495 Talitha Espiritu It Has Almost Become a Truism That Philippine Book Reviews 495 Talitha Espiritu, Passionate Revolutions: The Media and The Rise And Fall Of The Marcos Regime. Athens, Ohio: Ohio University Press [Ohio University Research in International Studies, Southeast Asia Series 132], 2017, 276 pp. ISBN 9780896803121, price: USD 32.95 (paperback). It has almost become a truism that Philippine traditional politics is infused with, and even fueled by, emotion. Officials are addressed with kin terms, and criteria for holding office are framed through idioms of goodness, trust, and even having “heart.” A comprehensive history of this phenomenon is still wait- ing to be written, but Talitha Espiritu’s Passionate Revolutions is a good place to begin. Espiritu’s thesis is simple: both the rise and fall of Ferdinand Marcos saw the vigorous activation of “political emotion” in cinema, in journalism, and in the public “performances” of electoral campaigns and student demonstra- tions (both as performances as such and as captured by print and television reportage). The book explicitly focuses upon ‘how political emotions operate in official and popular forms of nationalism’ through ‘national allegory, melo- dramatic politics, and sentimental publicity’ (p. 3) and in what ways these were used in support of, and to resist against, the dictatorship. Drawing primarily from Lauren Berlant’s writings on “true feeling” (2001) and generally from the “affective turn” in cultural studies, Espiritu argues for a more categorical con- sideration of the emotive dimension of this era—a theme that is only implicitly broached (though nevertheless almost always present) in most other standard accounts. The first three chapters detail Marcos’ ascent and consolidation of power. Espiritu focuses on the propagation of the national allegory of nation as “fam- ily”,(with Marcos and his wife Imelda as parent-figures) with all of its emotional underpinnings and dissonances (as exemplified in the Dovie Beams scandal). This framing bears upon notions of discipline and cultural rejuvenation as codified in Marcos’ official cultural policies. Scholars interested in postcolonial discourse may want to be alert to Espiritu’s juxtaposition of these policies and Fanon’s perspectives on decolonization, and her explication of how the latter was appropriated to serve oppressive ends.The last three chapters, on the other hand, delve into the push from below as various opposition groups themselves mobilized “political feeling” in the anti-dictatorship resistance. Downloaded from Brill.com09/27/2021 05:11:07AM via free access 496 Book Reviews The introduction in which the book’s theoretical approaches are explicated may be a bit laden, but the rest of it is quite easily readable, especially for those with a working knowledge of Martial Law history. This is because the book as a whole is equal parts historical narrative and media analysis, most probably for the sake of readers who may not be too familiar with Martial Law and its historical milieu. On the one hand, this reviewer does not mind the reiteration (in Espiritu’s succinct writing style) of established facts about the dictatorship in the face of recent attempts at historical revisionism even by public institu- tions (Rappler.com 2016). But on the other, this may be seen as taking away from a denser and more concentrated probing of the samples of media work tackled in the book. For example, Chapter 5’s discussion of print media in the waning of the Marcos years is amply historically contextualized, but it could have elaborated more about the contents of the cited written pieces similar to how film was extensively treated in other portions of the book. This could have given a fuller presentation of the different ways of constructing and conveying “political feeling” across different types of media. Another aspect of the study that could have been further enriched is how local categories of emotion were utilized and mobilized in the media works discussed herein. The reviewer emphasizes this for two reasons. First, such an approach was integral in the works of Reynaldo C. Ileto and Vicente L. Rafael with their close scrutiny of emotive categories such as loob (self) and awa (pity). This also could have been an opportunity to engage with the increas- ing body of literature on local Filipino concepts of emotion (such as Paz 2008). Second, such a consideration could have further fleshed out the book’s argu- ment for the connection between political emotion and political action, partic- ularly in the ‘practical resonance of their “truth effects”’ (San Juan 2000: 275). The naming of these local emotional categories is a crucial variable that could have been explored more. We only begin to see this in the book in Imelda’s shrewd choice to sing local folk songs to serenade the crowds. This could also help elucidate why ordinary protesters would spontaneously break out into the highly emotive Tagalog anthem Bayan Ko (My Country) but not into the other appropriated anti-dictatorship song, Tie a Yellow Ribbon ’Round the Old Oak Tree. But this observation would not have come to mind if not for Espiritu’s con- scious teasing out of players and roles in this historical episode. From an extens- ive discussion of Lino Brocka’s political trajectory to briefly touching on Jose Maria Sison’s disagreement with the “maximum boycott” policy of the Com- munist Party in the 1985 snap elections, Espiritu shows readers the uneven ter- rain of “rational” political discourse made all the more brambly by the deploy- ment of national feeling and public sentiment. One significant thing to be understood from this book is that the creation of new forms of public ways of feeling is not an end in itself but are the means by which invested (emotionally and mater- ially) entities seek to gain and maintain control over the nation’s economy. For example, she notes that for all of Corazon Aquino’s ‘emotional appeals to “meaningful politics” of the popular classes’ (p. 195), there were hardly any con- crete gains for this sector during her presidency. Being enlightened in this approach by this book, one then cannot help but speculate about the presently observed rise of “populist” regimes, and their use of emotional provocations and how the public responds to these. Passionate Revolutions seeks to understand this phenomenon historically by looking back at the Martial Law era, and readers of this book could very well be challenged to understand it today as it actively unfolds. Existing historiography is fragmentary and incomplete. Memoirs suffer from limited points of view and personal biases. No academic study has examined the Filipino resistance with a critical and interdisciplinary approach. No comprehensive narrative has yet captured the fighting by 260,000 guerrillas in 277 units across the archipelago. This dissertation begins with the political, economic, social and cultural history of Philippine guerrilla warfare. The diverse Islands connected only through kinship networks. The Americans reluctantly held the Islands against rising Japanese imperial interests and Filipino desires for independence and social justice. World War II revealed the inadequacy of MacArthur’s plans to defend the Islands. The General tepidly prepared for guerrilla operations while Filipinos spontaneously rose in armed resistance. After his departure, the chaotic mix of guerrilla groups were left on their own to battle the Japanese and each other. While guerrilla leaders vied for local power, several obtained radios to contact MacArthur and his headquarters sent submarine-delivered agents with supplies and radios that tie these groups into a united framework. MacArthur’s promise to return kept the resistance alive and dependent on the United States. The repercussions for social revolution would be fatal but the Filipinos’ shared sacrifice revitalized national consciousness and created a sense of deserved nationhood. The guerrillas played a key role in enabling MacArthur’s return.

Courageous women in media Marcos and censorship in the Philippines Abstract: When Philippine President Ferdinand Marcos declared Martial Law in 1972, press freedom became the first casualty in the country that once boasted of being the ‘freest in Asia’. Printing presses, newspaper offices, television and radio stations were raided and padlocked. Marcos was especially fearful of the press and ordered the arrest of journalists whom he charged with conspiring with the ‘Left’. Pressured into lifting martial law after nearly 10 years, Marcos continued to censor the media, often de- manding publishers to sack journalists whose writing he disapproved of. Ironically, he used the same ‘subversive writings’ as proof to Western observers that freedom of the press was alive and well under his dictatorship. This article looks at the writings of three female journalists from the Bulletin Today. The author examines the work of Arlene Babst, Ninez Cacho-Olivares, and Melinda de Jesus and how they traversed the dictator’s fickle, sometimes volatile, reception of their writing. Interviewed is Ninez Cacho-Olivare, who used humour and fairy tales in her popular column to criticise Marcos, his wife, Imelda, and even the military that would occasionally ‘invite’ her for questioning. She explains an unwritten code of conduct between Marcos and female journalists that served to shield them from total political repression.

Despite Brocka’s reluctance to serve in government, President Aquino appointed him to the commission tasked with drafting a new constitution. Unfortunately, the expe- rience left him disillusioned with realpolitik and the new government. He later recounted that his fellow delegates “really diluted” the policies relating to agrarian reform. He also spoke bitterly of colleagues “connected with multinationals” who backed provisions inimical to what he called “economic democracy.”1 Brocka quit the commission within four months. His most significant achievement was intro- ducing the phrase “freedom of expression” into the constitution’s bill of rights and thereby extending free speech protections to the arts.     Colonial Name, Colonial Mentality and Ethnocentrism NATHAN GILBERT QUIMPO The Philippines is named after the Spanish king, Philip II, under whose or­ ders the country was colonized in 1565. Since the Philippines gained indepen­ dence in 1946, there have been several attempts to have the country's nam~ changed, mainly on the grounds that it is of colonial extraction. Each proposal for a name change has been shot down, and Philippines has prevailed. Defenders of Phillppines have argued that it is the veritable symbol of a saga of nation-building, of the struggle for freedom, and a true emblem of the nation and of national identity. While millions have proudly identified themselves as Filipinos and hundreds of thousands have fought or even died in the name of the Philippines, Phtlippines and Filipino are both tarnished terms. There is more to their being colonial-they repre­ sent what Frantz Fanon referred to as the internalization or "epidermalization" of inferiority among peoples subjected to colonization. Moreover, at different stages of the country's history, Phz1ippines and Fz1ipino have been associated with t'acial, class, ethnic/national and religious discrimination. A significant section of Muslim "Filipi­ nos" have objected to these terms, claiming these to be of colonial origin and insulting to their creed. In this writer's view, Philippines and Ft1ipino are reflecti~e of the ethno­ centric bias of the Christian majority and of the ethnocratic tenden~es of the Philip­ pine state. In the past decade, the Philippines has been one of the largest recipients of U.S. foreign assistance in Southeast Asia, including both military and development aid. Many observers say that U.S. public and private support to the Philippines following Typhoon Yolanda (Haiyan), which struck the central part of the country on November 8, 2013, bolstered the already strong bilateral relationship. Although the United States closed its military bases in the Philippines in 1992, the two sides have maintained security cooperation. Joint counterterrorism efforts, in which U.S. forces play a non- combat role, have helped to reduce Islamist terrorist threats in Mindanao and the Sulu Archipelago in the southern Philippines.     Hellfire: Charred Lives and Burning Resolve of the Kentex Tragedy The Kentex Tragedy It was not only the searing memories of screaming voices and flashing flames that awakened Terrence King Ong, the operations manager of Kentex Manufacturing Corporation, in the Philippines, who was hospitalized with third-degree burns after the May 13, 2015, fire at his factory. It was grief for his son, Tristan, who died while helping workers escape.1 He grieved as well for the employees who did not make it out. Indeed, his imaginings of their unanswered pleas for help made him break down in tears. He humbly appealed to the public, “Please forgive me. Give me another chance.”2 At least 72 people died in the fire, dozens were injured, and another dozen were listed as missing. The aftermath was grim (see Exhibit 1).3 The tragedy was not unprecedented.
