any opportunities which may present within the water sector, including the potential for further investigation into taking management control of the Villages Water Supply Scheme.

Conclusion

Since 1984, AlburyCity has had a formal agreement in place to supply Greater Hume Shire Council with bulk potable water. Greater Hume Shire Council then distributes this water to the villages of Jindera, Burrumbuttock, Brocklesby and Gerogery. In 2015, and more recently, Greater Hume Council has made advances to AlburyCity requesting a review of the bulk water charge.

When the pricing model was altered in 2015 significant efforts were made in assessing the actual cost incurred by AlburyCity in supplying potable water to the Scheme so that any alterations to the charge represented full cost recovery for AlburyCity. The reduction in the charge by 11% reflected full cost recovery. Since this time there has been concurrence with all percentage increases to the charges levied on AlburyCity customers and the per kL charge to the Scheme. Therefore, the current charge of $1.70 per kL represents full cost recovery for the supply of the bulk water. This charge also represents the average cost paid by AlburyCity customers ($1.65 per kL for 2016/17 and ~$1.71 per kL for 2017/18) for the supply of potable water.

It is recommended that AlburyCity does not agree to enter into discussions with Greater Hume Shire Council with the view to lowering the per kL charge levied for supply of bulk potable water to the Villages Water Supply Scheme. Any lowering of the charge would not represent full cost recovery and may see AlburyCity water users subsidising those in Greater Hume Shire Council.

Recommendation

That the Committee recommends to Council, that Council:

Purpose of Report

To provide a summary on the status of the 2017/18 Works Program for the March quarter.

Background

As part of the 2017/18 budget process, Council adopted an extensive Works Program for asset construction, upgrading and maintenance.

This program is broadly divided into 13 sub programs which included a total of 420 identified projects with a combined value of approximately $78.7M.

The scheduling of projects and resources is an important component in ensuring that designated projects within the approved budget are completed. This report provides an update on the status of the 2017/18 Works Program including accomplishments to date and scheduling of upcoming projects.

Issues

With the focus on project delivery, the scheduling of projects is undertaken with the objective to achieve 100% completion. Project scheduling is based on factors including current asset condition, design status, appropriateness of timing for construction, funding qualifications, seasonal conditions and available in-house skills and resources.

A combination of internal and external resources is used to ensure that the program is completed to standard, within timeframes and in accordance with budget provisions. This project plan is continually monitored to highlight any variations from initial predictions and the determination of any required adjustments.

Attached for information is a Gantt Chart summarising the projects and their respective scheduling during 2017/18. Completed projects are represented by solid black bars, while projects in progress carry an internal black bar representing percentage complete.

Discussion

The Works Program, at the end of the March quarter in the 2017/18 financial year is tracking behind the programmed schedule. The accomplishment as at 31 March 2018 is 62.9%, being 12.1% behind the projected target of 75.0%.

Since the commencement of the program, an extra 26 projects have been included, while a number of projects were removed at the December quarterly budget review, bringing the total number of identified projects to 418. The extra projects included in the program have been necessitated by

Progress at this stage is less than desirable with the planned completion rate being affected by additional projects, lack of internal and external design resources and additional investigation and approvals required due to projects traversing through natural environment areas or lands not managed by AlburyCity. At this stage the project completion is likely to be in the order of approximately 90%. Staff are currently reviewing the program and determining required resourcing and alterations in an attempt to accelerate the completion rate.

Included in the March quarterly budget review are a number of projects which at this stage have been identified for carry forward into the 2018/19 financial year, with an estimated value of approximately $9.0M, including:

 Kerr Road Construction ($600K) - contract awarded in March, with contractor programmed to commence work in early May.  Ross Circuit Drainage ($520K) - design currently being finalised.  Water Pump Station 24 Replacement ($235K) - tender documents currently being developed to be advertised in May.  Leachate to Sewer ($300K) - project commenced with an extended trial and testing period delaying progress. Majority of project to be completed in the 2018/19 financial year.  Ettamogah Sewerage Augmentation ($2,450K) - design nearing completion. Delayed due to extended consultation and approval process.  JC King Park Sports Pavilion ($800K) - designs completed and scheduled for request for tender in May.

To ensure the accomplishment of the 2017/18 Works Program a combination of both internal and external work crews are utilised. The schedule is continually monitored and adjustments made as required. The program progress overall to the end of March is behind schedule due to the availability of resources and extended consultation and approval requirements. The overall program at this stage is forecast to reach approximately 90.0% completion.

Recommendation

That the Committee recommends to Council that the report on the status of the 2017/18 Works Program as at 31 March 2018 be received and noted.
