My name is Janno Lieber, and I am the President of MTA Construction & Development, the group within the agency responsible for all capital construction work. I want to thank Chair Comrie and Chair Kennedy for the invitation to speak with you all about some of our key MTA infrastructure projects, especially those where we overlap with Amtrak. Mass transit is the lifeblood of New York, and we need a strong system to power our recovery from this unprecedented crisis. Under the leadership of Governor Cuomo, New York has demonstrated national leadership by investing in transformational mega-projects like Moynihan Station, Second Avenue Subway, East Side Access, Third Track, and most recently, Metro-North Penn Station Access, which we want to begin building this year. But there is much more to be done, and more investment is needed. We have a once-in-a-generation infrastructure opportunity with the new administration in Washington – and we thank President Biden, Secretary Buttigieg and Senate Majority Leader, Chuck Schumer, for their support. It’s a new day to advance transit projects that will turbo-charge the post-COVID economy and address overdue challenges of social equity and climate change. East Side Access Today we are on the cusp of a transformational upgrade to our commuter railroads due to several key projects. Top of the list is East Side Access. I’m pleased to report that it is on target for completion by the end of 2022 as planned. -

Hitachi Review Vol. 59 (2010), No. 1 39 Development and Maintenance of Class 395 High-speed Train for UK High Speed 1 Toshihiko Mochida OVERVIEW: Hitachi supplied 174 cars to consist of 29 train sets for the Class Naoaki Yamamoto 395 universal AC/DC high-speed trains able to transfer directly between the Kenjiro Goda UK’s existing network and High Speed 1, the country’s first dedicated high- speed railway line. The Class 395 was developed by applying technologies Takashi Matsushita for lighter weight and higher speed developed in Japan to the UK railway Takashi Kamei system based on the A-train concept which features a lightweight aluminum carbody and self-supporting interior module. Hitachi is also responsible for conducting operating trials to verify the reliability and ride comfort of the trains and for providing maintenance services after the trains start operation. The trains, which formally commenced commercial operation in December 2009, are helping to increase the speed of domestic services in Southeast England and it is anticipated that they will have an important role in transporting visitors between venues during the London 2012 Olympic Games. NEC One-Year Implementation Plan: FY17 Contents
Northeast Corridor One-Year Implementation Plan Fiscal Year 2017 September 2016 Congress established the Northeast Corridor Commission to develop coordinated strategies for improving the Northeast’s core rail network in recognition of the inherent challenges of planning, financing, and implementing major infrastructure improvements that cross multiple jurisdictions. The expectation is that by coming together to take collective responsibility for the NEC, these disparate stakeholders will achieve a level of success that far exceeds the potential reach of any individual organization. The Commission is governed by a board comprised of one member from each of the NEC states (Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Delaware, and Maryland) and the District of Columbia; four members from Amtrak; and five members from the U.S. Department of Transportation (DOT). WSY Staff Summary page 2 BACKGROUND: At its regular meetings on May 22, 2008, the MTA Board adopted resolutions which, among other things, authorized (1) the MTA Chief Executive Officer to execute Conditional Designation Letters (“CDLs”) naming a joint venture of The Related Companies, L.P. and Goldman Sachs Group Inc. (“Related/Goldman”) as the conditionally designated developer for the proposed disposition of certain developable property rights in the WRY (conditioned on SEQRA review and approval) and the ERY; (2) the MTA to serve as co-lead agency with the New York City Planning Commission (“CPC”) for the environmental review of the proposed mixed-use development over the WRY and associated actions pursuant to applicable State and local environmental laws and regulations; and (3) the MTA Chief Executive Officer to enter into contracts and other project documents with Related/Goldman negotiated pursuant to the CDLs. A copy of the May 22, 2008 Staff Summary associated with those actions (the “May 22, 2008 Staff Summary”) is attached hereto as Attachment A. In connection with the execution of the CDLs, Related/Goldman paid MTA non-refundable participation fees of $6 million and made an additional deposit of $5 million into an expenses fund to cover pre- development expenses associated with the projects. As the Board has previously been apprised (see Memorandum dated February 3, 2009 attached as Attachment G), the severe downturn in both the commercial and residential real estate markets since May, 2008 resulted in January 31, 2009 CDL modifications that extended the conditional designation periods under the CDLs for ERY and WRY through January 31, 2010, in connection with which Related/Goldman paid MTA additional amounts totaling $8,600,000 ($4,300,000 for each of the WRY and ERY), half of which constituted non- refundable fees and half of which was paid into the aforementioned expenses fund. -

June 28, 2020 Pursuant to Section 2896 (3) of the New York Public Authorities Law, the Hudson River Park Trust reports that: (a) pursuant to Hudson River Park Act Section 7.3, the Hudson River Park Trust does not own any real property: it is the lessee under long term leases from each of the State and City of New York, respectively, demising all of the real property constituting Hudson River Park; and (b) the Hudson River Park Trust (the “Trust”) disposed of the following real property in Fiscal Year 2017-2018: 1. West 30th Street, LLC Action: Sale of Excess and Unused Development Rights Transaction Date: May 9, 2019 Purchase/Sale Price: $11,164,812.50 Property Address: Chelsea Piers, Block 662, Lots 11, 16 and 19 of the Tax Map of the Borough of Manhattan, County of New York, City of New York Description: Pursuant to the 2013 amendment to the Hudson River Park Act, the Trust sold 34,562.5 square feet of excess and unused development rights associated with Piers 59, 60 and 61 in the Chelsea section of New York City (the “Air Rights”). New York City amended its Zoning Resolution to allow for the transfer of the Air Rights to West 30th Street, LLC, which property is located across Route 9A/12th Avenue at 604 and 606 West 30th Street in Manhattan, New York (Tax Lot Block 675, Lots 38 and 39). An independent appraiser engaged by the Trust established the fair market value of the subject 34,562.5 square feet of Air Rights to be $11,164,812.50.
