'b(; ( WR Environmental Cleanup Program Subject: Summary of Mercury Flask found in Coast Fork Willamette River, August 2016 This memo provides a summary of the activities associated with the discovery, removal, disposal, and post removal assessment of a historic mercury flask that was found in the sediment of the Coast Fork Willamette River (CFWR) in August, 2016. On August 16, DEQ was notified by Lane County Waste Management of a report of a historic cast iron flask located in the sediment of the CFWR approximately 4 miles downstream of the fonner Black Butte Mercury Mine. The flask had the indicative appearance of the_common container used historically for mercury storage and transpo1i at Black Butte Mine and other mercury mines in Oregon. Lane County and DEQ both determined that the flask could have elemental mercury inside. Lane County Waste Management removed the flask from the sediment, over-packed it, and returned the flask to Lane County Waste Management's hazardous waste building at the Glenwood, OR 1 facility on the evening of August 16 h, 2016. The location where the flask was found (43.61998, - 123.08590) was flagged for follow-up assessment. County staff did not open the flask out of concern of breaking the container because the threads and top were rusted together. County staff qualitatively determined that the contents of the flask was about I/3rd full ofliquid, but the liquid felt like water and not a heavy slightly viscous liquid that would resemble elemental mercury. They suggested that the liquid may be water. The contents were never assessed. DEQ coordinated disposal of the flask and contents as mercury-contaminated waste with Stericycle, Inc. who contracts with Burlington Environmental for final disposal. The flask and contents was treated and disposed in a subtitle C landfill. Stericycle's invoice and manifest are presented in Attachment A. On September 12, 2016 DEQ staff collected sediment samples from three locations in the Coast Fork Willamette River at the location and near the location that the flask was found. Figure 1 presents the locations of the sediment samples. The following are the sample IDs and approximate locations: • CFWR-SDl - collected at the location flagged by the County staff as the location where the flask was found • CFWR-SD2- collected approximately 20 feet downstream of SDI • CFWR-SD3 - collected approximately 20 feet upstream of SD 1 Sediment samples had no visible evidence of mercury. Sediment consisted of a well-graded gravel with very few fines. Some reddish/pinkish gravel particles were apparent in the sediment which may Mercury Flask in the Coast Fork Willamette River, ECSI 1657 be tailings from Black Butte Mine and may have elevated mercury concentrations. Samples were collected into new clean plastic baggies and then later transferred to 4 oz. glass jars supplied by ESC Labs, Inc. Samples were packaged in an iced cooler and shipped to ESC Labs, Inc. in Tennessee for analysis of total mercury following EPA Method 7174A (cold vapor atomic absorption). The Analytical laboratory report is presented in Attachment B. The following are the mercury concentrations detected in the samples: • CFWR-SDl -0.717 milligrams per kilogram (mg/kg) • CFWR-SD2- l.43 mg/kg • CFWR-SD3 - 0.0775 mg/kg Mercury in sediment in Garoutte and Dennis Creeks near the Black Butte Mine ranges from 0.19 to 6.5 mg/kg and ranges from< 0.1 to 0.451 mg/kg in local creeks of the CFWR watershed and the CFWR. Sediment sample results near the flask location are in line with local background and do not suggest that there was an impact from the flask. Fluctuations of an order of magnitude in the results is likely due to the heterogeneity of the sediment evidenced by the occasional gravels appearing to be tailings interspersed in the sediment of the CFWR. In addition, the mercury concentrations in sediment are below the default DEQ Risk-Based Concentration for incidental ingestion and contact for a residential exposure scenario of 23 mg/kg. This suggests that there is no unacceptable risk from contact with sediment from swimming or playing in the river. Conclusions: A historic mercury flask was removed from the sediment of the CFWR on August 16, 2016 and subsequently disposed as mercury-containing debris through Stericycle's disposal program. There was no evidence of a significant volume of elemental mercury within the flask. Contents were presumed to be river water. Sediment was inspected in the area the flask was found . There was no visible evidence of a release of mercury to the sediment. Three sediment samples were collected at and near the location where the flask was found. Samples were analyzed for mercury and the results were in line with mercury concentrations in local sediment and did not suggest that there was a release of mercury from the flask. NATIONWIDE. 1 Cp All sample aliquots were received at the correct temperature, in the proper containers, with the appropriate preservatives, and within method specified holding times. All MDL (LOD) and RDL (LOQ) 2 values reported for environmental samples have been corrected for the dilution factor used in the Tc analysis. All Method and Batch Quality Control are within established criteria except where addressed in this case narrative, a non-conformance form or properly qualified within the sample results.
