We hope that you have a technically rewarding experience as well as some memorable experiences in this great city. ISNN 2007 aims to provide a high-level international forum for scientists, engineers, and educators to present the state of the art of neural network research and applications in diverse fields. 6 I. SYMPOSIUM HIGHLIGHTS We received a total of 1975 submissions from 55 countries and regions across all six continents. In selecting papers, members of the International Program Committee worked very hard to have all papers reviewed before the review deadline. It is tempting to draw the conclusion that if a paper was not accepted, it must have been judged as a poor or unqualified paper. Although there were such papers submitted to the ISNN 2007, many of the papers that we could not fit into the technical program were fine papers. The final technical program consists of 503 papers among which 262 are accepted as long papers, 192 are accepted as short papers, and 49 are recommended as journal special issue papers. There will be five plenary lectures delivered by S. N. Balakrishnan, Tamer Basar, Tianyou Chai, Deyi Li, and Thomas Parisini, and a plenary panel session chaired by Paul Werbos. There will also be two tutorials delivered by Jay Farrell and Donald C. Wunsch II.

VI. PLENARY LECTURES (1) Approximate Dynamic Programming and Adaptive Critics by S. N. Balakrishnan, University of Missouri-Rola, USA. Abstract: From the time when Newton was challenged to solve the Brachistochrone problem in 1696 to this day, mankind has been fascinated with the field of optimization and more recently with optimal control. Although prob- lems in many disciplines could easily be posed in an optimal framework, finding tractable and implementable solu- tions is not an easy task. Approximate Dynamic Programming(ADP) offers a computationally feasible framework

7 and an’adaptive critic’ neural architecture presents a feedback controller synthesis. This talk will start with the dual network adaptive critic structure and its evolution to the single network adaptive critic(SNAC) formulation. Solutions to infinite-time optimal control problems(regulators, tracking problems) and finite-time optimization problems(path planning, minimum time problems) and advantages of using the adaptive critics will be discussed. Applications will include vibration control, agile missile trajectories, helicopter control, temperature profile control at high speeds and inventory control. The results shown are drawn from simulations and implementations and the underlying math models are ordinary, partial differential equations and Markov processes. Current research on extensions of the adaptive critic concepts to systems driven by impulse control will also be discussed at the end. (2) Distributed Decision Making, Computation and Consensus by Tamer Basar, University of Illinois at Urbana-Champaign, USA. Abstract: Distributed decision making with decentralized information is a topic that has long been of interest to researchers in several different fields, including control, communications, economics, game theory, biology, and computer science, to list a few. An overarching issue in distributed decision making is how to architect commu- nication (message passing) and coordination networks, with associated protocols, so that they would support with minimum overhead effective, purposeful interactions of agents (decision makers) with private, local information. The goal is for these interactions to lead to a desirable outcome that would have been achieved if the totality of the information available to the agents had been shared and centrally utilized at the outset. Some typical outcomes in this context are the optimal solution in a stochastic team, Nash equilibrium in a stochastic game, robust decentralized controller in a large scale system, optimum detection policy in a decentralized hypothesis testing problem, and fair allocation of bandwidth in a communication network. Recently, computation of the average has emerged as provid- ing a simple yet broadly applicable paradigm for such problems, with applications ranging from information fusion in sensor networks, and load balancing in processor networks, to clock synchronization, and multi-agent coordina- tion and flocking. In its simplest form, this involves a distributed network of agents, each of which initially has a numerical value, which they update iteratively employing a distributed averaging algorithm built on the messages received from neighbors. Consensus is reached when all agents agree on the true value of the average. This plenary talk will first provide a relatively broad perspective on distributed decision making or computation with decentral- ized information. Subsequently, it will discuss the distributed averaging problem on arbitrary connected graphs, particularly when communication links are subject to finite rate constraints, which necessitates quantization of the numerical values being exchanged and stored. Such a discretized distributed averaging problem models several scenarios of interest, such as averaging in a network with finite capacity channels and load balancing in processor networks. The talk will present randomized, fully distributed algorithms which achieve consensus to the extent that the discrete nature of the problem permits. It will also provide, for some special networks, bounds on the expected convergence time of these algorithms, which are polynomial in the number of nodes,. The talk will conclude with some open problems in this area. (3) A Hybrid Intelligent Optimal Control Method for the Whole Production Line and Applications by Tianyou Chai, Northeastern University, China. Abstract: With ever increased needs for an improved product quality, production efficiency, and cost in today’s globalized world market, advanced process control should not only realize the accuracy of each control loops, but also has the ability to achieve an optimization control of global production indices that are closely related to the improved product quality, enhanced production efficiency and reduced consumption. As a result, the optimal control for the global production indices has attracted an increased attention of various process industries. The optimal con- trol of the global production indices requires an optimal combination of the production indices, technical indices and the operation of each control loops. In this paper, a hybrid intelligent control strategy is proposed for process indus- tries. This new strategy consists of three control layers, namely the intelligent optimization of the global production indices, the intelligent optimal control of the technical indices and the intelligent process control,. The intelligent optimization of the global production indices is composed of the setting model of the technical indices, the predictor of the global production indices, the feedback and prediction analysis adjustment models. The intelligent optimal control of the technique indices consists of the setpoints model of control loops, the prediction of technical indices,

8 the feedback and feedfoword regulators. The intelligent process control is then composed of normal decoupled PID controllers, decoupled nonlinear PID controllers with a neural network feedforword compersator for un-modeled dynamics and a switching mechanism. Such a control structure can automatically transfer the global production indices into a required number of setpoints for each control loops. Moreover, when the system is subjected to either operating point changes or unexpected disturbances, setpoints of the control loops can be adaptively updated and the outputs of the control loops are made to follow the updated setpoints so that the global production indices can be con- trolled into their targeted ranges to realize the optimization control of the global production indices. The proposed method has been successfully applied to the largest hematite minerals processing factory in China, where remarkable social and economic benefits have been achieved. Such an industrial application has successfully demonstrated the performance of the proposed optimal control method which will therefore has a high potential for further and much wider applications. (4) Network Thinking & Network Intelligence by Deyi Li, National Natural Science Foundation of China. Abstract: Network becomes the engine of scientific research activities in the 21st century, and the hot topic across disciplines. It challenges traditional logic thinking and symbolic problem solving which is developed in the 50-year history of AI. Network thinking, a special form of visual thinking, is a thinking behavior based on two-dimensional topology and typical characteristics, while logic thinking is usually based on one-dimensional language, such as symbolic logic and predicate calculus. Network intelligence, differing from intelligence network and distributed intelligence, takes network topology as knowledge representation. (5) Neural Approximations for Distributed-Information Control of Nonlinear Stochastic Systems by Thomas Parisini, University of Trieste, Italy. Abstract: In engineering and economic systems, many situations may occur, in which a process is influenced by the presence of several decision makers (DM). Different degrees of cooperation and different degrees of distribution of available information among the decision makers are possible. In this lecture, we consider the case where various DMs share different information patterns but they make decisions aimed at the accomplishment of a common goal, i.e., the minimization of the same cost functional. Such an organization can be accurately described within the well known framework of “team theory”. Typical examples of team organizations can be encountered in: communication and computer networks extending in large geographical areas where several routing nodes cooperate on the overall performance; large-scale traffic systems when a metropolitan area is divided into relatively independent sectors; large-scale freeway systems; production plants in which mobile robots moving semi-finished products have to be coordinated; geographically distributed systems for the production of electrical energy; etc. A general approach to the solution of a team optimal decision problem has not yet been presented in the literature. Therefore, in this lecture we give up looking for optimal solutions to a general team optimal control problem, and propose a technique to obtain suboptimal (but approximate to any degree of accuracy) solutions. This is accomplished by constraining the control functions to take on a fixed structure with a certain number of “free” parameters to be optimized according to the Extended Ritz Method (ERIM). Among the various possible fixed-structure functions, feedforward neural networks are chosen for their powerful approximation capabilities and because these functional structures allow for a simple distributed computation of the local control strategies by stochastic approximation techniques. The neural control methodology is worked out on two important benchmark problems. A simple team within the LQG framework is first considered, where two decision makers with scalar information are present. When the problem admits a known optimal solution, our approach has demonstrated to be able to approximate it. Quite satisfactory results were obtained also in a case (the well-known Witsenhausen counterexample) where the optimal solution has not yet been found (it is however known that it exists). Then, dynamic routing in communication networks is considered. A nonlinear discrete-time dynamic model is given for a store-and-forward packet switching network in which the routing nodes play the role of cooperating DMs of a team. The resulting problem does not verify either the LQG hypotheses or the partially nestedness assumption on the information structure. The ERIM has demonstrated to be effective also in this application.

9 VII. TUTORIALS (1) Self-Organizing Approximation Based Control by Jay A. Farrell, University of California, Riverside, CA 92521, USA. Abstract: Nonlinear dynamics and model uncertainty exist in all physical plants and must be addressed directly by the control system when a high level of performance is desired. This workshop will discuss self-organizing adap- tive approximation based control algorithms designed to achieve stability and accurate reference input tracking for nonlinear systems with modeling uncertainty. Within this context the workshop will distinguish between adaptation, learning, and self-organization. It will also discuss how the objective of learning can be achieved by implementing approximations to unknown functions within the model or controller during on-line operation. Typical adaptive approximation based controllers use approximators with a predefined set of basis functions. The designer must therefore over design the approximator structure to guarantee that desired approximation accuracy is achievable for the unknown nonlinearities. Self-organizing approximation based control defines and adapts both the approxima- tor structure and its parameters during on-line operation. This offers the potential for increased performance with fewer computational resources. This workshop will review previously existing trajectory exploration dependent self-organizing approximators where new locally supported basis elements were incorporated when existing basis elements are insufficiently excited. The workshop will also present a novel performance-dependent self-organizing approximator approach that has been recently developed. (2) Neural Nets are Still Our Best Hope for Computational Intelligence by Donald C. Wunsch II, University of Missouri-Rolla, USA. Abstract: As neural nets have matured, many subfields have taken on a substantial life of their own. The tutorial will argue that this is a necessary and healthy development, and that such subfields still have profound mutual dependencies on the rest of neurally-inspired research. Furthermore, much work remains in traditional neural net design – work that promises substantial progress for engineering applications. This tutorial will point out a few such directions and their motivations.
