Former Castle View School, Canvey Island Transport Note Introduction This note has been prepared by WSP on behalf of Essex County Council in relation to the potential for redevelopment of the former Castle View School in Canvey Island. This note provides a brief analysis of the site in terms of its accessibility to modes other than the private car and the likely trip generation associated with the development of circa 50 residential units/ care home facility. This note is also intended to be submitted as evidence to support the sites allocation and the also to demonstrate that there is no requirement for the highway improvements identified under Policy H8 of Castle Points Draft Local Plan. Site Location and Accessibility The site is situated on the site of the former Castle View School in Canvey Island which is currently served off Meppel Avenue. The site is bounded by B1014 to the south, Meppel Avenue to the west, residential properties to the north and fields to the east. The B1014 is a main route through Canvey linking to the A13 to the north east and A130 to the south as well as the coastal area. Meppel Avenue is a residential road accessing the B1014 via a ‘Left In’ ‘Left Out’ arrangement to the south of the former castle view point site and also via a roundabout approx. 450m north of Meppel Avenue. The section of B1014 that passes the site is single carriageway subject to a 30mph speed limit and is street lit. Footways are provided on both sides of the carriageway with a controlled pedestrian crossing location just to the south of Meppel Avenue Walking & Cycling The site is situated adjacent to an existing residential area and as such benefits from access to a good footway network. There is a good level of lighting along many of the local road and crossing facilities provided with a controlled crossing located within 60m of the access on B1014 south of its junction with Meppel Avenue. There are no cycle routes local to the site, although the residential areas lend themselves to quiet routes suitable for on road cycling. Manual for Streets states in para 4.4.1 “Walkable neighbourhoods are typically characterised by having a range of facilities within 10 minutes’ (up to about 800m) walking distance of residential areas which residents may access comfortably on foot. However, this is not an upper limit and PPG13 states that walking offers the greatest potential to replace short car trips, particularly those under 2km.” PPG13 has been replaced by the National Planning Policy Framework, however this simply states under Core Planning Principles planning should “actively manage patterns of growth to make the fullest possible use of public transport, walking and cycling…” The Table below identifies the facilities that are accessible with 2Km from the site. Public Transport The nearest bus stop is located on B1014 100m from the site access which is served by bus routes 27X and 822. Route 27X provides a 15min - 20min service Monday to Friday and serves areas between Canvey and South Benfleet including stops at Furtherwick Park School and South Benfleet Railway Station. Route 822 is a school bus service Monday to Friday with a pick up time of 07:07 outside the site serving areas between Canvey, South Benfleet, Hadleigh and Southend including stops at South Benfleet Railway Station, Hadleigh Bus Depot, Leigh-on-sea Railway Station, Schools in Leigh on Sea, Southend Hospital. The nearest Railway Station is Benfleet station which is managed by c2c and provides a service between Shoeburyness and Central London (Fenchurch Street). Trains depart from Benfleet approximately every 10 mins during the Weekday and weekend providing an excellent service to Central London and other areas. This station is accessible via bus route 27X, or is with a 13min cycle ride. The station has 78 cycle stands and 165 Car Parking spaces. The site is therefore considered well located for residents to use alternative modes of transport to school, leisure, work or shopping trips. Former Castle View School, Canvey Island Transport Note 2 Traffic Generation As mentioned earlier, the proposal is for the site of the former Castle View School to be redeveloped for housing (circa 50 dwellings)/ Care Home Facility. Below are two tables identifying the level of trips that are generated by a Secondary School similar in size to the former Castle view School and also the trips likely to be generated by a private housing development of some 50 units. These trips have been obtained from the TRICS database and have been based on size and location. The trips identified for the Care Home facility has been based on a similar sized site in a similar environment in Westcliff-on-sea. Table 2 – Former Castle View School Site (approx. A care home for the elderly will see even fewer trips. Conclusion This note identifies that the proposed site on the former Castle View School is situated in an existing urban environment benefitting from being within easy access to local facilities and public transport and is also within easy reach of existing residential properties reducing the need to travel by car. The note also shows that there will be an overall benefit to the local highway network with a significant reduction in traffic movements compared to the original school use, as such no off site highway measures are considered necessary to accommodate the traffic movements associated with the redevelopment of the site. Based on the above, WSP sees no empirical or policy justification for the retention of paras 4 and 5 of Policy H8 as proposed. Former Castle View School, Canvey Island Transport Note 4 .
