Rebel Legion Starfighter Command Detachment Charter The Rebel Legion (RL) authorizes the formation of a Pilot Detachment to be named, The Rebel Legion Starfighter Command (RLSC). This Charter serves to define the guidelines for the operation of this Pilot costume group. ARTICLE I – MISSION ARTICLE II – MEMBERSHIP ARTICLE III – OFFICERS ARTICLE IV – ELECTIONS ARTICLE V – ORGANIZATION ARTICLE VI – SQUADRONS REGULATION 1 – Squadron Formation REGULATION 2A – Base Squadrons REGULATION 2B – Wings & Flights REGULATION 2C – Wing/Flight Administration REGULATION 3 – Command Unit REGULATION 4A – Unit Designation & Crest REGULATION 4B – Nomenclature & Sources REGULATION 4C – Copywrited Materials REGULATION 4D – Squadron Membership REGULATION 4E – Squadron Ratification REGULATION 5A – Honorary Squadrons & Fighter Sub-groups REGULATION 5B – Sub-group Formation & Ratification REGULATION 5C – Sub-group Administration AMENDMENT A – APPLICATION TO FORM A RLSC BASE SQUADRON AMENDMENT B – APPLICATION TO FORM A RLSC SUB-GROUP Continued ARTICLE I – MISSION The mission and purpose of this detachment is five-fold: (1) To promote Pilot Costumes and their Standards throughout the Rebel Legion; and (2) To maintain and advise the Legion Administrative Council on existing and future Pilot Costume Standards, including, but not limited to, membership, categories, and RLSC Charter revisions; and (3) To provide the Legion Administrative Council with qualified individuals for the approval of all future pilot costumes, and to provide a qualified pool of candidates to be available for events specifically requesting Pilots; and (4) To promote the creation and continued existence of Base Squadrons; and (5) To provide a network for the dissemination of information and resources pertaining to Pilot costuming. All members of the RLSC are expected to be available as a resource to assist new Pilot costumers towards the completion of their costumes and to advise the RLSC on any changes needed to the standards of all costumes falling under the Detachment. ARTICLE II – MEMBERSHIP The Detachment will include all Rebel Legion members with approved pilot costumes from the Original Trilogy, Prequel Trilogy, and the Expanded Universe. Examples of these costumes include but are not limited to the following: Flight Gear (actual Pilot costume), Dress Uniform, and Legion recognized Off- Duty/Alternate costumes. The standards for these costumes are found in the Costume Archive section of the Rebel Legion website. Costumes that are NOT included in RLSC are those whose main costume falls into another recognized RL Costume Group. Examples include: Han Solo as pilot of the Millennium Falcon via the addition of a headset to the Han Smuggler costume, and Jedi fighter pilots via the addition of a headset to Jedi costume. ARTICLE III – OFFICERS The Detachment’s Command Staff will consist of a Detachment Commanding Officer (DCO) and a Detachment Executive Officer (DXO). Detachment Membership Officers may also be created by the RLSC Command Staff as needed to provide administrative support. Members of the Legion Administrative Council may not serve as DCO or DXO. Each Base within the Rebel Legion containing a Pilot Squadron must have a Squadron Command Unit consisting of a Squadron Commander (SC) and a Squadron Executive Officer (SXO). Any member of the Legion with an approved pilot costume may serve as SC or SXO as long as they are a member of the Squadron’s Base. This Unit maintains a current list of members and their call signs, the Squadron's official name, and the Squadron's logo for that specific Base. All Detachment Officers can be used as a resource at the Base level for new Pilot costumers in the obtaining and construction of Pilot costumes, and can be consulted by Base Membership Officers for costume approvals. RLSC Command Staff, Detachment Membership Officers, and Squadron Command Units will not receive any special powers or duties. They will not be given access to the RL Command forums, or form Rebel Legion policy. The RLSC Command Staff will be granted “Moderator” status on the RL Pilot Forums and all sub-forums. The purpose of these offices is as an advisory body to the Rebel Legion Council. Any major changes to the operation of the Detachment and how it interacts with or reflects on the RL (such as changes to this Charter), will be forwarded by the RLSC Command Staff to the Legion Council for ratification before implementation. ARTICLE IV – ELECTIONS The Detachment Commanding Officer will be elected on an annual basis to coincide with yearly Rebel Legion elections that take place in September. The RLSC Executive Officer will be appointed by the RLSC Commanding Officer. Detachment Membership Officers will be chosen by the Command Staff of the RLSC as needed. If Detachment Membership Officers and Squadron Leaders are no longer able to fulfill their duties or have been absent for an extended period of time, their replacements will be chosen by the Command Staff of the RLSC in a timely manner. Squadron Commanders are initially selected by the Squadron and must be ratified by the Base Commander. Should any issues arise in this matter, Squadron command defaults to the RLSC until a suitable replacement candidate is found. Squadron Commanders remain in their positions unless removed by the Base Commander along with the consensus of the Squadron. Squadron Executive Officers are appointed by their Squadron Commanders. Continued ARTICLE V – ORGANIZATION ARTICLE VI – SQUADRONS The RLSC is responsible for the formation and administration of Official Squadrons within all Rebel Legion bases. Squadron requirements and regulations under the Detachment are as follows: • REGULATION 1 – Formation A Base needs at least 3 formal costumed members who agree on the Squadron name to formally request Squadron status. An application for this purpose can be found in the Charter under “Amendment A” as well as can be requested from RLSC Command Staff. • REGULATION 2A – Base Squadron Bases shall be limited to one Official Squadron and Squadron Unit Designation per Base for Pilot costumes regardless of make or model of starfighter. This includes the combination of Prequel and Original Trilogy Pilots. • REGULATION 2B – Wings & Flights Squadrons can be split within the Base, by the approval of both the Squadron Command Unit and the Base Commander, into smaller sections based on geographical location. These groupings will remain part of the Base Squadron and shall be designated as either Wings or Flights. These groupings will not be considered as officially separate Squadrons. Should a formation of Wings or Flights contribute to the decline of a Squadron’s performance or harmony, the grouping will be dissolved by the RLSC Command Staff and re-absorbed into the Base Squadron. • REGULATION 2C – Wing/Flight Administration Wings and Flights may have Group Leaders (GL) assigned at the discretion of the Squadron Command Unit. Wing and Flight names are to be selected by the Squadron with emphasis being given to those Pilots who would be assigned to it. Wing and Flight names must conform to the same standards and regulations as Squadron names (ARTICLE VI/REGULATIONS 4A & 4B). • REGULATION 3 – Command Units Each Squadron must have a Squadron Command Unit consisting of a Squadron Commander (SC) and a Squadron Executive Officer (SXO). The Squadron Commander need not be a Base Commander in order to hold this position. However, the SC must have the approval of the Base Command Staff in order to hold the position. The Base Squadron will function as a part of the Base in conjunction with RLSC. • REGULATION 4A – Unit Designation & Crest Each Squadron must have a unique Unit Designation (Squadron name) in order to apply for Squadron formation. Base Squadron names and logos should fit within provable Star Wars nomenclature and graphical elements. The names of the following Squadron Unit Designations (SUD) are restricted by virtue of use in the Official Star Wars Universe (i.e. movies, published materials, etc.) or previous use by the Rebel Legion: Wraith, Rogue, any squadron name in official SW media, and every name currently in use by existing Base Squadrons and/or Wing/Flights. A SUD will reflect on its members and as such should be chosen only by the pilots that make up the Squadron. Voting for a Unit Designation will be limited to those Base members who own a Pilot costume. Squadron logos or crests are not required for Squadron formation. However it is recommended that a Squadron crest be created at the Squadron’s earliest convenience. • REGULATION 4B – Nomenclature & Sources Use of items, names and symbols by the Squadron from within the Star Wars universe are allowed and encouraged. Use of items and symbols found in the real world, but not mentioned in the Star Wars universe can also be considered for Unit Designations and crests, as long as the use of this material does not violate any other trademark or copyright (i.e. Nike’s “Swoosh”, etc.) or ARTICLE VI/REGULATION 4A of the RLSC Charter. • REGULATION 4C – Copywrited Material Use of images from other copywrited material (other than LFL material) is prohibited. The latitude given to the Rebel Legion by LFL is not universally shared by all entities. However, if a copywrited image has been altered enough so that it's not immediately identifiable as belonging to another company, entity or genre, then it may be considered. • REGULATION 4D – Squadron Membership Being a Pilot in the RLSC does not guarantee a berth in a Base Squadron. A Pilot must apply to their Squadron Command Unit for acceptance into a Base Squadron. Base Squadrons may have additional costume requirements for acceptance. Assignments of Pilot call signs are handled by the Squadron Command Unit in the manner they see fit. (i.e. in numerical order of joining, letting Pilots choose their own, etc.) • REGULATION 4E – Squadron Ratification Final approval of the SUD and crest as well as their completed formation is made by the RLSC Command Staff pending review of materials and application under ARTICLE VI/REGULATIONS 4A, 4B, and 4C.
