Preamble: With reference to above subject, as per referred (2) Central Government has conveyed in principal (Stage I) approval for Diversion of 159.80 ha Forest land in Karwar, Honnavar &Kundapur Divisions to Project Director, National Highway Authority, Mangalore, for construction of four lane I six lane highway NH-66 {NH-17) between Goa-Karnataka . Also, Central Govt. order as referred in {1) Environmental & CRZ Clearance has been conveyed. In the 159.80 ha Forest land for which in-principal (stage I) approval has been conveyed by Central Govt. 1.431 ha in Sy.No.1 of Shiroor Village, Sarpanmane reserve forest of Byndoor Range of Kundapur Division & 8.274 ha in Byndoor R F extension block's Shiroor Village Sy.No.217 & Paduvari Village Sy.No.241 & 268, also, 3.056 ha in Sy.No.120 of Hosadu Vi ~ adi Black of Kundapur Range. As per the conditions of Central Govt in-principal (stage I) approval concerned to Kundapur Division compensatory afforestation (Rs.1.52 lac per - ha) & Net Present Value of Forest land (NPV) (Rs.10.43 lac per) Total Rs.171.88 lac Demand Note has been issued, user agency has paid NPV at Rs. 7.3 lac per Ha, saying forest land diverted to them is an open forest (class I) So, paid Rs.39.94 lac less NPV. As referred (4) letter, Range Forest Officer, Byndoor, has submitted tree list & detailed estimate for the cost of extraction of trees marked in the forest land which are obstacle for the proposed National Highway widening, accordingly in the Sarpanmane reserve Forest Shiroor Village from Kilometer 242.025 to 242.408, on left side marked total 113 trees in 0.772 Hec forest land, in that 25 trees are border trees remaining 88 trees, also in Byndoor. Reserve forest extension area on left side of road 4.435 Hec & right side 0.8334 Hec Forest Land, 97 trees in total 5.268 Hec forest land, so, total 185 trees to be cut have been identified. For the proposed National Highway widening Project, under Byndoor Pange Forest Land, as said in this Office letter dated 02-01-2015 for payment of expenditure towards extraction of 185 trees marked & transported to nearby Central Timber Depot, user Agency has paid Rs.1,62,500/- through DD as referred (5). As per the circular referred (3) of Principal Chief Conservator of forest, for Central Govt. National Highway Project, after getting in-principal (stage IL approval of Central Govt., tree cutting order shall be issued after receiving NPV, cost of raising compensatory afforestation, also cost of extraction of marked tree to be cut. Therefore, this order as follows. Order As explained in the preamble, Central Govt. in-principal (stage I) approval received, 12.76 ha Forest land belongs to Kundapur Division, Byndoor Range, Sarpanmane Reserved Forest, Shirur Village, from 242.025 to 242.408 left side, 0.772 Hec Forest land total 113 trees have been marked in this excluding border trees 3, 4, 5, 9, 28, 18, 29, 36, 42, 43, 52, 54, 61, 62, 65, 68, 75, 78, 81, 86, 97, 106, 108, 110, 111, total 25. Remaining 88 trees also in 1) In case of excess proceeds received from 185 trees marked for cutting, user agency has to pay excess cost of extraction & transportation to Timber Depot on this condition only departmental cutting permission is given. 2) Tree cutting order issued on the condition, to pay user agency due amount of Rs.39.941ac NPV. 3) User Agency has binding to comply remaining conditions said in the Central Govt. In-principal (stage I) approval. 4) In case of any tree cut illegally or damaged other than permitted trees legal action will be initiated. 5) Preparing the list of proceeds received from 185 trees ordered for cutting, taking them into account submit measurement sheet to Asst. Conservator of Forest, Kundapur, after their approval transport to nearby Central Timber Depot. Informed to submit soon after completion of work, submit work completion report through Asst. Conservator of Forest Kundapur, with transit pass details of proceeds transported to Central Timber Depot, to this Office. Sd/ Deputy Conservator of Forest Kundapur Division, Kundapur.
