The application failed to demonstrate what community groups currently use the pub and for what purposes (it instead references that groups that could potentially use it), the questionnaire findings did not indicate that any respondents that are members of community groups would be interested in using the pub, only other groups were listed. The application did not reference why the needs of the community was not being met by other community facilities.

It was noted in the Parish Council minutes that they were not sure whether “sufficient community use could be generated in the building”. •The nominators concerns around car parking facilities in Stetchworth were noted. However, it is our understanding that ‘car parking’ does not fall within the definition of ‘Social well-being’ and/or ‘social interest’ as defined.
