Finally, thank you Ben for coming into my life at just the right time. iv Abstract In 2010, community organizers in Boston, MA began to lay the groundwork for a truth and reconciliation process about the long-term impacts of the violence and racism surrounding the desegregation/busing crisis in the 1970s. Organizers believe that the busing crisis still presents impediments to the ability of communities of color in Boston to live well and participate in public life. I contextualize their efforts first as a response to the failures of the liberal democratic reforms that marked the civil rights movement. Rather than truly reforming the structures that permit the existence of racialized inequalities, I argue that the liberal democratic state instead systematically preserves and enhances white privileged access to resources. The state does this by resolving crises in such a way that places racism and inequality outside the purview of state responsibility by constructing a “post-racist” sensibility. I demonstrate this by examining two seminal court cases in Boston: Morgan v. Hennigan and Wessman v. Boston School Committee . Second, in order to achieve equality, I argue that the notions of justice and rights must be expanded in order to achieve a positive conception of rights—one in which it is possible to advocate for the rights of groups rather than liberal individuals. Glenn, History This dissertation compares and contrasts the two major anti-busing movements in Seattle, Washington, the first in the early 1970s and the second in the late 1970s. Opposition to busing was fierce and unrelenting, excepting physical violence, opponents tried every available tool at their disposal from a vitriolic School Board recall campaign to lawsuits questioning the legal standing of the policy to ballot initiatives. The politics of mandatory desegregation also revealed complex, cross-racial opposition to and insecurities about class, changing gender and family norms, and perceived and real threats to neighborhood cohesiveness. Seattle’s stagnant, acerbic race relations coexisted with rapid shifts in liberal discourse. By 1978, when publicly addressing social issues such as education or low-income housing, conservatives and liberals gained political capital by appearing sensitive to race. I argue that busing was a formative policy, which influenced 1970s liberal ideologies and identities as much as it shaped conservatism in the period. Furthermore, Seattle’s cross-party endorsement of the 1978 busing program demonstrates that American politics in the period were not clearly rightward bound.

    ETHAN JOHNSON AND FELICIA WILLIAMS Desegregation and Multiculturalism in the Portland Public Schools HELEN MARIE CASEy’s BOOKLET Portland’s Compromise: the Colored School, 1867–1872 recounts the story of William Brown, an African-American resident of Portland, Oregon, and his role in the first and only case of official segregation of African-American children in Portland Public Schools (PPS) in 187. After unsuccessfully trying to enroll his children in one of Portland’s only two public elementary schools, Brown appealed to the school board, including directors Josiah Failing, W.S. Ladd, and E.D. Shattuck. Again, his children were denied access. The board of directors explained their resistance to integrated schools by saying: “If we admit them [African-American chil- dren], then next year we will have no money to run the schools.” According to Casey, the directors were “afraid to provoke the taxpayers and rouse their ire.”1 Rather than attempting such a politically “risky” effort, the school board eventually allocated $800 — $75 more than it had offered prior to Brown’s threat of a lawsuit — for a segregated school at the corner Southwest Fourth and Columbia. Twenty-six African-American students, twenty-one boys and five girls — many of whom had previously attempted to attend another public, or “free,” school in Portland but had been denied — enrolled in the school. The continued existence of the “Colored School” was constantly in question at annual school meetings. Funding for the school was abolished in 1872, and the next year, thirty African-American children were admitted to the newly integrated PPS.

Peters Dennis Shirley, Chair This research study is a historical analysis of Boston school desegregation viewed through the lens of Black Bostonians who gave rise to a Black Education Movement. Its purpose is to place Boston’s school desegregation history in a markedly different context than many of the narratives that evolved since Morgan v. Hennigan (1974). First, it provides a historical connection between the 18th and 19th century long road to equal schooling and the 20th century equal educational opportunity movement, both led by Black activists who lived in Boston. Second, it provides a public space for the voices of 20th century activists to tell their accounts of schooling in Boston. The narrators in this study attended Boston public schools and became leaders and foot soldiers in the struggle to dismantle a racially segregated school system.

We respect Armor's right to publish his views against "mandatory busing." But we challenge his claim that these views are supported by scientific evidence. A full discussion of our reading of the relevant research would be too lengthy and technical for the non-specialist. We must limit ourselves to outlining% and discussing briefly our principal disagreements with Armor, which center on four major points. First, his article begins by establishing unrealistically high standards by which to judge the success of school desegregation. Second, the article presents selected findings from selected studies as "the evidence on busing." The bias is twofold. The few studies mentioned constitute an incomplete list and are selectively negative in results. Only cursory descriptions are provided of the few investigations that are reviewed. Third, the paper's anti-busing conclusions rest.primarily on the findings from one short-term study conducted by Armor himself: an evaluation of-a voluntary busing program in metropolitan Boston. This study is probably the weakest reported in the paper.

STATEMENT OF HISTORIC CONTEXTS INTRODUCTION In 1998 the U.S. Congress authorized the National Park Service to prepare a National Historic Landmarks Theme Study on the history of racial desegregation in public education. The purpose of the study is to identify historic places that best exemplify and illustrate the historical movement to provide for a racially nondiscriminatory education. This movement is defined and shaped by constitutional law that first authorized public school segregation and later authorized desegregation. Properties identified in this theme study are associated with events that both led to and followed these judicial decisions. Some properties have already been identified as National Historic Landmarks (NHLs) for their association with well-known decisions and events in the African American strategy to desegregate schools. Currently three landmark schools represent the U.S. Supreme Court’s decision in Brown v. Board of Education (1954) that overturned the “separate but equal” doctrine of Plessy v. Ferguson (1896) that found separate facilities for blacks constitutional if they were equal to the facilities for whites. Another landmark school, Central High School in Little Rock, Arkansas, is associated with President Eisenhower’s decision to use federal troops to enforce school desegregation under the U.S. Constitution. These and other historically designated properties discussed in this study are identified as NHL for National Historic Landmark or NHS for National Historic Site and the year designated, i.e., Hampton Institute (NHL, 1969).
