EXECUTIVE BOARD MEETING MINUTES ♦ JANUARY 17, 2006 Kathy Fain, Association Clerk

Rev. Bill Vest, Moderator, called the meeting to order. Rev. Vest brought a devotion based on Luke 20: 19 26. Rev. Pete Mullins led in prayer. Bill Hicks from Zion Hill Baptist Church and Rev. Tim Davis, Jim and Margaret Hicks from Bethel Springs Baptist were recognized as New Executive Board Members or first time attendees. Minutes from the Annual Meeting, October 17 18, 2005 were accepted as printed in the Book of Reports. Rev. Mike Farmer, Chairman of the Stewardship Committee, gave the Treasurer’s Reports for the Association and Camp Cherokee for October, November and December 2005. They were approved as printed. Committee Reports : Women's Missionary Union : Judy Luck, Associational WMU Director noted a change in the WMU logo. It is now wMu with the emphasis on M Missions. She spoke of the need for continuing education on missions. The week of February 13 19 is Focus on WMU: Woman's Missionary Union Emphasis Week. Director of Missions Report: ♦ Rev. Ray Luck reported that his Father is having some health problems, and will possibly be moving down here with Ray and Judy. His father will be having a biopsy done on Wednesday, January 25th, and he will be going to Virginia to be with him during this time. ♦ The Tennessee Baptist Convention has developed Cluster groupings, and we are clustered in with the Tennessee Valley Association, Hiwassee Association, Sweetwater Association, Polk County Association and Copper Basin Association. On April 22nd, our cluster group has a "Bivocational Ministers/Wives Ministry Tuneup". It will be held in our Association, at Lakeview Baptist Church. Ray Gilder, the Bivocational Coordinator for the TBC, and his wife, will be leading the sessions. ♦ On January 27th and 28th, there will be a Men's Conference at First Baptist Church, Cleveland. The Bradley Baptist Association is sponsoring this event, and has invited the churches in our association to participate also. Dr. Johnny Hunt, Pastor of the First Baptist Church, Woodstock, GA is the featured speaker. ♦ The Annual TBC Great Commission Prayer Conference will be held on February 17th and 18th, at First Baptist Church, Powell. Dr. Henry Blackaby and Dr. James Porch will be the featured speakers. ♦ On Mission Celebration is March 19 22. At this time, we have 46 churches participating. If your church would like to participate, February 1st is the deadline to sign up. There will be day meetings at 10:00 am each day at First Baptist Niota, First Baptist Decatur and North Etowah. Everyone is welcome to attend any meetings regardless of whether your church is participating in On Mission Celebration. The schedule for each church and for the day meetings will be included in the March Links. One of the major events occurs on March 18th, our "Missions Fair" at Union McMinn Baptist Church. It will begin at 5:00 6:45 pm. The Missionaries will have booths set up, and you will be able to walk around and meet the missionaries. There will be a snack supper provided. Then at 7:00 pm we will have a Volunteer Missions Commissioning Commissioning Service. will be going or has already gone on a Volunteer Mission Trip this year is encouraged to attend this meeting. The Missionaries who are coming to our OMC will be commissioning our "volunteers". ♦ The Vacation Bible School Clinic will be held on Tuesday, March 28th at Wildwood Baptist Church. ♦ On April 24 27, Bill Sikes, Pastor of East Niota, Brad Watson, Pastor of Mount Harmony, Niota and Ray Luck will be going to Montana on the "Montana Lostness Tour". They will be working with Pastors who will be showing them around the area for two days. They will come back with information to share with the Association concerning future mission trips to Montana. Montana is one of the partnerships with Tennessee Baptists. ♦ Two International Mission trips being promoted this year is: Ukraine Costa Rica July 2229. We will be working with Missionary Carroll Golden in what they call "Gospel Outreach". Mainly what we will be doing will be going doorto door handing out the Gospel of John in Spanish and then thru an interpreter sharing our faith. We can take a team of 14 people so far we have five that have signed up to go (only two from our association). He encouraged all to consider this trip. The cost is estimated to be around $1400.00. Business Session : New Business: • Carl Creasman, Association Resolutions/ByLaws Director, presented the following changes that we need to approve to recommend at our next annual meeting: 1. In Article XI Committees, we are dropping the By Laws Committee and the Resolutions Committee. These Committees are being replaced by the Resolutions/ByLaws Director. 2. Change the name of the Family Preservation Counseling Center Oversight Committee to Pastoral Counseling Center Oversight Committee. Motion by Doug Alexander, second by Randy Harmon to approve these changes. Motion carried. • Mike Farmer, who serves on Committee on Boards, for the TBC, urged churches to nominate people to serve on committees of the Tennessee Baptist Convention. Please make sure they will be willing to serve before nominating them. Rev. Vest, moderator, asked everyone to remember our churches without Pastors at this time, and then asked for additional prayer requests. Rev. Mickey Basham led in prayer. A motion was made and seconded that the meeting be adjourned. Motion approved.

Rev. Bill Vest, Moderator, called the meeting to order. Rev. Vest brought a devotion based on Mark 14:26 32. Prayer requests were made and Dr. Gerald Atkins led in prayer. Sandy Muncy from Full Circle Women's Services was recognized as a guest tonight. Minutes from the Executive Board Meeting on January 17, 2006 were approved as printed. Rev. Brad Watson, Member of the Stewardship Committee, gave the Treasurer’s Reports for the Association and Camp Cherokee for the first six months of the fiscal year and they were approved as printed. Rev. Watson then presented a motion from the Missions Committee/Stewardship Committee to extend to Kathy Fain a gift of $200.00 and a $50.00 gift certificate from Cracker Barrel for her work on the On Mission Celebration. Motion was approved. Committee Reports : Women's Missionary Union : Judy Luck, Associational WMU Director told the Pastors that she appreciated their support in bringing missions to the forefront. On Thursday, April 20th, the WMU annual meeting will be held at Lakeview Baptist Church and the theme is "Passing on the Passion Generation to Generation". Mission Friends/Sunbeams is 110 years old this year Mission education must start when they are young! On Saturday, August 19, there will be a Mission Education and Involvement Training at Clearwater Baptist Church. There will be a work day at Camp Cherokee on Saturday, May 6 beginning at 8:30 am. Director of Missions Report: ♦ Rev. Ray Luck thanked all the churches who participated in the On Mission Celebration. We are waiting on a final financial statement before mailing this to all the churches. At this time, it looks like we will have $1,800.00 left. The Stewardship Committee will decide how to invest this (Bank CD, etc.) ♦ Rev. Luck would like to see a planning committee for Disaster Relief in our Association. We have two churches who are involved in Disaster Relief Clearwater and North Etowah. ♦ The Missions Committee will be meeting in May and one of the things they will be discussing is a Hispanic Ministry How can we respond to the Hispanics living in McMinn County. Tim Hill of the Tennessee Baptist Convention will be meeting with them to discuss a "Hispanic Laser Probe" in our area. ♦ Rev. Luck has been working on some material that he has been trained in for the past several years to develop a process that would help a church look at their past, present and future. ♦ Rev. Luck encouraged us to pray for each other and as a church to pray for other churches. We all have the same goal to win the lost. ♦ Rev. Luck will be going on vacation in May to Montana. This will be his second trip Rev. Bill Sikes, Pastor of East Niota, Rev. Brad Watson, Pastor of Mount Harmony, Niota and Ray will be participating in the TBC Vision trip in April. ♦ Rev. Seminary Extension Report: Rev. Mart Duggan requested prayer for the Seminary Extension Class. He feels like more people should be taking advantage of these classes. Mack Bland (a student of Seminary Extension) added that the classes would also benefit Sunday School teachers. Other Reports : Full Circle Report: Rev. Luck introduced Sandy Muncy as the new director of Full Circle. Ms. Muncy gave a brief report on the status and ministries of Full Circle. They are seeking monthly support from individuals and churches. At this time they are planning to purchase a building and hope to be moving to Maple Street (Dr. Byrd's old office). This will add needed space to their ministry. They will have a "Walk for Life" on Saturday, June 10 at Athens Junior High. They hope to raise the funds needed to expand their services to include ultrasound technology.

Business Session : New Business: None Rev. Luck reminded everyone that messenger cards are available at the Baptist Office for the called meeting of the Tennessee Baptist Convention. This called meeting will be dealing with Baptist Hospital and Belmont College. A motion was made and seconded that the meeting be adjourned. Motion approved. Rev. Vest, moderator, thanked everyone for their prayers regarding his health problems and asked that we continue to remember him in prayer. Rev. Rev. Bill Vest, Moderator, called the meeting to order. Rev. Vest brought a devotion based on I Samuel 17:33 and II Chronicles 16:9. Prayer requests were made and Linford Bull led in prayer. Minutes from the Executive Board Meeting on April 18, 2006 were approved as printed. Rev. Mike Farmer, Chairmen of the Stewardship Committee, gave the Treasurer’s Reports for the Association and Camp Cherokee and they were approved as printed. We had $2,000.00 left from On Mission Celebration. It is the recommendation of the Stewardship Committee that we place this money in a 12month CD with United Community Bank. The current interest rate is 5.75%. Rev. Farmer presented this as a motion, and it was approved. Committee Reports : Women's Missionary Union : Rev. Ray Luck announced that the WMU is sponsoring a Leadership Conference on August 19th at Clearwater Baptist Church from 9:00 am 12:00 noon. There will be an Introduction to Disaster Relief led by David Acres, TBC Disaster Relief Coordinator. There is a cost of $5.00 to cover materials for this class. This class will be open to men and women. Director of Missions Report: ♦ Rev. Ray Luck shared with us about their recent trip to Des Moines, Iowa with Willie Bryant's Wheelwright team, where they conducted Vacation Bible School. There were at least three professions of faith during the VBS at the Baptist Center. On Thursday evening, he met with the Association's MALT team (Metro Association Leadership Team) to talk about Strategy Planning. ♦ Hispanic Laser Probe The Missions Committee will be gathering information from business owners, school and government leaders, and churches in our area gathering information about the Hispanic community. The Committee will be meeting on August 3rd, to begin compiling all the information they have gathered. ♦ Montana Rev. Darwin Scofield, who is President of the Montana Baptist Convention will be in this area on July 24th. Rev. Scofield will be buying lunch for any Pastor and wife who attend at the Western Sizzlin. He will be taking this opportunity to share about the state and the work in Montana. We are looking to take a team to Northwestern Montana next summer. ♦ There will be a Disaster Relief meeting at East Athens Baptist Church on, August 17th, at 6:30 pm. Randy Bonner, who works with Ocoee Outreach in the Bradley Baptist Association will be the guest speaker. Other Reports : Rev. Mike Farmer announced that there will be a Sunday School Leadership Training Conference at First Baptist Church Athens on Tuesday, August 8th at 6:45pm. Dr. Gerald Atkins, Associate Moderator, called the 83rd Annual Meeting of the McMinnMeigs Association of Baptists to order. Dr. Bill Vest, Moderator was unable to attend this evening due to a death in his church. Jerry King, Music Director of Cambria Baptist Church led the congregational hymn "Victory in Jesus." Rev. Eddie Rowland, Pastor of Cambria Baptist Church, read Psalm 100 and then led in an opening prayer. Rev. Ray Fowler, Chairman of the Program Committee, presented the program for the 83rd Annual Meeting for adoption. The motion carried. Registration of Messengers: we have 101 messengers representing 31 churches present this evening. Rev. Hoyt Melton was recognized as the Pastor at Valley View Baptist Church and Rev. Steve Huff was recognized as the Pastor at Goodsprings. Business Session: Rev. Ray Fowler, Chairman of the Program Committee, presented three recommendations from the committee: 1) that Rev. Mike Farmer serve as the alternate Preacher for 2006 and one of the preachers for the 2007 Annual Meeting, 2) that Eastanallee Baptist Church be the Host Church for the 1st session of the Annual Meeting on Monday, October 15, 2007, 3) that First Baptist Calhoun be the Host Church for the 2nd session of the Annual Meeting on Tuesday, October 16, 2007. The motion carried. Rev. Larry Johnson, Member of the Nominating Committee presented the Committee on Committees Report and the Nominating Committee Report for approval. Both reports were approved. Rev. Mike Farmer, Chairman of the Stewardship Committee presented the Treasurer's Report for approval. The Report was approved as printed. Rev. Mike Farmer, Chairman of the Stewardship Committee presented the Stewardship Committee Report and the 20062007 Budget for approval, making note of the following changes: We have added a line: "On Mission Celebration" for $1,200.00 per year. It is recommended that we annually add this to our current OMC CD to prepare for the 2011 On Mission Celebration. The Budget was approved as printed. Judy Luck, the Association WMU Director, gave the WMU report, encouraging each of us to be Christ Followers. She reminded us that the emphasis for October is World Hunger, and November 6th is the World Day of Prayer. We will also be having our second Association Women's Conference on Saturday, February 17, 2007 at First Baptist Church Athens. The Women's Conference will be led by Women by Design. Rev. Ray Luck, Director of Missions presented the Missions Report and the Director of Missions Report. He recognized the members of the Missions Committee. They are: Greg Watson, Pastor of South Liberty; Todd Newman, Idlewild; Willie Bryant, East Niota; Stan Hammonds, Pastor of Shiloh; Mary Bennett, First Baptist Niota; Randy Miller, East Niota; Doug Alexander, Pastor of Union McMinn; and Emerson Brady, Eastanallee. Both Doug and Emerson are rotating off the committee this year. The Missions Committee served as the Steering Committee for the On Mission Celebration. Two things that we as a Association participated in are: 1. Shoes for Orphan Souls. Bob Kelley, North Athens is the local coordinator for this project for Buckner Orphan Care International in Dallas, TX. Last year we collected 185 pairs of shoes and 189 pairs of socks. This year we collected 478 pairs of shoes and 1,431 pairs of socks. 2. Edwin Hodges Ministries. Mike Green and Bob Smith, Pope Avenue pick up the used Sunday School Literature that is brought to the Association. It is then taken to the Edwin Hodges Distribution Center in Decatur, AL. From there, it is distributed all over the world. Prayerwalk/Prayerdrive Report. The Association had set the date of October 14, to prayerwalk/prayerdrive in your community. Cottonport and Union McMinn both reported that they did participate in the prayerdrive; First Baptist Athens deacons took communion to all of the shutins in Nursing Homes; and Ray and Judy Luck prayerwalked around the TWC campus. Involvement that we will be doing in the days to come. We have talked about on several occasions about the Acts 1:8 principle of doing missions: Jerusalem, Judea, and Samaria and to the uttermost parts of the world. This coming year we are going to be looking at this more intently, seeking to come up with ideas on how to reach people people in Tennessee, United States/Canada and to the uttermost parts of the world. We have already been doing a lot of that. ♦ Roy and Willie Bryant attended the Appalachian Regional Summit on September 7th & 8th in Johnson City, TN. They made a lot of contacts and learned some information that will hopefully help us in the planning stages in days to come. ♦ Wheelwright/Iowa Ministry Willie Bryant has taken a team to Wheelwright, KY for the past 12 years. Willie has also taken this same team to Des Moines, IA for the past three years working out of the Friendship Baptist Center. ♦ Montana Bill Sikes, Pastor of East Niota is working on getting a team together to go to Eastern Montana during the summer of 2007. East Niota is partnering with Hysham Baptist Church. Ray is working on getting a team together to go to Northwestern Montana during the summer of 2007. Rev. Garry King, Pastor of Mount Harmony Riceville just returned from a Disaster Relief trip to Lakeshore, MS. They worked with the families of the congregation of First Baptist Church Lakeshore. There were 35 people from our Association that went on this trip. At this time, they are not rebuilding the church; they are rebuilding the homes of the people who lost their homes during Hurricane Katrina. The need is still great in this area. Teams will be returning to this area as long as there is a need. The Association office will serve as a collection point for water and food for this area. Rev. Luck presented a certificate from the International Mission Board to North Etowah Baptist Church as the top giver in our Association to the Lottie Moon Offering. Short Creek also received a certificate for being the top per capita giver in our Association. Rev. Luck recognized the following Mission Team Leaders and their teams: ♦ Guatemala Mary Bennett ♦ Mexico Harold Smith ♦ Ukraine Doug Alexander He reminded us to vote Yes on the Protect Marriage Amendment on the November 7th ballot. Deacon Seminar on November 2nd, at Goodsprings Baptist Church, let by Steve Holt, TBC. Baptism Report 393 have been reported at this time. On January 18th, Evangelism Training Seminar, led by Larry Gilmore. Rev. Luck expressed his anticipation and excitement about the things God has in store for this Association. Gary Coltharp, Executive Vice President of the Tennessee Baptist Foundation presented the report for the Foundation. He told of the work of the Foundation both past and present. He also stated that they were available to conduct Christian Estate Planning Seminars for churches. Rev. B.J. Tipton presented the report for the Pastoral Counseling Center. He thanked the Pastors, schools, Doctors and other counselors who have referred people to the Counseling Center. He also thanked the churches who are providing monthly support for the center. An offering was taken up for the Counseling Center, to provide scholarships for those who cannot afford the counseling fees. A total offering of $350.00 was received. Jerry King, Music Director of Cambria Baptist Church, led the congregation in "The Old Rugged Cross." Special Music was provided by Rhonda Thompson who sang "That's Why They Call It Grace". Rev. Larry Johnson, Pastor of Cottonport Baptist Church, presented the Doctrinal Sermon "Being filled with the Holy Spirit" using Ephesians 5:1821 as his text. He asked us to consider this: That the greatest need today is that God's people be filled with the Holy Spirit. Rev. Eric Atkins, Associate Pastor of North Etowah led in prayer to close the meeting.

Dr. Bill Vest, Moderator, called the meeting to order and welcomed everyone to the second session of the 83rd Annual Meeting of the McMinnMeigs Association of Baptists. Dr. Gerald Atkins, Associate Moderator was unable to attend this evening due to his grandson's illness. Don Hawkins led in prayer remembering Dr. Atkins grandson. Olen Johnson, Music Director of Dixon Avenue Baptist Church led the congregation in singing "Amazing Grace." Rev. Allen Watson, Pastor of Dixon Avenue Baptist Church, shared thoughts from Deuteronomy 5:1 3 reminding us that this is the best time ever to serve the Lord. Rev. Watson then led in prayer. Registration of Messengers: 88 Messengers from 27 Churches. Dr. Vest recognized Rev. Shane Bryson as the Pastor of Rogers Creek. Visitors recognized were Don Farmer of the Tennessee Baptist Children's Home and Dr. Larry Gilmore, Director of Evangelism with the Tennessee Baptist Convention. Don Farmer presented the report from the Tennessee Baptist Children's Home. Mr. Farmer reported that the work of the Children's Home has been going on since 1891. Tennessee Baptists have been faithful and supportive of the Children's Home. About 1/4 of their funding comes from the Mother's Day Offering, and 1/4 from the Cooperative Program. The remaining funds come from gifts from individuals, estate settlements, etc. Rev. Mickey Basham, Pastor of Eastanallee Baptist Church gave the TBC Executive Committee Report. The Executive Committee is made up of 99 members across the state of which three are from this association. Rev. Pete Mullins, Pastor of East Athens Baptist Church, and layman Linford Bull, member of North Etowah Baptist Church serve on this committee along with Rev. Basham. He reported that there are two primary issues that came before the board this past year and they are 1) Baptist Hospital and 2) Belmont University. He reported that Baptist Hospital has entered into a partnership with a nationwide organization that has almost eliminated a debt of 200 million dollars. He also reported that there is a special study committee that is dealing with Belmont University on behalf of the convention. This committee has filed a lawsuit against Belmont requesting that all monies contributed by Tennessee Baptists be returned to the Convention. David Tromanhauser was not present to do the Vote Your Values/Marriage Amendment Presentation. Business Session: Dr. Bill Vest asked for nominations for Moderator for the coming year. Dr. Gerald Atkins was nominated. There were no other nominations. Motion was made, seconded, and passed by vote. Dr. Vest then asked for nominations for Associate Moderator for the coming year. Rev. Bill Sikes was nominated for this position and the motion was seconded. The motion passed. Rev. Carl Creasman, Resolutions/Bylaws Director read the Resolutions Report. These resolutions were adopted by the messengers. Rev. E. Ray Luck reminded everyone that we have yard signs and bumper stickers concerning the Marriage Amendment and then asked everyone to vote "YES" on the Marriage Amendment in the upcoming election. Rev. Luck recognized Ron Jenkins, member of First Baptist Decatur, has just returned from Brazil where he and his wife have served in the Masters Program for the past three years for the International Mission Board. He also recognized Charles Hardy, retired missionary to Siberia who is currently living in Virginia. He was visiting with Wade Shultz, member of First Baptist Etowah. Rev. Ray Luck presented a motion that we as an association partner with First Baptist Church Lakeshore and the association that they are a part of. Rev. Luck presented a Moderator's plaque and a gift certificate from Western Sizzlin to Dr. Bill Vest as appreciation for his service as our Moderator for the years 2004 2005 and 2005 2006. Olen Johnson led the congregation in singing "Victory in Jesus". Dr. Vest presented the Memorials for 2005 2006. He read from Romans 12, reminding us of the comfort found in verse 15 "Rejoice with them that do rejoice, and weep with them that weep." Rev. Garry King then led in a time of prayer. Special Music by Jennifer Milsaps and Jeremy Davis who sang "Lord I want to be what you want me to be". Carl Creasman, Resolutions/Bylaws Director offered the following motion to amend the Bylaws of the McMinnMeigs Association of Baptists Inc.: 1) Article 11—Committees: to drop the Bylaws Committees and Resolutions Committees. These committees will be replaced by the position of Resolutions/Bylaws Director. 2) to change the Family Preservation Counseling Center Oversight Committee to the Pastoral Counseling Center Oversight Committee. Motion carried. Motion to adjourn the Business session. Motion carried. Dr. Larry Gilmore, Evangelism Director for the Tennessee Baptist Convention presented the Evangelism report. People from the Tennessee Baptist Convention are available to you and your church at no cost to you. In the area of evangelism, Tennessee has a population of almost six million people, three million plus do not have a personal relationship with Jesus Christ. Rather than having a evangelism conference every year, they are seeking to partner with clusters of Associations and associations all across the state to do more training and equipping. In 2008, there will be a statewide evangelism conference. Dr. Mike Womack, Pastor of First Baptist Church Athens then presented the Evangelistic Sermon "God wants to use you to populate Heaven" using Matthew 28:18 19, Mark 16:15, Luke 24: 46 48, and Acts 1:8 as his text. He challenged us to witness for Christ to anyone, anytime, anywhere you happen to be. Rev. Bill Sikes, Pastor of First Baptist Niota, closed the meeting with prayer.

TENNESSEE WESLEYAN COLLEGE BAPTIST COLLEGIATE MINISTRY Ric Wilson, BCM Director

The theme for this year was “Love them all you can every chance you can”. We had no idea how true this theme would become when the Lord gave it to us last Summer. Our Wednesday night studentled devotions averaged 45 students weekly, while our luncheons averaged 64 students weekly. Due to the large numbers, we are back at FBC Athens and appreciate their hospitality. The churches, which provided food for our Thursday luncheons this past year, did an incredible job (as always). We can never thank each of the volunteers and churches enough for our noonday meals. This continues to be the highlight of the students’ week, and is certainly a great ministry and outreach. After each meal we have a time of devotion. The students this year were involved in different activities on campus. These included the national “See You at the Pole”, caroling, game night, roller skating, Lip Synch, Thanksgiving meal with Cleveland State’s BCM, hayride and Senior recognition. For the third year in a row, we were recognized with the coveted Golden Bulldog Award for the most active organization on campus and received a monetary award. In the area of ministry, we participated in Samaritan’s Purse Shoe Boxes for needy children, assisting churches and other area ministries with child care, and retreats (both local and State). During Fall Break, we served and ministered to First Baptist Church of Gretna, Louisiana. This was a life changing experience for all involved as we assisted them with clean up. We also worked at a local clothing ministry and also New Orleans’ Southern Seminary. Two of our students served as summer missionaries through the Tennessee Baptist Convention. One served at the Women’s Job Corp in Nashville, while the other one ministered in Peru. We experienced one of the most difficult times any group could go through this year. During the spring, one of our students was tragically killed in a fall off Star Mountain. The BCM pulled together and supported each other and also reached out to the entire campus. We spent some time with the student’s parents and ministered to them in various ways. It was encouraging to watch the Lord move as we loved one another and observed Him make something beautiful out of tragedy, as only He can do. Students who had never attended our programs before, began coming after Jeff’s death. We are proud to be one of the 30 B.C.M.s on Tennessee’s college campuses and are excited about what the Lord continues to do through this ministry. Thanks to everyone for your support, prayers, food and love. Without you, none of this would be possible.

CHILDREN’S BIBLE DRILL REPORT Jean Ann Toomey, Director

The association Bible drill was held on April 9. It was hosted by North Etowah Baptist Church and after the drills, all enjoyed a reception. The churches represented were Brookhill, Central, East Athens, First Baptist Athens, North Etowah, and Union Grove Niota. 22 participated in Children’s, 4 in Youth and 1 in Speakers. The State Bible Drill was held on April 29 at Bellefounte Baptist Church. All of the above listed churches were represented. There were 13 that achieved State Superior, 4 were Winners, and 2 Participants. All 4 Youth did well and the Speaker placed 2nd. 2006 Annual Minutes McMinn-Meigs Association of Baptists, Inc. 39

CAMP CHEROKEE REPORT Rev. Mike Bernard, Camp Director

We have had a great year at Camp Cherokee. Our youth day camp was a great adventure. The youth who were involved really had a good time and a spiritual experience as well. We are planning an even better week next year. We are in the process of updating some of our camp facilities. We have installed underground power to the dining hall and have it ready to install to all the buildings on that side of the camp. We are in the planning stages of taking four cabins and installing hear and air and bathroom facilities. This will give our churches the opportunity to use the camp more during the year. This would also make it possible to hold up to 50 people in the winter months. Look for the opportunity in the future to help us with this building project.

PASTORAL COUNSELING CENTER REPORT Dr. Jimmy McCarter, Counselor ♦ Rev. B.J. Tipton, Counselor

In its fifth year of operation, our counseling center experienced a name change more in line with its approach to counseling. The name was changed to The Pastoral Counseling Center. The center’s whole emphasis is on Christian and Biblical counseling, which is hopefocused and Christcentered. In the course of the year’s counseling, souls have been won to Jesus Christ. Also, marriages have been saved and strengthened. Lives have also been saved from the risks of suicide because of severe clinical depression. Also, people have been saved from various addictions, including meth, cocaine and other drugs and alcohol. Children and youth have been counseled for various phobias. Many individuals have been in counseling for grief and other loss issues. Several children and youth have been counseled with for sexual and/or mental and physical abuse. Many people in other various forms of crisis in their lives have been helped. Those from the very young (3 or 4 years old) to Senior adults have been ministered to. Counselors Dr. Jimmy McCarter and Rev. B.J. Tipton have witnessed to, prayed with, and written and shared devotionals and spiritual teachings with their clients. It can be said with certainty and assurance that there is definitely Christian and Biblical counseling in its fullest meaning. Rounding out the counseling team is Melissa Hale, who adds her wonderful cheerful, loving and consoling personality as our hostess/secretary. She makes every client feel at ease and welcomed at the counseling center. She is also good on the phone as she answers inquiries about our counseling center. The Pastoral Counseling Center is open on Mondays and Tuesdays from 12:45 p.m. until 9:00 p.m. Counseling rates are based on financial circumstances and are on a sliding scale. CHRISTIAN LIFE COMMITTEE Michael Roach, Director ♦ Report submitted by E. Ray Luck

The Christian Life Committee was not called into action in 20052006. However in recent days action has been taken: 1. To encourage people to register to vote, if they are not already registered; 2. To encourage people to exercise their right to vote at every opportunity; 3. To encourage people to vote “YES” for the proposed Marriage Amendment that will be on the Ballot in Tennessee on November 7, 2006. This amendment will set a definition of marriage as being between one man and one woman in the Tennessee State Constitution. It is an important issue and we need to send a strong message to the rest of the nation – THIS IS WHAT WE BELIEVE AND THIS IS WHERE WE STAND! – a “YES” vote will send that message and assure the sanctity of marriage in Tennessee. Remember we must have one half plus one of all the votes cast in the Governor’s race to pass this amendment (2,000,000 total votes cast in Governor’s race = 1,000,001 Yes votes needed to pass this Marriage Amendment). 4. Also the Association is encouraging all our churches to encourage their members to avoid shopping at WalMart, Sam’s Club, Ford Motor Company and Walgreens until they rescind their support of organizations like the National Gay & Lesbian Chamber of Commerce (NGLCC). Organizations such as this are using this support to help fund campaigns in states and nationally to defeat Marriage Amendments and to promote their agenda to be able to teach our children that homosexuality is an acceptable lifestyle. As other issues come to our attention during the course of a given year the Association Christian Life Committee will make every effort to keep our churches informed of events that demand our prayerful and active attention. 42 McMinn-Meigs Association of Baptists, Inc. 2006 Annual Minutes

DIRECTOR OF MISSIONS REPORT E. Ray Luck, Director of Missions

My sixth year as your Director of Missions has been eventful and for me personally spiritually challenging. It has been eventful from the standpoint of the many activities that have occurred during the course of the Association year not the least of which was our On Mission Celebration (OMC) March 1822, 2006. We received many positive comments from people in our churches and from the missionaries themselves regarding the preparation and implementation of the Celebration. A large thank you is extended to the Association Missions Committee and to Kathy Fain for the success of the OMC. But I would be remiss if I did not say thank you to the many people who prayed for this event and to our Lord for answering our prayers in such an awesome manner. I still today receive positive comments from the missionaries, people in our churches and even testimonies of changed lives and mission involvement as a result. I was also able to do something this year that is rare in an association this size, I was able to visit every church in our Association, either on Sunday (AM or PM); Wednesday; Revival or other events, at least once by July 30, 2006. It normally takes me the whole year to accomplish that task. By the end of October I will have at least 30 second visits. I again want to remind our churches that I am available to assist you in any way that I am needed as it is my desire to serve my Lord through serving you. I have been asked to share with a couple of our churches the “Five Handles for Getting a Grip on Your Sunday School” and I am also available to work with your church in the area of Strategic Planning which is a tool to help churches gain a focus of God’s direction for them for the future. I can only do what I am asked to do in your church, therefore if you would like to explore some training possibilities please call me. As for the spiritual challenge that is a mild description of the struggle I faced during the first half of 2005 2006. If you haven’t been through such a struggle then count yourself fortunate. Satan battered me from every angle conceivable from NovemberMay and at times I questioned if I was going to survive. However in spite of it all my faith never broke and I, resting in the Lord’s strength, emerged out the other side with a Godly strength and a renewed faith walk with our Lord and Savior Jesus Christ. That new found spiritual strength was put to the test immediately as my Dad, who is nearly 93, decided that he wasn’t happy where he was living and decided to move. My older brother and I did the honors of moving him at the end of June, then two months later my younger brother and I moved him again after he decided he wasn’t happy at the new place. It has been a strain on all of us, but my renewed walk with the Lord has allowed me to be at peace with Him even in the midst of the storms that surround me. I also want to thank you for your understanding in allowing me to deal with this family crisis, as needed. As the saying goes, “God is good all the time and all the time God is good”! Thank you for opportunity to serve as your Director of Missions for these past six years and I am looking forward with great anticipation to the years of service God has before us as we continue “United in Kingdom Service”.

SEMINARY EXTENSION REPORT Mart Duggan, Director

During the fall semester of 2005, our seminary extension class studied Systematic Theology. There were three enrolled and each one complete the course of study. We studied the great doctrines of the faith and saw how they applied to our everyday walk with the Lord and our ministries in serving Him. In the spring semester of 2006, our class of students studied the Gospel of John by looking at it chapter by chapter and verse by verse. We had some very moving time in our class sessions as the Holy Spirit spoke to us through the fourth Gospel. Our class started with two students and ended up with three. This fall semester we are studying the book of Acts as our course of study. This wonderful book tells us of the work of the Holy Spirit through the 12 apostles and the disciples of the Lord who made up the early church. DISCIPLESHIP TRAINING COMMITTEE Alan Bohannon, Director ♦ Report submitted by E. Ray Luck

Discipleship is the third of the three stages of the Great Commission as spoken by Jesus and recorded in Matthew 28:1920. The first stage commands us to be witnesses and as we are going to make disciples of Jesus Christ. The second stage is to baptize the new believers as a public expression of their new found faith. The third stage is to “…teach them to observe all things whatsoever I have commanded you ”. We as Baptists do a fairly decent job at the first two stages of this commission from our Lord Jesus Christ. However, traditionally we have floundered at the third stage, perhaps because it is this stage that requires the most effort and is the most time consuming. Sharing our faith is work, but it does not involve the kind of commitment that is necessary to work with an individual to teach them the rudiments (doctrines) of the faith helping them to know what being a Christian disciple is all about. In I Corinthians 3:2 and Hebrews 5:1214 we read, “ I have fed you with milk, and not with meat: for hitherto ye were not able to bear it, neither yet now are ye able…For when for the time ye ought to be teachers, ye have need that one teach you again which be the first principles of the oracles of God; and are become such as have need of milk, and not of strong meat. For everyone that useth milk is unskillful in the Word of righteousness: for he is a babe. But strong meat belongeth to them that are of full age, even those who by reason of use have their senses exercised to discern both good and evil .” Even in the early church discipleship seemed to be a problem. It is for that reason that we continue to have the work of the Lord conducted by babes in the faith because those who are mature in the faith have not done what was commanded “…teach them to observe all things whatsoever I have commanded you .” There are many excellent materials and studies available that can be used in group settings or in one on one discipleship sessions, or simply take the Word of God and help a new convert know what it says and how to study it properly. If our Lord gave us a three stage command then He is only pleased when we put into practice all three stages. May we be faithful in the days ahead to recognize the importance of discipleship to the new believer and to our Lord and not neglect this third and very important stage of our Lord’s Great Commission.

WOMAN’S MISSIONARY UNION REPORT Judy Luck, Association Director

For the second year Christ Followers has been the theme emphasis for wMu. Our theme verse is Luke 9:23. It says “If any man will come after me, let him deny himself, and take up his cross daily, and follow me.” (KJV) When was your first call to be a Christ Follower? That is the most important decision you will ever make. Our journey as Christ Followers has been exciting this year in which we give God the glory. Please notice the “M” in wMu. It is larger. We are all about MISSIONS. The five strategic principles of Woman’s Missionary Union have been our guidelines: pray for and give to missions, do missions, learn about missions, develop spiritually toward a missions lifestyle and participate in the work of the church and denomination. ♦ The World Day of Prayer is the first Monday in November every year. Mary Bennett guided us to pray for needs around the world. ♦ Tennessee wMu is partnering with Montana to send teams to do prayerwalking, Vacation Bible Schools, etc. People need the Lord in Montana. The ‘call’ has been sent out. Will you answer the call? ♦ Tennessee wMu is partnering with Thailand to pray. Missionaries are trying to communicate that there is only One True God in a country dominated by Buddhism. ♦ Promoting the three offerings, Annie Armstrong Easter Offering, Golden Offering for Tennessee Missions and Lottie Moon Christmas Offering led to times of sharing about the sacrifices Annie Armstrong, the Golden’s and Lottie Moon made so the light of the world could go into the dark places around the world. Giving to the Baptist Children’s Home, Baptist Adult Homes, and World Hunger also offered times for telling of opportunities here and around the world. ♦ God gave the increase in our churches with ten new organizations this year. Adults, youth and children are experiencing handson missions passing on the passion of missions to the next generation. ♦ The results of the Missions GetTogether and Connection ministry project which benefited Smokey Mountain Resort Ministries was truly a success. Over $5,000 worth of WalMart gift cards and 1100 Bibles were contributed for SMRM work with internationals. Praise the Lord! ♦ Passing on the Passion of Missions – Generation to Generation was the theme for the annual wMu meeting in April. Mission Friends with Sunbeams being the forerunner was 110 years old this year. Pastor George Braxton Taylor said in March, 1887, “Sunbeams is not to do things for children but that children might do things for others and for Jesus”. Amen? Amen. Children are never too young to start learning how they can share Jesus. An offering was taken for Stephanie Hooker, MK at Union University. Her parents serve in Chile. David and Krissy Tallent, our area Mission Service Corps representatives from the North American Mission Board, represented all the missionaries having birthdays that day. ♦ The association wMu leadership team led the missions education and involvement training on August 19 th . Fourteen of our association churches with 57 men and women attended. Training is a great way to be prepared and ready to serve this new church year. MEDIA LIBRARY REPORT Gwen Farmer, Director

The Media Library has many resources for the churches in our Association. We always have a copy of all the Sunday School material that Lifeway prints available. We also have several choices for Discipleship Training for all ages. When Vacation Bible School material becomes available, we try to have a sample of each on hand, so that churches can see it before buying. There are at least two " Down the Road …" Backyard Bible school resources at the library. In the Children's section of the Library, there are copies of Team Kid , two studies by Beth Moore and G Force that can be used for Sunday or Wednesday nights or Children's Camp. We have added “ The Cooper Kids Adventure ” series of books by Frank Peretti and Hadassah—Young Reader’s Edition by by Tommy Tenney. We have many videos/DVD/s that we continue to collect, such as Veggie Tales, Odyssey , Hermie and Friends and Bibleman . The Youth Section houses studies on issues teens face everyday. There are a couple of kits for parents in this section called " Bringing up Boys " and " I Kissed Dating Goodbye ". The Women's Bible Study section has all of the Beth Moore studies, including CD's of each study. These are good for those who don't have time to watch the DVD's and/or do a group study at their church. We also have Stormie Omartians " The Power of a Praying Woman " plus Anne Graham Lotz Bible studies. In our Christian Fiction section, we have added two series of books by Wanda E. Brunstetter, “ Brides of Lancaster County ” and “ Daughters of Lancaster County ”. We have also added the “ Annie’s People Series” by Beverly Lewis; completed the Mitford Series by Jan Karon; added the A.D. Chronicles series by Brodie and Brock Thoene, plus the latest books by Dee Henderson, Jerry Jenkins and Tim Lahaye. Books and Videos may be checked out for two weeks and Bible Study Kits may be checked out for four months (usually the length of the study). Please encourage your church families to visit our awesome media library.

VACATION BIBLE SCHOOL Melinda King, Director ♦ Lori Martin, Director

March 27th was our annual Associational Vacation Bible School clinic at Wildwood Baptist Church. Twenty six churches were represented with around 150 attending. There were clinics for Directors, Missions, Music, Crafts, Snacks, Pastors, Club VBS and agelevel classes. We want to thank all those who led the clinics. Because of them and their willingness to give their time by preparing and leading, this clinic was a huge success. Vacation Bible School is the largest outreach in which churches can participate. The VBS clinic prepares us to reach many churched and unchurched. Next year's clinic is already scheduled for Tuesday, March 27th at Wildwood Baptist Church. The theme is "Game Day Central: Where Heroes are Made". Please be praying for VBS and make plans to attend the clinic. Thank you for allowing us to serve the association as Bible School Directors. MISSIONS COMMITTEE REPORT

The 20052006 Association year has been a very active for the Association Missions Committee, chaired this year by Rev. Doug Alexander, Pastor of Union McMinn Baptist Church. Most of the year was consumed with the preparation and implementation of the March 1822, 2006 On Mission Celebration. This was perhaps one of the best such events ever conducted in our Association allowing people from over 48 churches to make contact with missionaries from around the world. The contacts that were made will enable people and churches to become more actively involved in missions in the future. The committee did other things as well including but not limited to: 1. Gathering of information for a possible Hispanic ministry through our Association – target date is Summer 2007; 2. Encouraged and promoted missions throughout the year to places like Iowa, Ukraine, Guatemala, Appalachian Regional Ministries, exploring future opportunities in Montana and others; 3. One of our committee members, Willie Bryant, and her husband Roy represented our Association at the Appalachian Regional Ministries Conference in Johnson City, TN (this is an every other year event held in different parts of the ARM area which includes 10 states from Pennsylvania to Georgia). Willie was able to make several contacts that hopefully will produce some positive mission opportunities in the Appalachian Region in the days to come; 4. The Shoes for Orphan Souls was a huge success this year garnering 478 pairs of shoes and 1,431 pairs of socks. Bob Kelley (North Athens) is the local coordinator; 5. The collection of used dated and undated literature continues to grow as more and more churches bring their used literature to the Baptist Center to be sent to Edwin Hodges Ministries in Alabama for distribution around the world. As exciting as the past year was we hope that it is just the tip of the iceberg as to what God has in store for us in the days ahead. As is the case every year two members will rotate off the committee and we will truly miss the input of Rev. Doug Alexander (Union McMinn) and Emerson Brady (Eastanallee). We extend a special thanks to them for their valuable service through the Association Missions Committee and we are grateful they will continue to serve the Association in other ways. We welcome our two new members Todd Newman (Idlewild) and Rev. Greg Watson (South Liberty) who will join Willie Bryant (East Niota), Mary Bennett (FBC, Niota), Randy Miller (East Niota), and Stan Hammonds (Shiloh) as the 20062007 Association Missions Committee along with the exofficio members (the Moderator, Associate Moderator, Director of Missions and the Association wMu Director). This year our goal is to develop a Missions Strategy for our Association that will focus on simultaneous mission endeavors in our Jerusalem (our Association area), Judea (Tennessee), Samaria (United States and Canada) and Uttermost… (the rest of the World). We will be asking the committee members to focus on a particular area and develop subcommittees to help us enlarge our borders in the area of Missions education and involvement. It has indeed been a great year for missions through our Association. WOMEN AT THE WELL Robin Nation, Executive Director

2005—2006 has been a great year. We have had five ladies graduate our 15month program. Anita graduated in January, she stayed to do our internship for 6 months and now is working at a crisis center called Bread of Life in Crossville, TN. Natalie and Virginia graduated in March; Natalie is residing with her two children in Dalton, GA. She is working at Sears and active in her church. Virginia is finishing up a 6month internship and will be staying on as staff. She is an active member of Clearwater Baptist Church where she assists with the Awana Program. Melissa graduated in September. She is rebuilding a relationship with her 6 year old daughter Kaylee. Ashley will be graduating October 20th at 6:00 pm at Clearwater Baptist Church. Ashley went with the group in the spring to Wheelwright, KY. She and her husband hope to relocate in this area with their twoyear old daughter Gracie. Pastor Wayne Bryant has delivered the message at each of our graduations. We have two students in our ministry phase which are helping with the Awana Program at Clearwater. This summer we assisted with Bible School at Clearwater, Mt. Harmony and Pope Avenue. Staff Carrie Watson and three students assisted on a mission trip to Mississippi in October. In June, we began a building project that is adding 2,400 square feet to the home. This is for a new classroom and two additional bedrooms. We will be able to house around 15 more students when it is complete. Pastor Garry King of Mt. Harmony, Riceville has spearheaded the project. He and others from the association have been very faithful in seeing that this project gets completed. We still have opportunities for mission groups to help. In August, we paid off the loan on the staff house and 17 acres. Praise the Lord!!! We spent three days at Camp Cherokee where Pastor Garry King baptized nine of our ladies. We have made a CD compiled of songs sung by our choir and testimonies from WATW students. The cost is $12.00. I would like to thank the McMinnMeigs Baptist Association for the ongoing support. We have been to many of the churches in the association and have been overwhelmed with the love of Christ shown to this ministry. EVANGELISM COMMITTEE REPORT Rev. Pete Mullins, Director

In 2006, rather than having our Evangelism Conference, we used the money that would have been budgeted for that meeting to help fund the On Mission Celebration, March 1822, 2006. We had a total of 46 of our churches in the McMinnMeigs Association that participated. I want to call your attention to the Evangelism Conference we have scheduled for 2007. The date will be Monday, March 19, 2007. We will meet at East Athens Baptist Church. Our guest speaker will be Dr. Robert (Bob) Pitman, pastor of Kirby Woods Baptist Church in Memphis. Most pastors have had the opportunity through the years of hearing “Brother Bob” preach. I can assure you that he is a wonderful man of God and the Lord will bless your heart through him. We will begin that evening at 5:00 with a “Pastor StaffSpouses Banquet”. The meal will be provided for these folks at no cost to them. At 6:45, we will begin our meeting with music provided by the Associational Choir. Then at 7:00 pm our service will begin with Brother Bob Pitman preaching. FULL CIRCLE WOMEN’S SERVICES Marty Pascarella, Board Secretary

On behalf of the clients, volunteers, staff and board members of Full Circle Women’s Service much thanks and gratitude for the stewardship that this organization has given to Full Circle over the past year. Your organization’s monthly support has enabled our ministry to continue to provide much needed services to young ladies facing an unplanned pregnancy. Full Circle continues to provide free, confidential pregnancy tests and individual counseling to those facing difficulties associated with a crisis pregnancy. Full Circle has had over 260 client visits and has reached over 74 new clients so far this year. Full Circle continues to offer the Earn While You Learn (EWYL) Programs on various topics including prenatal care, parenting and money management. The blessing closet continues to help meet the basic needs of our clients, as they are allowed to purchase baby items and maternity clothes with the Mommy Money that they earn through the EWYL program. Full Circle continues to present the Gospel of Jesus Christ to our clients. As a result six clients have asked Jesus into their hearts and lives so far this year. We look forward to many more. The future is bright for Full Circle. The ministry has expanded services to include prevention of unplanned pregnancy. We have sponsored the training for two Abstinence Educators through the Why Know program. Our trained Why Know educators, Shawna Whiting and Tayna Hicks, will begin teaching true abstinence in the McMinn County grades 912 for the 20062007 school year. This program promotes sexual purity until marriage for young males and females. Equipping them with the knowledge and encouragement to remain free from pregnancy and sexually transmitted diseases, they will be following God’s plan for marriage. Abstinence training will also be available to church youth groups and organizations. We hope to expand to the Athens City schools and Meigs County schools in upcoming years. God has blessed Full Circle with a new location on Hicks Street in Athens. We will begin serving clients the first week in October from this new site. This location will allow Full Circle to continue to grow. Plans include the addition of an ultrasound ministry. This will allow clients to see the life inside their womb and to help them to see that life isn’t a choice, it’s already there. Once a mother sees this life inside her, her chances of aborting are greatly reduced. Along with these expanded services and new location come increased expenses. Now more than ever, Full Circle depends on the monthly stewardship of organizations like McMinnMeigs Association of Baptists to allow us to continue to serve our clients. We at Full Circle appreciate this organization’s support in the past and prayerfully ask for continued partnership in the future.

MIRACLE LAKE Jack Bryan, Executive Director

We celebrated our 25th Anniversary at Miracle Lake last October. We have received 899 students since the first man entered our program in December of 1980. During this last year, we received 59 new students at Miracle Lake and 45 of them completed our 8 week program. 8 students were baptized. The staff and student’s at Miracle Lake continue a weekly (except the 4th Sunday) ministry at the Etowah Health Care Center. We began this ministry in 1986. During this last year, we began construction of a residence, on campus, to house a staff family. A beautiful 17’ X 28’ pavilion has been completed by the lake side. We have dedicated this structure to the honor of Richard Smith who has been instrumental in developing the lake area into such a beautiful and restful area. We are now printing 5,000 newsletters each month and over 1,700 are mailed directly to inmates in the prison system. STEWARDSHIP COMMITTEE REPORT Rev. Mike Farmer, Director

We have had a good year this year. Pray for the stewardship committee that we will truly be good stewards for the association in all aspects. The full financial report for the year is on the following pages. Our church receipts for the year was $227,087. Other undesignated receipts gave us an additional $37,806 (This includes TBC supplement for DOM insurance – $11,844, transfer from Camp Cherokee for property insurance and workman’s comp – $6,819, reimbursements, and other miscellaneous money given through the association). Our general expenses were $257,750. Thus, we ended the year with a positive balance of $7,143. Our church receipts are down this year. Thanks to all the churches that have been faithful to give. May we each continue to work together to move forward in the coming year. Our proposed budget is on page 16 & 17. We present a budget this year with a very small increase. We appreciate everyone’s cooperation with budget requests as we try to balance our income and expenses each year.

TENNESSEE DRUG AWARENESS COUNCIL Phil Lovelace, President

The purpose of Tennessee Drug Awareness Council is to serve our churches, protect our homes, alert our teenagers, and safeguard our children by presenting the truth about beverage alcohol and other drugs; and by suggesting solutions to the critical problems created by the use of these destructive forces. Tennessee Drug Awareness Council endeavors to achieve these goals through a nine point program: 1. Education which includes programs in churches, schools, and colleges; 2. Legislation. We serve on the local, state, and national levels. We inform churches and interested individuals regarding state and national legislation worthy of their support; maintain liason with key legislators; and monitor progress of certain bills. On the local level, we assist cities and/or counties which face referendums for package liquor stores or liquor by the drink. We also give assistance regarding beer issues; 3. Speakers for various meetings; 4. Involved Families Conferences and Youth retreats ; 5. Over 40 videos are available on a free loan basis for churches and schools; 6. Over 20 different brochures on substance abuse are produced in great quantity annual and distributed across the state free to schools, churches, and individuals; 7. Youth Retreat —a conference for young people who wish to stay free of alcohol and other drugs and live a straight, drugfree life; 8. “Operation HELP” which is a program designed to help Pastors deal with members of their church families whose lives are touched by alcohol and other drugs; 9. 75 welltrained Prevention Specialist speakers are helping us to expand our school programs! We still need at least 100 dedicated, committed individuals to help us carry this message of Abstinence & Health across the state into each community and school district! During the past school year, Tennessee Drug Awareness Council had over 400 requests to be in the schools across our state. This doubled from the previous year in large part due to financial cut backs within the school local budgets and maybe from more exposure of TDAC across the state. We conducted approximately 310 school visits, presenting drug education programs to over 4,000 classes (grades K12), reaching approximately 100,000 students. Special thanks to the many dedicated Prevention Specialists who gave of themselves tirelessly and committed to reach these young people with our Abstinence and Health message. YOUTH COUNCIL REPORT Report submitted by Matthew Bond

The active planning members of Tupos for 2005—2006 included youth ministers from the following churches: Wildwood, Clearwater, North Etowah, Eastanallee, First Baptist Calhoun and First Baptist Athens Four major events were planned for the year 2005—2006. They included: See You at the Pole prerally, a weekend retreat at Camp Living Stones, Youth Minister Seminar, and a Youth Rally. The See You at the Pole prerally held in September was an opportunity to bring Students together to pray and worship together. We met a Veteran’s Park in Athens. Each member of Tupos created a prayer station for small groups to go and pray. Our emphasis as was praying for our city, county, state, country, and world. We also worshipped with praise music and a student’s testimony. Approximately fifty students participated. The weekend retreat at Camp Living Stones was held in November. This weekend consisted on music, Bible study, outdoor activities (climbing wall, zip line, and obstacle course). Eric and Jon Smeltzer led the music and Bible study. Approximately 70—80 students and adults participated in this weekend. The Youth Minister’s Conference was planned and hosted by Camp Living Stones. Tupos assisted in this endeavor by supporting it financially. The weekend consisted of teaching sessions, discussion times, prayer, Bible study, and music. Camp Living Stones provided two youth ministers from Arkansas to teach, encourage, and challenge all who attended. Approximately twentyfive youth leaders attended this conference. There were representatives from several states and from different areas of Tennessee. Of the twentyfive people present eight were from the McMinnMeigs Association. The Youth Rally was held in late spring and covered four days. The rally was held for two days at Athens Junior High and two days were held at Central High School The rally was led by Terry Weaver and the band Abandon . The event reached out to over 350 students and adults. Many decisions of rededication were made with at least one salvation experience being confessed. The members of Tupos would like to extend an invitation to all youth leaders to join us as we work together as the body of Christ. PRAYER COMMITTEE REPORT Dr. Dillard Hagan, Director

I thank the Lord for all the good prayers that are offered in our churches. Many of the churches have designated prayer rooms. Thank the Lord for this. We have one Cluster Prayer Meeting that is going well. Psalm 37:45 has been a great blessing to me. David used 4 key words in this passage. Delight : “Delight thyself also in the Lord.” This delight must be in every Christian. Desires : “And he shall give thee the desires of thy heart.” What is our desire? Commit : “Commit thy way unto the Lord.” Does He have our commitment? Trust : “Trust also in him; and he shall bring it to pass.” What a promise! God will do what he says he will do. What is a Baptist Association? (An Association is what the churches make it.) A Baptist Association is a selfgoverning fellowship of autonomous churches sharing a common faith and active on mission in their setting. 1. The churches of an association are free, independent, selfgoverning, autonomous churches that decide to associate themselves to do certain things together. 2. The fellowship of churches involves oneness, shared life, mutuality and koinonia. It is a "family" of churches and a network, in which churches give and receive assistance. The association as a fellowship emphasizes the relationship existing among the churches. 3. Sharing a common faith The fellowship of an association is grounded in harmony in faith and practice. Associations differ in regard to the particular doctrinal issues that are important to their fellowship and in regard to the amount of diversity encouraged or tolerated on those issues. Nevertheless, the association, unlike state conventions, is a doctrinally based fellowship. 4. Active on mission refers to God's mission for the churches individually and the churches together in association. The first responsibility of each church is to deal with the same question, "What is God's mission for us together?" 5. In their setting deals with everything anyone means when he or she says of his or her association, "But I am in a peculiar situation." Every situation is peculiar, that is, unique; and it is in the uniqueness of that situation that an association of churches has a very special responsibility to be on mission. Associations differ from one another in such ways as size; geographical territory; population; cultural, ethnic, religious, socioeconomic and demographic characteristics of the area; number, strength and types of churches; history; relationship to the state convention; and stage of development. 6. Selfgoverning An association is created by the churches and is accountable to those churches through the messengers. An association, like other general bodies of Baptists, (state conventions, Southern Baptist Convention), is selfgoverning.

A Baptist Association is what the affiliated churches decide to make it. The messengers and executive board members selected by the churches make those basic decisions. The churches decide again what their association will become when they decide what percentage of their church budgets will go to associational missions. Southern Baptists are committed to Bold Mission Thrust in a general way. BYLAWS

Article I – Existence, Purpose and Relationship

Section 1: The McMinnMeigs Association of Baptists, Inc. exists because Southern (Missionary) Baptist Churches have chosen to join together in fellowship, evangelism and missions.

Section 2: The purpose of the McMinnMeigs Association of Baptists, Inc. is to equip, resource and encourage one another to be faithful Kingdom Servants in obedience to our Lord’s Great Commission.

Section 3: The McMinnMeigs Association of Baptists, Inc. shall maintain a cooperative relationship, as we deem proper, with the Tennessee Baptist Convention and the Southern Baptist Convention in a world mission program.

Article II Voting Body

Section 1: This Association in session shall be composed of messengers duly elected by the Southern (Missionary) Baptist Churches in McMinn and Meigs Counties who are affiliated with this organization. The affiliated churches shall be those that choose or elect to cooperate with the principles and practices of the Association as set out in the Charter of Incorporation and as herein set out, and with the elected officers named under Section VIII hereof.

Section 2: Each church shall be entitled to two messengers and one additional messenger for each fifty members or fraction thereof after the first hundred with a maximum of ten messengers from any one church.

Section 3: Any church petitioning for membership in the Association shall make such petition through the Credentials Committee. Each church whose petition is approved by the Association shall then be placed under the watch care of the Association for one full year, or until the next annual sessions of the Association. At that time, and providing the church has proven to be in sympathy and in accord with the tenets and practices of the Association, it shall then by vote of the association become a member in full standing. During the year of watch care, the petitioning church shall have a voice but not a vote in Associational affairs, including the representation on the Executive Committee and messengers to the Association.

Section 4: A. (1) Any church belonging to the Association that fails to present an annual church letter to the Association for a period of two consecutive years, shall at the annual session of the Association for the year in which the second failure occurs, be dropped from the rolls of the Association.

(2) The provisions of this article shall be brought to the attention of any church after its having failed for the first year to present its letters to the Association . 64 McMinn-Meigs Association of Baptists, Inc. 2006 Annual Minutes

B. (1) Any church belonging to the Association that does not make a contribution to the associational missions program for a period of two consecutive years shall automatically be dropped from the rolls of the Association.

(2) If after an investigation by the Credentials Committee it is determined that church could not make a contribution because of adverse conditions, the committee may recommend to the Association that said church be retained on the rolls .

(3) Any church having failed to make a contribution for the first year shall be contacted by a member or members of the Credentials Committee and the provisions of the Article shall be brought to their attention.

C. Any church so dropped from the rolls may thereafter petition for readmission under all the terms and conditions herein above prescribed for admission of churches to membership.

Section 5: If it is deemed necessary to withdraw fellowship from any church FOR ANY REASON OTHER THAN THOSE SPECIFIED IN SECTION 4, and to refuse to seat its messengers, such action shall be only by a twothirds majority vote of those messengers present and voting at any annual meeting or special called meeting of the Association called for this expressed purpose, exclusive of the messengers from the said church. No such action shall be taken without at least 14 days written notice to all affiliated churches .

Article III Articles of Faith

The currently Southern Baptist Convention adopted Baptist Faith and Message and Church Covenant shall be the doctrines and covenant adopted by this Association.

Article IV Authority

Section 1: The Association is an autonomous body and therefore reserves the right to determine its own policies and direct its own business; it may refuse to seat messengers who are not in fellowship or doctrinal agreement with the body or if the church by whom they are elected is not.

Section 2: The Association may advise, give counsel, and propose measures to the churches, but shall exercise no power or ecclesiastical jurisdiction over the churches. It shall have power, however, to withdraw fellowship from any church that departs from the doctrines and practices of Baptist Fellowship.

Section 3: A church shall be considered a Southern (Missionary) Baptist Church in good fellowship with the Association if said church accepts and follows the Baptist Faith and Message and Church Covenant under Article III thereof.

Section 4: Any question concerning fellowship with the churches shall be referred to and considered by the Credentials Committee before presentation to the Association.

Article V Organizations This body shall encourage and promote such organizations as Sunday School, Discipleship Training, Woman's Missionary Union, Baptist Men’s Ministry, Music, Library and other organizations which are keeping with the purpose of the Association, with their full staffs of officers and programs necessary for the promotion of this work. 2006 Annual Minutes McMinn-Meigs Association of Baptists, Inc. 65

Article VI Meetings

Section 1: This association shall convene annually in October, unless otherwise fixed by the Association in annual session.

Section 2: Special Meetings: The Executive Committee of the Association may call the Association into special session at a time and place set by the committee, with the provision that all affiliated churches must be notified in writing at least 14 days before the special meeting, said notice to give the time, place, and purpose of the meeting.

Article VII Associational Year

The Associational year shall begin on October first and end on September thirtieth.

Article VIII Officers

Section 1: The officers of this Association shall be a moderator, an associate moderator, a clerk, a treasurer, and such other officers as may be authorized by the Association. The moderator of the Association shall have the same duties as the president of a corporation is generally understood to have. The moderator and the associate moderator shall not hold office more than two years in succession, and provided further, that no person shall be eligible for election as moderator until he shall have been a member of the Association for a period of two years. The clerk and the treasurer shall be employees of the Association.

Section 2: The officers shall be elected at the annual meeting by majority vote of messengers present and voting, and shall take office at the close of the annual meeting. They shall serve until the close of the next annual meeting of the Association, or until their successors are elected and installed, provided, however, that the retiring clerk shall continue in office as association clerk until the completion and publication of the Associational Minutes and completion of any other duties connected with his/her office for the past associational year.

Article IX Executive Committee

Section 1: There shall be an Executive Committee of the Association which shall consist of the following: one lay member elected by each church of the Association from its membership; the Director of Missions, director or chairman of all organizations and committees authorized by the Association; and the pastors of all churches in the Association. The moderator, associate moderator, clerk and treasurer shall be ex officio members of the Executive Committee. The Executive Committee shall meet quarterly at the Baptist Center, 350 North Congress Parkway, Athens, Tennessee, or at such other place as may be previously determined. The Annual meeting will serve as the meeting for the fourth quarter of the year of the Executive Committee. The Executive Committee shall also meet at the call of its chairman. Twenty members of the Committee representing a minimum of 10 member churches shall constitute a quorum necessary to transact business. At its third quarter meeting preceding the Annual Session of the Association, the Executive Committee shall select the director of all organizations which may be authorized by the Association and as nominated by the Nominating Committee. The organizational directors so selected shall take office immediately following the next annual session. However, following the selection by the Executive Committee, the newly selected organizational directors shall be asked to recommend, to the Committee on Committees, the members for their respective committee/organization for the ensuing year. 66 McMinn-Meigs Association of Baptists, Inc. 2006 Annual Minutes

Section 2: The pastor of any church organized as a result of a mission operated for not less than two years under the sponsorship of a church affiliated with the Association shall be a special member of the Executive Committee, with full voting privileges, until such times as said church shall have an opportunity to apply for and become affiliated with the Association.

Section 3: The officers of the Association are to be the officers of the Executive Committee, with the moderator of the association serving as chairman.

Section 4: The purpose of this Committee shall be to care for every interest of the Association and direct its activities in the interim between the annual meetings and shall carry out the policies and will of the Association as so expressed. The Committee shall have power to fill vacancies, as nominated by the Nominating Committee, among the officers of the Association and the Board of Directors or committees which may occur during the year except representatives to the Executive Committee and may authorize the appointment of any special committee deemed needful to carry out its duties.

Section 5: Nothing outside of or beyond the authority given by the Association to the Executive Committee shall be exercised, unless prior written notice of at least thirty days has been given all of the churches of the Association and the members of the Executive Committee, with the opportunity for any member to present his views to the vote of the Committee.

Article X Board of Directors

Section 1: The Association shall have a Board of Directors composed of nine members. Six members are to be elected at the annual meeting and serve, along with the moderator, associate moderator and the treasurer, as the Board of Directors. The Director of Missions shall serve as an exofficio member. The (six) directors are to be elected on a rotating basis, as provided in section 3 of this article.

Section 2: The members of the Board of Directors must be members of churches within the Association, in good standing, and recognized for their knowledge and their loyalty to the programs of the Association.

Section 3: The members of the Board of Directors shall be elected on a rotating basis, provided that in no case shall any person serve on the board longer than three years in succession. The first six members of the Board of Directors shall be elected as follows: two to serve three years; two to serve two years; and two to serve one year, and thereafter two Directors shall be elected at the annual meeting of the McMinn Meigs Association of Baptists, Inc. to serve three years. Vacancies created by death, resignation or removal from the Associational territory shall be filled at the next annual meeting following the creation of such vacancy by election of a Director to serve the unexpired term. Any person having served on the Board of Directors for a period of three years shall be eligible for reelection after a period of one year.

Section 4: The duty of the Board of Directors shall be to represent the Association in all legal matters and in such other matters as the Association or Executive Board directs, particularly as the real property owned by the Association, protecting the Association, where any process of law is required. Said Board may take such action as to the property holdings of the Association in the interim between the annual meetings, as the Board's discretion may be required or seem necessary or advisable, except that said Board may not take any action in direct conflict with the policy or direction of the Association or Executive Committee. The moderator of the Association shall serve as President of the Board. 2006 Annual Minutes McMinn-Meigs Association of Baptists, Inc. 67

Article XI – Committees

Section 1: The Association shall also maintain the following Standing Committees: Bylaws Committee, Camp Cherokee Committee, Christian Life Committee, Credentials Committee, Evangelism Committee, Family Preservation Counseling Center Oversight Committee, Media Committee, Missions Committee, Nominating Committee, Personnel Committee, Program Committee, Property and Grounds Committee, Resolutions Committee, Stewardship Committee, and Youth Committee.

Section 2: The Moderator shall appoint a Committee on Committees composed of three persons. The duties of this Committee shall be to recommend for election, at the Annual Meeting, the members of the Standing Committees named in Article XI, Section 1. Section 3: Each of said standing committees shall be composed of not less than three but not more than nine members. Members of these committees shall be rotating members and shall be selected from the membership of those churches affiliated with the Association, and shall be subject to reappointment, provided that in no case shall any person serve on the same committee longer than three years in succession, and provided that no person shall serve concurrently on more than two committees, except exofficio members of all standing committees, including the Committee on Committees.

Article XII – Parliamentary Authority

Parliamentary Authority McMinnMeigs Association of Baptists, Inc. shall be the rules contained in the current edition of Roberts Rules of Order newly revised in all matters that are not inconsistent with these By laws and any special rules of order the Association may adopt .

Article XIII Amendments

These Bylaws may be amended at any annual meeting, twothirds of the members present concurring providing at least 14 days written notice has been given to the member churches.

Officer, Organization Director and Committee Procedures

The following is information regarding the officers and standing committees of the McMinnMeigs Association of Baptists, Inc.:

1. Officers are elected on an annual basis and all, except the Moderator and Associate Moderator, may succeed themselves on an annual basis.

2. The Nominating Committee of the Association shall recommend a list of officers, with the exception of the Moderator and Associate Moderator, to the Executive Committee for approval at their third quarterly (July) meeting.

3. All officers assume their duties following the next Annual Meeting. However they can, between the Executive Committee July Meeting and the Annual Meeting, recommend, to the Committee on Committees, names of people to serve with them in their area of responsibility.

4. The Moderator and the Associate Moderator are nominated from the floor at the Association Annual Meeting in October. They are eligible to serve two consecutive terms, if so elected by the Association. They assume their duties immediately following the conclusion of the Annual Meeting at which they were elected. 68 McMinn-Meigs Association of Baptists, Inc. 2006 Annual Minutes

5. The Committee on Committees is appointed by the Moderator at the second quarterly (April) meeting of the Executive Committee. They shall have the responsibility of recommending people to serve on the various standing and special committees of the Association, with the exception of the Executive Committee. Those appointed to the Committee on Committees shall serve for one year only.

6. Association organizations and committees named herein shall make written and/or verbal reports to the regular meetings of the Executive Committee and the Association Annual Meeting. The Executive Committee shall exercise authority over these organizations and committees only to the extent of determining whether they are working within the bounds of organizational structure of the Association.

Association Officers and Organization Directors

The following is a description of the duties of the Association officers and organization directors.

1. Director of Missions – The Director of Missions (DoM) is one of four paid employees of the Association and has the responsibility for giving general direction to the paid staff and volunteer leadership of the Association. He is to serve as an exofficio member of all committees, giving direction as needed and necessary, train the Association leadership in regard to their duties as a committee or organization and help to cast a vision as to the future direction of the Association. A more extensive list of ministry duties can be found in the Job Description Section of the Association Policy Manual. 2. Moderator – The Moderator shall preside at all meetings of the Association and shall serve as exofficio member of all committees and organizations of the Association. The Moderator shall appoint a parliamentarian and attend to such other duties as the office may require. The Moderator shall work closely with the Director of Missions in all matters of business and future plans (see Association Bylaws Article VIII, Section 1). 3. Associate Moderator – The Associate Moderator shall be available to assume the duties of Moderator at any time the Moderator cannot fulfill said duties. He also shall serve as exofficio member of all committees and organizations of the Association (see Association Bylaws Article VIII, Section 1). 4. Financial Secretary/Treasurer – This person is a parttime employee of the Association and is charged with maintaining accurate financial records and reporting. This person shall also serve as exofficio member of the Stewardship Committee and the Executive Committee. See Job Descriptions for a more extensive detail of duties. 5. Association Secretary/Clerk – This person shall be a fulltime employee of the association serving under the direct supervision of the Director of Missions. She/he shall be responsible for all duties as assigned and shall also serve as office receptionist. She/he shall also serve as the Association Clerk and be an exofficio member of the Executive Committee and other organizations and committees as is necessary for she/he to attend. She/he shall be responsible for taking minutes (or making sure someone is present to fulfill that duty) at all Executive Committee meetings and at the Annual Meeting of the Association transcribing and distributing such to the proper persons. See Job Descriptions for a more extensive detail of duties. 6. Counseling Center Secretary/Receptionist – is a parttime employee of the Association to serve as Secretary to the Family Preservation Counseling Center (FPCC) Counselor(s), and receptionist for the clients. She/he is to schedule/bill clients, keep the financial records for the Center, and receive the clients when they arrive for their appointment. This person will work during the operating hours of the Counseling Center and, along with the Counselors, serve as exofficio member of the FPCC Oversight Committee. 2006 Annual Minutes McMinn-Meigs Association of Baptists, Inc. 69

7. Sunday School Director – shall be responsible for keeping our churches informed of the current trends in Sunday School ministry through correspondence, meetings and other means. This person shall also develop a team of leaders that would be available to go to church to assist them in all areas of Sunday School ministry. 8. Vacation Bible School Director(s) – shall be responsible for organizing and coordinating the annual Association VBS Training Clinic. The Director(s) shall organize their leadership team and assure they are properly trained for the performance of their duties. The VBS Director(s) shall be available to serve as VBS consultants for the Association churches as requested. 9. Discipleship Training Director – shall be responsible for keeping our churches informed of the latest trends in the area of Discipleship Training. This person shall also build a team of age group leaders specifically focused on leadership development in the area of Discipleship Training. This person and his/her team of leaders should be available to go to churches to help them develop and/or strengthen their Discipleship ministry. 10. Bible Drill Director – shall coordinate all events related to the Association Bible Drill Ministry. This person shall set a date, secure a location, contact participating churches, secure judges and callers for the Association event. This person shall do everything possible to get the word about Bible Drill to our churches and encourage them to provide the opportunity for their children and youth to be participants. 11. Woman's Missionary Union (WMU) Director – shall give general overall direction to the ministry of the WMU of the Association. She shall lead the WMU Council in planning various ministry/mission related events and shall, along with her leaders, be available to our churches to help them develop and/or strengthen their church’s WMU ministry. She and her team shall also keep the Association focused on missions through continuous mission education of children and adults. She shall work with the Director of Missions, Association Missions Committee and the Baptist Men’s Ministry Director in casting a continuous mission involvement vision before the Association. 12. Baptist Collegiate Ministries (BCM) Director – receives a small stipend from the Association and shall be responsible for coordinating the ministry of the BCM ministry at Tennessee Wesleyan College in Athens, TN under the direction of the Tennessee Baptist Convention and in cooperation with the Association 13. Media Library Director – shall be responsible for maintaining and updating the Media/ Resource Center at the Association Baptist Center and shall be available to our churches to help them develop and/or strengthen their existing Media ministry. 14. Baptist Men's Ministry Director – shall be responsible for coordinating the Men’s Ministry of the Association. He shall develop a Men’s Ministry Leadership Council and shall keep our churches informed of events and training available for men. He shall also be available to our churches to assist them in developing and/or strengthening a Men’s Ministry in their church. He shall work with the Director of Missions, Association Missions Committee and the WMU Director in casting a continuous mission involvement vision before the Association 15. Camp Cherokee Director – shall have the responsibility of giving overall direction to the operation of the camp. This person shall keep the Association informed of the needs, schedule and vision for the camp. This person shall work closely with Camp Cherokee Committee in developing a maintenance schedule, usage schedule, fund raising system, and developing a vision for the camp. This person shall work closely with the Director of Missions and other key leaders keeping people informed about the ministry of the camp. This a paid position (part time).

16. Evangelism Director – shall serve as chairman of the Evangelism Committee. Along with the committee this person shall work to keep the Association focused on the main thing, reaching people with the Gospel of Christ. This person and the committee shall encourage our churches, through a variety of means, to be evangelistic in seeking to reach their community and beyond. They shall be available to our churches to assist them in developing ministries that are evangelistic in focus that they might be more effective in their outreach efforts. They shall also be charged with the development and implementation of an annual Associationwide Evangelism Rally. 17. Stewardship Director – shall be the chairman of the Stewardship Committee and shall give direction to the Association’s stewardship of that which is received from our churches and other sources. This person and the committee shall also be available to our churches to help them with any stewardship needs they might have (developing a budget, organizing a stewardship campaign and other stewardship related matters as requested). 18. Prayer Ministry Director – shall, in conjunction with the Association Prayer Council, be responsible for developing an overall ministry of prayer for the Association. Through encouragement and hands on leadership this person is available to our churches to assist them in establishing an ongoing prayer ministry in their church. 19. Christian Life Ministry Director – shall be the Chairman of the Christian Life Committee of the Association. His/her duties shall be to keep the Association informed of local, state, national and worldwide events that affect us as Christians. They are to lead us to take a stand on issues and also give encouragement to our churches in the area of family life. They are available to come or to secure people to come to our churches to speak on key issues that face us today. 20. Seminary Extension Instructor – has the responsibility of teaching two to three classes per year, recruiting students and helping them to set the curriculum for the year. This person is paid a fee per class taught. 21. Youth Council Director – serves as Chairman of the Association Youth Council and works with them in the development of various Association youth related events during the course of a year and for making longrange projections for future events. This person, along with committee members, is available to assist churches on an individual basis with their youth ministry needs. 22. The Board of Directors – shall serve as the trustees (legal agents) for the Incorporated Association. This board is composed of nine members, six of which are elected annually on a rotating basis (two elected each year) at the Association Annual meeting. The other three members are the Moderator, Associate Moderator and Treasurer. The Director of Missions shall serve as exofficio member.

Association Committees The following is the list of Association Standing Committees and their duties and composition: 1. Camp Cherokee Committee – shall work closely with the Camp Cherokee Director to help give general overall direction to the operation of the Camp. Duties shall include serving as a vision casting group, give advise as to the operation of the Camp, serve as fund raisers as necessary, help develop a maintenance and program schedule and keep the Association informed of needs and other appropriate information regarding the operation and needs of the Camp. This committee shall be composed of three to six members plus the Camp Cherokee Director. This is a nonrotating committee.

2. Christian Life Committee – shall have the responsibility of keeping abreast of current events as affect us as Christians and keeping the Association informed on a regular basis through the L.IN.K.S. (Association Newsletter), at Executive Committee meetings, other meetings of the Association and through any other median available. Also they are charged with the responsibility of organizing challenges to legislative and other events that would have an adverse effect on our community. This rotating committee shall be composed of three members and chaired by the Christian Life Director of the Association. 3. Credentials Committee – shall receive and consider all applications from churches seeking membership in the Association. They shall study carefully the doctrines, practices and organization of each church seeking membership. They shall determine if said churches are in good standing with their sister churches. Their findings shall be conveyed to the Association at its next annual meeting from the time of application. It shall also be the responsibility of this committee to visit and advise any church of the Association which is reported to have departed from the doctrines and practices of the Association as set forth under Article II and III of the Bylaws of this Association. Their findings and recommendations shall be reported at the next annual meeting of the Association. This rotating committee shall be composed of three members. 4. Evangelism Committee – shall be charged with the responsibility of motivating and encouraging our churches in the area of evangelism. This is done by providing opportunities for our churches to learn of new methods in the area of evangelistic outreach, providing training sessions, organizing and conducting an annual evangelism conference, crusades and encouraging churches to reach new people and bring them into the church through baptism. This rotating committee shall be composed of three members with the Evangelism Director serving as Chairman. 5. Executive Committee – shall consist of the following: one lay member from each member church; the Director of Missions, all organizations directors and committee chairmen and all Pastors of member churches. The Moderator, Associate Moderator, Clerk and Treasurer shall be exofficio members of the Executive Committee. The committee shall meet quarterly at the Baptist Center, 350 N. Congress Parkway, Athens, Tennessee, or at another location as determined. The annual meeting of the Association shall be considered as the fourth quarter meeting of the Executive Committee. The Moderator has the discretion to call special meetings of the Executive Committee, as needed. Twenty members representing a minimum of 10 churches of the Executive Committee present and voting shall constitute a quorum. The Executive Committee shall be charged with the care of the interests of the Association in the interim between annual meetings. Other duties of the Executive Committee can be found in Article IX Sections 15 of the Association Bylaws. The following shall be considered the guidelines for the conducting of Association Executive Committee and Annual meetings: a. A place shall be made on the Order of Business of the Executive Committee and Association Annual Meeting for miscellaneous business. b. A sermon on doctrines and one on missions/evangelism shall be provided at each Association Annual Meeting c. The Moderator shall take the chair at the time to which the Association stood adjourned. The Executive Committee and Annual Meetings shall be opened and closed with prayer. d. The Moderator shall preside over the deliberations of the body, and see that good order is preserved, calling to order if necessary, and reminding members of their duty. e. Any member wishing to address the Association shall rise in his/her place, and address the Moderator. f. The Moderator shall decide points of order, subject to an appeal from his decision to the Association. He shall have the preference to speak or explain when an appeal is taken from his decision. g. Any member may call for a point of order, and the member socalled shall take his seat until the one who made the call shall have time to make their point clear and distinct, and then shall be open for debates and explanations. No person shall speak more than once to any point of order except by leave of the association. h. The Moderator may name any member to fill the chair, but such substitutions shall not extend beyond adjournment; no motion shall claim his attention unless it is seconded, or shall be open for discussion until formally announced by him. i. The order of business of the Association shall be such as shall be adopted from time to time by the Association, and shall be subject to change or amendment at the pleasure of the Association. 6. Pastoral Counseling Center Oversight Committee shall be charged with the responsibility of giving oversight and guidance to the operation of the FPCC. This committee shall meet at least quarterly and shall help the staff with whatever needs they have and develop means to make the FPCC more visible among our churches and in our community. This rotating committee shall be composed of three to nine members. 7. Media/Library Committee – shall be charged with the responsibility of maintaining an up to date Media/Library/Resource Center at the Baptist Center. They shall also be available to assist our churches in the development of or strengthening of their Media/Library Centers and to set Association wide training programs as needed during the course of a given year. This non rotating committee shall be composed of three members with the Media/Library Director serving as chairman. 8. Missions Committee – shall have the responsibility for the development of the mission strategy for the Association. They shall look at the various needs that exist in the area and develop ministries to meet those needs. They shall also focus on other mission opportunities outside the Association determining the direction the Association will take in the area of International and North American mission volunteerism. Determine the local ministries that the Association needs to develop or support and lead our churches and individuals to be involved. Determine methods that can be used to support and encourage continuing mission education in our churches. This rotating committee shall be composed of sixnine members with the Director of Missions, Moderator, Associate Moderator, Men’s Ministry Director and WMU Director serving as exofficio members. 9. Nominating Committee – shall present, at the July meeting of the Executive Committee, nominations for the Board of Directors and Association officers (see Association ByLaws, Article IX, Section 1). This rotating committee shall be composed of three members. 10. Personnel Committee – shall recommend staff personnel to fill vacancies occurring during the Association year, and recommend a person or persons to be added to the present staff, at such time as the Association may direct additional personnel to be employed. The committee shall have the power to recommend salaries, define vacations, hear grievances, act on fringe benefits, accept resignations and define the duties of employees. This rotating committee shall be composed of three members. 11. Program Committee – shall be charged with the responsibility of selecting the ministers to deliver the annual messages at the annual Association meeting and for planning and arranging for other phases of the program for the annual meeting and have same printed. The committee shall also be responsible for arranging a place or places for the next annual meeting of the Association. This rotating committee shall be composed of three members.

12. Property and Grounds Committee – shall be responsible for maintaining in good repair all equipment, buildings and properties of the Association, except Camp Cherokee, which shall be under the supervision of the Camp Cherokee Committee. This rotating committee shall be composed of three members. 13. Stewardship Committee – shall prepare annually a proposed budget for the Association and present such to the annual meeting for adoption. They shall be available to our churches to help them develop methods of supporting the budget. They shall consider all matters of finances referred to it by the Association, Board of Directors and the Executive Committee. They shall also give general supervision to the entire Association finance program, including current operational expenses, financial obligations assumed by the Association and planning and direction in regard to all capital needs and capital investments of the Association. The Treasurer shall be an exofficio member of this committee. They shall be responsible for auditing all financial records of the Association and obtaining periodic independent audits. This rotating committee shall be composed of six members with the Stewardship Director serving as chairman. 14. Youth Committee – shall be responsible for planning and conducting all Association related youth events and leadership training. They shall be available to our churches as consultants in the area of youth ministry development and plan and provide such training events for youth leaders as needed.
