The Bill seeks to amend the Citizenship Act, 1955 to make illegal migrants who are Hindus, Sikhs, Buddhists, Jains, Parsis, and Christians from Afghanistan, Bangladesh, and Pakistan, eligible for citizenship of India. इस ववधेयक में ह दं ,ू ससख, बौद्ध, जैनी, पारसी, और अफगावनान, बांग्लादेश और पाककान के ईसाई अवैध प्रवाससयⴂ को भारत की नागररकता के सलए पात्र बनाने के सलए नागररकता अधधवनयम, 1955 में संशोधन ककया गया ै। . Citizenship: → The Constitution does not lay down a permanent or comprehensive provision relating to citizenship in India. → Articles 5 to 11 under Part II of the Constitution simply describes classes of persons who would be deemed to be the citizen of India at the time of commencement of the Constitution that is on 26th January, 1950 and leaves the entire law of the citizenship to be regulated by law made by Parliament. Citizenship at the commencement of the Constitution 1. Every person who has domicile in the territory of India and Who was born in the territory of India; or either of whose parents was born in the territory of India; or who has been ordinarily resident in the territory of India for not less than five years immediately preceding such commencement; shall be a citizen of India. 2. Persons who migrated to India from Pakistan before 19 July, 1948 and since then have been ordinarily residing in India. 3. Persons who migrate to India from Pakistan on or after 19 July, 1948 but got themselves, duly registered as citizen with a competent officer appointed for that purpose. Polity . Citizenship at the commencement of the Constitution 4. Persons who migrated to Pakistan after 1st March, 1947 but returned to India under a permit for resettlement. 5. Any person who or either of whose parents or any of whose grandparents was born in India. → However, no person will be deemed to be a citizen, if he voluntarily acquired the citizenship of a foreign State. The Constitution makes use of the words ‘domicile’ and ‘residence’. The basic idea of domicile is permanent home. Article 15 (Article 14 - Article 18 => Right to Equality) Polity → In order to uphold the spirit of a secular nation and create a society based on equality, the Constitution makers of India have incorporated various provisions in the Indian Constitution. → Article 15 is one such legislation. The Concept of Article 15 → Their access to public properties like shops, restaurants and entertainment hubs should not be restricted on grounds of religion or caste. → The Article also guarantees special provisions for women, children and socially disadvantaged classes. Benefits of Article 15 Polity → The clause (3) of the Article empowers the government to make special laws/ provisions for women and children. → It is considered one of the earliest legislations that emphasised on gender equality and women empowerment. → In Article 15 (4) and (5), the Constitution gives government the power to make special provisions “for the advancement of any socially and educationally backward classes of citizens.” → This holds true for the scheduled castes and the scheduled tribes as well. Such ‘protective discrimination’ is a step taken to eliminate inequalities existing in society. → Moreover, the reservation of OBCs under Article 15 was aimed at providing equal opportunities in education and raising social and economic levels of those who are lagging behind. A 2MW plant was commissioned in line with the initiative of the Union government to promote solar power and an objective to achieve 100 GigaWatt(GW) of solar power by 2022 as part of the National Solar Mission. One Sun One World One Grid: India initiated talks on West to SE Asia solar grid The aim of One Sun One World One Grid‘ (OSOWOG) is to provide solar power to nations which lack sunlight, by building a common transmission system. For the implementation of proposed OSOWOG, the MNRE has invited proposals from consulting firms for making a long-term OSOWOG road map, and identify two or three cross-border projects that can be initiated within one or two years. The earlier estimate by various arms of the government was 5 per cent growth in ‘19-20. The government imposed on March 25. However, slowing down of business activities across the world in January-March impacted the Indian economy.
