Canadian International Charities by Country Or Region of Operation and Why This Information May Be Helpful CANADIAN INTERNATIONAL CHARITIES BY COUNTRY OR REGION OF OPERATION AND WHY THIS INFORMATION MAY BE HELPFUL Why is it useful to have a list of Canadian charities organized by countries or regions by which they operate? 1. If you are interested in a particular country it is interesting to note which Canadian charities are operating there. 2. If you are interested in supporting a particular countries development efforts then you have a list of some the charities that are operating there. 3. If an individual, organization or charity is interested in conducting a project in a particular country they may wish to partner with one of the charities on the ground. I am approached frequently by people interested in setting up charities and I usually try to dissuade and encourage them to work with an established charity that has similar interest. 4. If you are a Canadian charity it can help – if new project in new country can speak to some of the Canadian charities that have already operated there. 5. Also if a foundation has a particular interest in a country they may be a potential source of funds for a charity. 6. Need for greater coordination between charities – greater efficiencies – donors expecting that organizations will work together and not compete for the sake of competition. This information may be useful to encourage cooperation. Limitations and Caveats This information on which countries Canadian charities are conducting projects comes from the 2004 T3010 Registered Charity Information Return and specifically Q. C5 “For programs the charity managed directly, outside of Canada, list the countries or regions where programs were carried on. Do not include countries or regions where programs were managed by a qualified donee.” There are a number of problems in dealing with the information from the T3010A. 1) It is based on the 2004 T3010 information filings. So it is not up- to-date. 2) Although an important legal document, the T3010 is often filled out by volunteers or others who have little understanding of the nuances of the Income Tax Act, may have limited language skills, in some cases, may not have easy access to the correct information and are often in a hurry to file the form to avoid deregistration. 3) In question C5 dealing with the list of countries or regions where programs were carried out the form provides only ten boxes. Clearly - 2 - some charities conduct operation in more than 10 countries or regions. 4) The fact that a charity is allowed to list regions, in addition to or instead of specific countries, will always undercut the accuracy of the statistics on countries. 5) If one carefully reads the list of regions and countries one will find that there are all sorts of inaccuracies either on the T3010 that was filed or on CRA’s inputting of the information. • cities named instead of countries • countries spelled incorrectly, • former names of countries used such as Czechoslovakia, • lack of uniformity in country description (DRC, DROC, The Democratic Republic of Congo, the DRC etc), • the field being used for a relevant or irrelevant memo like a particular denominations missionary was supported without reference to a country, • some charities listed the same region or country • some listed “world” or “worldwide” or “various” which does not really add to our understanding. • There were a few “unknown” or “unknown countries”. • There were a few in which not applicable or N/A or S/O was listed. • There were references to Canadian cities such as Montreal, or Canadian provinces such as Ontario – clearly not outside of Canada. 6) The list that I was provided by CRA is in both French and English and I have translated it into English in order to better aggregate the information. - 3 - Other resources Another very useful resource is a world map provided by the Canadian Council for International Cooperation (CCIC) with the names of each of their members who are operating in different countries. Unfortunately CCIC has only about 100 members so many international development charities are not included in that map. After graduating Bible college in 1976, Gaileen served as an IW in Venezuela with Word of Life Fellowship, and then served in the same country with the C&MA from 1981 to 2009.

    Evangelical Council for Financial Accountability 440 West Jubal Early Drive, Suite 100 ● Winchester, VA 22601 July 17, 2018 To: Members of Congress Re: Nonprofit Parking Tax The Tax Cuts and Jobs Act, signed into law on December 22, 2017, contains a troubling provision that applies federal income tax to parking benefits provided by tax‐exempt organizations to their employees. Newly added Section 512(a)(7) of the Internal Revenue Code states, “Unrelated business taxable income of an organization shall be increased by any amount for which a deduction is not allowable…by reason of section 274 and which is paid or incurred by such organization for any…parking facility used in connection with qualified parking…The Secretary shall issue such…guidance as may be necessary…including regulations or other guidance providing for the appropriate allocation of depreciation and other costs with respect to facilities used for parking…” Tax practitioners who have evaluated Section 512(a)(7) generally believe that the result of this new provision is that tax‐exempt organizations that provide parking to their employees will be subject to unrelated business income tax on the cost of the parking provided. A nonprofit organization that simply allows its employees to park in a parking lot or garage that is part of the organization’s facilities will be subject to a tax on the cost of the parking provided. How the parking costs must be measured remains to be addressed in the “regulations or other guidance” to be issued by the IRS. To apply this new requirement, nonprofit employers and their accountants must have guidance addressing exceedingly complex questions of allocations of basis, depreciation, and rent payments among different structures and between employee and non‐employee users.

Kathryn Peate A study found (and yes, they do studies on everything nowadays) that people rarely laugh alone, but are six times as likely to laugh in the presence of another, and thirty times more likely to laugh when in a group. You can get a chuckle from jokes and video clips on the internet but not usually the powerful rib-tickling, knee-slapping, fall-over laughter you get when it bounces off others. Those who are parents know that often children can provide a great deal of laughter – if you are willing to look at each situation from a joy-filled perspective. For instance, I am the oldest of three children. My father married late in life (for that time) and was almost forty when I born. He spent the first two years of my life saying to anyone who would listen, “I can’t wait till she’s walking and talking.” Since then he keeps telling me he can’t wait till I sit down and be quiet. J God is a God of joy. I believe Jesus laughed a lot when He was on this earth. He must have – after all, He enjoyed spending time with children. Jesus also spent a lot of time with His disciples, who in their squabbling and misunderstandings, often must have seemed very childish at moments. What we want as Christians, is to experience joy – but not just joy for ourselves, but contagious joy.

How exciting is it to be able to throw This year’s Olde Fashioned Bean Supper was held on some comfortable shoes with a light sweater and walk con - on April 13 th at Britannia United Church. Over 100 fidently outside without the fear of slipping on the ice rink -Oh! people in the community came out to sample I mean streets and sidewalks. I think we all deserve to walk some of Karen’s Baked Beans. Anyone who has with a little more spring in our step; we earned it! tried them knows they are the best beans in all of Now that Spring has finally sprung, it is time for us to get back the land (no bias here!) Take away portions were to our lives in the “real world”.
