Although the video is intended for new members following the May 2017 elections, it was felt that it contains information which is also relevant to current members. On 21/07/2016, a copy of the WLGA’s e-mail was sent to the Elected Members of the Isle of Anglesey County Council with a request that they watch the video, which is only about 5 minutes long. Also, on 21/07/2016, a copy of the WLGA’s e-mail was sent to Town and Community Council Clerks with a request that they bring the video to the attention of their elected members. It was suggested that they could perhaps watch the video during their next meeting. Town and Community Council Clerks were asked to confirm whether or not they had watched. See Appendix 1, a table summarising the responses received. 2. RECOMMENDATION A. The Committee is requested to note the contents of this report and the responses noted in Appendix 1.

Sandy rural and undeveloped beach backed by dunes, attracting windsurfers, surfers and canoeists in Cable Bay LLanfaelog LL64 5JR particular. Llanfaelog village has a selection of shops and restaurants for day trippers and families. Cemaes is a small town overlooking a picturesque sheltered bay on the far north coast of Anglesey. Cemaes Beach Cemaes LL67 0ND Within the bay and next to the town, Traeth Mawr is a sandy beach with rock pools and a promenade. There is a slipway giving access to disabled visitors. A great place for nature and bird watching, shore and kayak fishing, kayaking and rock pooling. A large Cemlyn Bay Cemaes LL67 0DU shingle ridge separates the sea from the salt and fresh water lagoon which becomes a hive of activity in the summer months when terns arrive to nest here.

BACKGROUND 2.1 Local Authorities are required under Section 5 of the Licensing Act 2003 to Review their Alcohol and Entertainment Licensing Policy every three years and the revised th Policy is required to be determined by the 7 January, 2011. 2.2 A complete copy of the Licensing Policy is available for inspection but Appendix A highlights the proposed amendments. 2.3 Appendix B records the register of conultees whom were contacted through email to avoid any additional costs in light of the current economic climate. The Licensing Section were also mindful that Central Government are also out to consultation “Rebalancing the Licensing Act” and several amendments to the Act could be forthcoming within the next 6 months (including allowing Local Authorities to Review the Policy when they feel necessary in future rather than the rigid three year period) possibly requiring another review shortly. 3. Recommendations The County Council to endorse the above report and adopt the amended Licensing Policy.

INTRODUCTION AND BACKGROUND A report was discussed under item 12 on the Standards Committee Agenda on 14 September 2016 which included information about the requirements under the code of conduct for town and community councillors. 2. BRIEFING NOTE A Briefing Note, as in Appendix 1, was sent to Town and Community Council Clerks on 14 December 2016. Clerks were asked to bring the briefing note to their members’ attention and to contact the Solicitor – Corporate Governance before 20 February 2017 to provide a copy of the minutes of the relevant meeting to confirm (a) that the Community Council had discussed the matter, and (b) that members of the Community Council had received a copy of the briefing note. Appendix 2 provides a summary of responses received. 3. FURTHER INFORMATION On the same day that the Briefing Note was sent to Town and Community Council Clerks an e-mail was also sent to the Elected Members of the Isle of Anglesey County Council. The purpose of this e-mail was to advise them to be careful. There was concern that Members, in their role on town and community councils, would become aware of the briefing note and would be uncertain regarding their duties.
