The Senate, 10 December 2014 Report of the Vice-Chancellor EXECUTIVE SUMMARY This paper presents a summary of key background information on recent developments, and is based on the Vice-Chancellor’s report to Council on 13 October. The Vice-Chancellor will introduce the report at the meeting and will provide members of the Senate with the opportunity to raise questions on any aspect of the report. 1. EXTERNAL ENVIRONMENT 1.1 HE policies beyond the general election . The Social Market Foundation published in August a new pamphlet, Robbins Rebooted, by Liam Byrne, Labour’s Shadow Higher Education Minister. The title is a nod to the Robbins report of 1963, but additionally signals a riposte to David Willetts’s Robbins Revisited pamphlet from October 2013, and sets out five main ideas: o ‘Technical Universities’, a collaboration of employers, major university science and engineering departments and colleges, offering students the chance to study a new ‘earn while you learn’ ‘Technical Degree’. o Developing greater links between colleges and universities based on the US-style community college movement. o Reform of research funding to support British universities in creating global ‘Star Alliances’ of the world’s best scientists with longer term research support. o A big increase in university enterprise zones to better link universities to regional growth. o Expanding access to HE, with a new national advice service to support young people into higher academic and technical education, support for university-school trusts, an expansion of the Open University’s MOOCs and a new partnership between the Workers’ Educational Association and UnionLearn. -

While we can gain important insights by reviewing the Harper gov- ernment’s policies and record since the 2006 election, it is also essential that we step back and take a longer view, considering Stephen Harper’s two decades of political involvement prior to winning the country’s highest political office. What does Harper’s long record of engagement in conservative politics tell us about his political character? This chapter is organized around a series of questions about Stephen Harper’s political and ideological character. Is he really, as his support- ers claim, “the smartest guy in the room”? To what extent is he a con- servative ideologue versus being a political pragmatist? What type of conservatism does he embrace? What does the company he keeps tell us about his political character? I will argue that Stephen Harper is an economic conservative whose early political motivations were deeply ideological. While his keen sense of strategic pragmatism has allowed him to make peace with both conservative populism and the tradition- alism of social conservatism, he continues to marginalize red toryism within the Canadian conservative family. He surrounds himself with Governance 25 like-minded conservatives and retains a long-held desire to transform Canada in his conservative image. The smartest guy in the room, or the most strategic? When Stephen Harper first came to the attention of political observers, it was as one of the leading “thinkers” behind the fledgling Reform Party of Canada. -
Cinema, Rhetoric, and Subjectivity
Seeing Voices: Cinema, Rhetoric, and Subjectivity James Martin, Goldsmiths, University of London Abstract What can film teach us about political rhetoric? Although many different types of speech and argument are to be found in cinematic productions, films rarely present a single or clear-cut argumentative case like a formal oration. Instead, dialogue conforms to a wider narrative process, anchoring speech in cinema’s visual form of storytelling. But if, as Richard Rushton claims, films can present narrative arguments that depict the tentative formation of subjectivity, we still need to account for the way audiences are lured into identifying with those nar- ratives. In this paper I draw upon Lacanian film theory – specifically the notion of “the gaze” – to explain how film enacts a form of rhetorical “exigence” that disrupts the visual field to stimulate spectators’ desire and invite resolution. Two recent films about Churchill are used to illustrate this point. Political rhetoric, I conclude, might therefore usefully be conceived as a visually oriented practice. There are, without a doubt, many great moments of oratory to be found in cinema films, as well as strik- ing turns of phrase, sharp verbal exchanges or revealing deliberations. Cinema enables spectators to experience a deep, affective involvement with individuals, their actions, and their utterances that would make any speech writer envious. But spoken rhetoric in film rarely does the work that an entire speech does in public or political life, even when the story is about political figures. -

Pete Alcock June 2012 Working Paper 82 Paper Working June 2012 June Abstract This Working Paper updates the analysis of the Coalition government’s Big Society policy agenda first published in 2010. It explores the policy context for the Big Society initiative and the key features of the policy programme developed by the Coalition since 2010. It then outlines some of the contradictions and challenges within this policy programme, and for the relations between the third sector and the state more generally. It is also pointed out that the Big Society is an English political discourse with different policy developments now taking place within the devolved administrations in Scotland, Wales and Northern Ireland. Research Note: Former Special Advisers in Cabinet, 1979-2013 Executive Summary Sixteen special advisers have gone on to become Cabinet Ministers. This means that of the 492 special advisers listed in the Constitution Unit database in the period 1979-2010, only 3% entered Cabinet. Seven Conservative party Cabinet members were formerly special advisers. o Four Conservative special advisers went on to become Cabinet Ministers in the 1979-1997 period of Conservative governments. o Three former Conservative special advisers currently sit in the Coalition Cabinet: David Cameron, George Osborne and Jonathan Hill. Eight Labour Cabinet members between 1997-2010 were former special advisers. o Five of the eight former special advisers brought into the Labour Cabinet between 1997-2010 had been special advisers to Tony Blair or Gordon Brown. o Jack Straw entered Cabinet in 1997 having been a special adviser before 1979. One Liberal Democrat Cabinet member, Vince Cable, was previously a special adviser to a Labour minister. The Coalition Cabinet of January 2013 currently has four members who were once special advisers. o Also attending Cabinet meetings is another former special adviser: Oliver Letwin as Minister of State for Policy. There are traditionally 21 or 22 Ministers who sit in Cabinet. Unsurprisingly, the number and proportion of Cabinet Ministers who were previously special advisers generally increases the longer governments go on. The number of Cabinet Ministers who were formerly special advisers was greatest at the end of the Labour administration (1997-2010) when seven of the Cabinet Ministers were former special advisers. The proportion of Cabinet made up of former special advisers was greatest in Gordon Brown’s Cabinet when almost one-third (30.5%) of the Cabinet were former special advisers.
