20-21/ MORCHARD BISHOP PARISH COUNCIL MINUTES OF PARISH PATHS PARTNERSHIP SUB-COMMITTEE MEETING Monday 21st June 2021 at the Morchard Bishop Memorial Hall Present: Jackie Patten (P3 Co-ordinator), Roger Field, Claire Proietti, Massimo Proietti, Ros Davies (Public Rights of Way – Parish Paths Liaison Officer for Devon), David Parker (Parish Clerk). 1. Apologies: Neale Meade, Sonja Andrews, Paul Trimmings, Dawn Scoots 2. The minutes of the meeting of 19th April 2021 (and Appendix) were approved and set aside for signing by the Chairman. 3. Matters Arising Fp41 Ros is still to speak to the Landowners to ask for enough room to be left at the edge of the field when planting crops this year. Fp13 Ros will also speak with the landowner and similarly ask that the footpath is reinstated after crops are planted – we think that maize has been planted already. Fp62 – DP spoke to the landowner after the last meeting, the landowner removed the electric fence. 4. Finance: – Funds in the P3 account stand at £3,032.10 having received the Annual Grant from PROW of £2,000 and paid £47.64 for the diversion sign at Fp32 Chulmleigh Road. We have the following invoices to pay: Jay Northfield £641.59 for work on Fp’s 29/62, 65, 61, 45 & 32. Jay Northfield £1,031.82 for the boardwalk and new gate on Fp3 . Mark Doggett £500 for the frame for the Two Moors Way Noticeboard and David Parker £10 for stone bought from Mole Avon for the grass mowing strip below the Two Moors Way Noticeboard. After payment of these invoices there is £848.69 remaining in the P3 account. The costs of the Two Moors Way Noticeboard of £1,087.30 will be refunded to the P3 account now the project is complete. The P3 committee accepted the accounts and agreed the payments should be made. 5. Fp 19 and Watcombe Farm - Ros Davies has spoken with Alan Down, the landowner, to confirm his agreement to the footpath diversion. Ros has also spoken to her manager at Devon County Council who have confirmed that they will bear the cost of this footpath diversion. Devon CC PROW are now progressing this Footpath diversion so it needn’t appear on future agendas. 6. Proposed Diversion of Fp 34 – Neale, Jackie and David had visited the site at Middle Aish and agreed the need for a temporary diversion and the desirability of the diversion being made permanent. The diversion takes the footpath away from the house (where an extension is being built) and around the edge of the garden back into the woods. The landowner will put up footpath diversion signs. Ros will send a link for David to send to the landowner dealing with requirements and legalities of a footpath diversion. The Footpaths Committee were supportive of the diversion. 7. Volunteer Reporting: - Jackie reports that Footpath reporting is going well, there are only 20 footpaths left to be reported on. There is no work to do to the footpaths arising from Footpath reporting. Jackie will send a letter to the Footpath Friends stating which footpaths are left to be walked. Page 1 of 2 20-21/ 8. Report on Footpaths/outstanding works – see separate appendix for ongoing work. The numbers highlighted in pink are those where we have instructed Jay Northfield to do the work. Work Done Fp 65 – Second Gate – Top of lane to the left. Gate and Stile replaced with a fence and 12ft 2 in 1 gate and hanging post. – completed 15/5/21 Fp32 - GR768078 Finger Post moved so that it is visible from Greenway junction - completed 25/5/21 Fp45 – Way marker post close to Knathorne replaced. Completed 24/5/21 Fp29/62 GR770083 – Gate at stream crossing need has had a new additional gate added - a two-in-one 10 ft gate. – completed 8/5/21 Fp61 GR768086 – Finger post signing to Fp61 replaced – completed 24/5/21 Fp3 - GR776084 – An extension to the walkway - completed 17/6/21 FP3 – GR776084 - Stile replaced with 3ft or 4ft self-closing gate – completed 17/6/21 Work to do (also see separate Appendix) and Matters Arising (above) We are up to date and have no work to do to our footpaths at present. 9. Rambler’s Association /PROW – historic footpaths - Sonja has let David have a map whereon she had noted where historic paths went. – David has sent the map to Ros and Ros will check with Helen Clayton at PROW. The Ramblers Association seem to have got a little more organized regarding their “Lost Ways” programme – we think a Jack Cornish is taking responsibility for moving the project forward. Ros will send David the link to Ramblers Assoc. project on Historic “Lost” Footpaths the deadline for this work is 2026. 10. Timing of Future Meetings – Further to Sonja’s request we agreed that future meetings should start at 7.00pm. 11. Two Moors Way Noticeboard – The Two Moors Way sign has been erected. The committee went up to the sign and admired it. Jackie will produce a piece for the Morchard Messenger and village noticeboard to let readers know about the signboard. 12. Any other Business - We recommended that all walkers should get the App “what3words” on their mobile phone – what 3words is an easy way to identify precise locations and the emergency services use it. Every 3m square has been given a unique combination of three words. Particularly useful in all rural locations. - There were no volunteers for Devon County Council’s “Strimming” courses. - Claire raised the point that Footpaths 62/29 and 61 had been planted over but that there was an alternative diversion available which people seemed content to use – no action will be taken relating to these footpaths. - Now that the Two Moors Sign project is complete, Roger Field tendered his resignation and the committee thanked him for his work on the committee over a number of years. - After the meeting David and Ros looked at the start of footpath 14, Ros will brief Stuart Howell. Ros and David looked at the finger post left up against the wall pending the new gate Dawn Scoots had mentioned they agreed there was a missing finger post from Fp14 pointing to Fp15 and that there should be a third finger pointing towards Church Street. Ros will investigate traditional old wooden signposts and let David have details of a supplier. The next scheduled meeting of the P3 committee will be at 7.00pm on Monday 9th August 2021 at Morchard Bishop Sports and Social Club. Page 2 of 2 .
