INTRODUCTION 1.1 OVERVIEW Phase 3 of the North Shore Area Transit Plan (NSATP) establishes the near-term North Shore service and infrastructure priorities, providing a committed direction over the next decade toward the 2040 Transit Network Vision developed and confirmed in Phase 2. Identified priorities are a culmination of a Multiple Account Evaluation and consultation activities that involved advisory and executive committees, stakeholders, and the general public. Service and infrastructure concepts were collected through a wide variety of sources, including on-going public input. Sources of input included: public and stakeholder suggestions, internal technical analyses, advisory committees, operations staff, and outstanding projects from the 2000 ATP. Project concepts were filtered by their capacity to support the 2040 Transit Network Vision. High, medium, and low priorities were determined from the MAE results. Implementation of the priorities depends on funding availability through the Base and Supplemental Plans adopted by the region, or through the ongoing management of the existing transit network to reallocate service based on productivity. Identifying priorities allows TransLink to be prepared for implementation of a range of service and infrastructure projects, ready to move forward following regional decisions on funding. 1.2 PURPOSE OF PHASE 3 The purpose of Phase 3 is to identify near term transit service and infrastructure priorities that could be implemented within 1 to 10 years, and are in support of achieving the 2040 Transit Network Vision. Identified priorities are a committed direction to provide certainty in land use and transportation planning decisions. As there is no specific funding associated with an Area Transit Plan, prioritizing projects allows the region to identify projects for implementation when funding allows. All high priority projects identified in Phase 3 will be considered against other regional projects for implementation in the near term. The 2040 Transit Network Vision is the foundation for Phase 3, in which all priority projects must align and support the Vision. The Transit Network Vision aims to create an integrated network of transit corridors, service types, and infrastructure investments designed to serve the projected land use and achieve transit mode share targets by 2040. The near term priorities identified in Phase 3 are the first steps toward realization of the long term Vision. New projects will continue to be identified and evaluated in the future as conditions change. Page | 1 The Vision objectives prioritize effective and efficient land use and transportation investments, and were developed based on projected municipal land use plans. Decisions made at the local level, including land use development, will affect the productivity of transit investments as well as the rate that advances are made toward the Vision. As a primary driver of the Vision, expected land use outcomes will be critical to the successful provision of transit in both the near and long term. 1.3 REPORT ORGANIZATION The Report outlines the Phase 3 process from start to end, including the objective, rationalization, and outcome of each step of the process. The Phase 3 Report is organized into the following sections: • The Planning Process: the core phase activities and guiding principles; • Identifying Near Term Projects: the process for identifying and evaluating projects; • Identifying High Priorities: the prioritized projects; and • Future developments: next steps in the Area Planning process. PLANNING PROCESS 2.1 CORE ACTIVITIES AND TIMELINE The NSATP Phase 3 planning process worked to identify transit service and infrastructure priorities to be considered for implementation within the next 10 years, in alignment with the long-term 2040 Transit Network Vision. Phase 3 of the NSATP was completed between Fall 2011 and Spring 2012, with final reporting out in the Fall of 2012. Figure 1.
