Background 1.3 The site benefits from a Proposed Allocation in the New Castle Point Local Plan 2018 – 2033 – December 2019 – With modifications proposed as of October 2020, as site HO11 Land off Glyders, Benfleet. The proposed allocation is for residential purposes to deliver around 30 new homes by 2033. 1.4 Local Policy HO11 states the following regarding transport and access at paragraph 10.31: “Highway access to the site is from Glyders. However, this site is close to Benfleet rail station which is a transport hub providing opportunities for residents of this site to travel via multiple modes. This site is also adjacent to the western extent of Hadleigh Castle Country Park and the public rights of way network, providing opportunities for active leisure within the vicinity of this site. The proposals for this site should, and associated transport infrastructure improvements should focus on enhancing these active and sustainable travel linkages to promote active travel and to improve connectivity for the future occupants of this site.” 1.5 Local Policy HO11 (g) details following in terms of access and transport infrastructure the Council will require for the site: “g. Main vehicular access to the site will be from Glyders, with improvements also made to active and sustainable travel infrastructure, facilities and services nearby the site to promote modal shift and improve connectivity to services, jobs and to the natural environment.” Proposed Development 1.6 The development proposal is in line with the Local Plan Allocation, for delivery of around 30 new homes. Site Location 1.7 The site comprises 2.06ha of land located to the east of Glyders, south east of the residential area of South Benfleet, Essex. The site is currently split into two fields divided by a tree / scrub belt. The site is bordered by the rear of properties off Essex Way to the north, by open fields to the east, by the rear of properties off St Mary’s Road to the south and by properties off Glyders and Mill Hill to the west including the proposed access point. Figure 1: Site Location Report Brief 1.9 The National Planning Policy Framework states the following at paragraph 108 in relation to assessing sites that may be allocated for developments in plans: “In assessing sites that may be allocated for development in plans, or specific applications for development, it should be ensured that: a) appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, given the type of development and its location; b) safe and suitable access to the site can be achieved for all users; and c) any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree.” 1.10 This document has been prepared to develop an access and movement strategy for the site in relation to the above policy requirements. 1.11 The opportunities for active travel and a public transport have been assessed for the proposed development site. 1.12 The vehicle access strategy to serve the site will be considered. This study will also look at the multi modal trip generation for the site to help understand off site impacts. This means it is well- placed to make the best use of existing facilities which are within walk and cycle distance. There are also public transport services that can be accessed within the local area. 2.2 The site’s accessibility on foot, facilities and connections in the local area is considered and the existing availability of public transport. Walking Accessibility 2.3 This section of the strategy considers the sites accessibility on foot and looks at facilities and connections in the local area. Local Facilities Within Walking Distance 2.4 Figure 2 demonstrates the walking time from the site within the local area, based on an assumed walking speed of 80m per minute (4.8kph), up to a maximum distance of 2km from the centre of the site. Appendix B shows the full-size indicative walking isochrones from the site. Figure 2: Pedestrian Isochrone and Local Facilities 2.5 Table 2.1 below identifies the walking distance and time to local facilities measured from the centre of the site. This is not an exhaustive list, but rather an example of distances and travel times to local facilities. The standard speed used for assessing walking accessibility is 80 metres per minute, giving a 25-minute walking time for 2km trip.
