This was the year when the seeds for one of the Tnation's Maharatnas were sowed. It brought into existence Hindustan Steel Limited (HSL), infusing shape to Pandit Nehru's grand vision of an industrially self-reliant India. Kautilya, in his 4th-century treatise, Arthashastra, stated that the resources responsible for the creation of wealth – mining, metallurgy, minting, weaponry, fishing, salt making, ferrying, forestry, to name a few – were the sole property of the State. This concept of State ownership and control of productive enterprises was given a tangible shape by India's first Prime Minister Pandit Jawaharlal Nehru. His belief that economic development of the newly independent nation was the Government's responsibility laid the foundation for the public sector in India. The basic material needed for infrastructure building and industrialization is steel. So setting up steel plants in the public sector was the first step towards nation building.
