1. Introduction
GUIDELINES OF - RASHTRIYA AROGYA NIDHI (HMCPF) 1. Introduction: The Scheme provides for financial assistance to patients, living below poverty line who is suffering from major life threatening diseases, to receive medical treatment at any of the super specialty Govt. hospitals / institutes or other Govt. hospitals .The financial assistance to such patients is released in the form of ‘one time grants’ to the Medical Superintendent of the hospital in which the treatment is being received. The Department related Parliamentary Standing Committee on Human Resource Development in their 31st Report on the functioning of the Central Government Hospitals under the Department of Health, had expressed concern about inadequate facilities for the treatment of poor patients for major illness. The committee felt that it was essential to explore all appropriate sources of funds to assist poor patients coming to AIIMS or other Central Govt. Hospitals for their treatment of specific life threatening illness. In view of the recommendations of the above Committee, it was decided to set up a National Illness Assistance Fund renamed Rashtriya Arogya Nidhi (RAN) under the Department of Health, Ministry of Health & Family Welfare. The Committee on non-Plan Expenditure in its meeting held on 17th October 1996 approved the proposal for setting up of the fund. Accordingly the Rashtriya Arogya Nidhi (RAN) has been set up vide Resolution No. F-7-2/96-Fin-II dated 13/1/97 as published in the Gazette of India (Extraordinary) and has been registered under the Society Registration Act, 1860, as an autonomous Society. CASE ANALYSIS OF SPECIAL STATUS OF DELHI (GOVERNMENT OF NCT OF DELHI VS UNION OF INDIA) Abhishek Jain Student, Lloyd Law College, Greater Noida BACKGROUND OF THE CASE The Administrative head of the National Capital Territory government is the Chief Minister. The Court said that Chief Minister is the Executive head of Delhi Government not the Lieutenant Governor (LG). The role of Lieutenant Governor is that to help and advice the Council of Ministers related to all matters like Violence, shortage, emergency and so on. And only the Delhi Assembly has the power to make laws. The Bench of five Judges on July 4, 2018 said that only the Chief Minister is the Executive head of the National Capital Territory (NCT). The Five Judges are: 1. Chief Justice of India Deepak Mishra 2. Justice Kumar Sikri 3. Justice Ajay Manikrao Khanwilkar 4. Justice DY Chandrachud 5. Justice Ashok Bhushan The scuffle between the Chief Minister of Delhi and Lieutenant Governor of Delhi lead to a legal dispute on the status of the National Capital Territory. The issues revolve around the administrative powers of Lieutenant Governor of Delhi in the light of the special status of Delhi as a Union Territory. The Delhi High Court previously heard the issues in this case in 2015 because there was a conflict between Chief Minister Arvind Kejriwal and Retired Lieutenant Governor Najeeb Jung over various matters. Some of the matters are: Appointment of Chief Secretary without referringtheLieutenant Governor, and the Chief Minister instituting corruption enquiries without the Lieutenant Governor’s concurrence. The misunderstanding was arises due to the special status of Delhi. -

October 1, 2013 Press Release: Shri Najeeb Jung, LG of Delhi to inaugurate an exhibition of Paintings & Drawings at Jamia Shri Najeeb Jung, Hon.’ble Lieutenant Governor of NCT of Delhi is going to inaugurate an Exhibition of Paintings and Drawings called “Event Horizon” by Prof Pankaj Sharan at Jamia Millia Islamia. The exhibition will be inaugurated on October 3, 2013 at 11.30 AM in M.F. Husain Art Gallery, Jamia Millia Islamia, New Delhi which will be on view till October 5, 2013. Shri Najeeb Jung, Hon.’ble Lieutenant Governor of NCT of Delhi shall be the Chief Guest of the Inaugural Function of the Exhibition and he will also address the audience on this occasion. Prof. S.M. Sajid, Offg. Vice-Chancellor, Jamia Millia Islamia shall preside over the Inaugural Function of the Exhibition. Prof. Pankaj Sharan is a theoretical physicist who has worked at Jamia Millia Islamia for the last 32 years. He has been drawing and painting since very early age. At one time, he toyed with the idea of switching to painting full-time in the late 1970’s. But, as he says, at that time, the future of a theoretical physicist was marginally more certain than that of a painter. Prof. Pankaj Sharan’s work is mainly in three categories: landscapes, portraits and human figures. The landscapes, real, semi-abstract or abstract are in all the mediums, oil, watercolor, acrylic, pastel, graphite or charcoal. Many landscapes are marine in nature, with a strong horizontal line. But a number of works depict houses and trees, and a few have hills. -

Lt. Governor Najeeb Jung to Felicitate the Jamia Student's Cycle Rally On
November 22, 2013 Press Release: Lt. Governor Najeeb Jung to felicitate the Jamia student’s Cycle Rally on ‘Building India Safe for Women’ A unique cycle rally is scheduled to finally reach Jamia Millia Islamia on November 25, 2013 at 4 PM after covering a distance of approximately 1121 kms from Srinagar (Jammu & Kashmir), through Punjab, Himachal Pradesh, Haryana and Union Territory of Chandigarh, to Delhi spreading the message of providing a safe and secure environment for all including women. The rally was formally flagged off from Srinagar on 9th November, 2013 by Hon.’ble Chief Minister of Jammu & Kashmir, Mr. Omar Abdullah. The rally, whose participants are 25 students of Jamia (11 Girls and 14 Boys) along with 15 staff members led by Major (Prof.) N.U. Khan, NCC Officer and Professor in the Department of Social Work at Jamia Millia Islamia, carried an important social message to the world, especially concerning the safety and security of women. During the course of this rally, there were local interaction with the villagers and students of the states that the rally travelled through. The several objectives of the rally were: 1) To generate awareness about women’s safety and security, 2) To provide an opportunity to Jamia students to understand the mores of different regions of India, 3) To expose Jamia students to challenges as they undertake this strenuous journey so that they develop necessary skills to overcome such situations in life, and 4) To foster National Integration among the youth of the country Jamia has always been in the forefront of carrying forward important social messages to the world, and it is with the objective that Jamia Millia Islamia adopted the unique mode of spreading such messages through cycle rallies that it has taken out from time to time. -

The CDMP includes the facts and figures those have been collected from various sources with a view to meet the challenges during any Natural Disaster, while formulating the City Disaster Management Plan, instruction of Relief Commissioner, and also valuable suggestions of District Disaster Management Committee, have been taken into account. The plan is prepared to help the District Administration focus quickly on the essentials and crucial aspects of both preparedness and response. The plan deals with Risk Assessment and Vulnerability Analysis, Identification of Disaster Prone Areas, Response Structures, Inventory of Resources, Standard Operating Procedures, Directory of Institutions and key individuals etc. It is suggested that the District Level Officials who are in-charge of different departments will carefully go through the CDMP and remain alert to effectively countenance any emergent situations that may arise at any point of time. The CDMP is desired to serve as a useful handbook of operational guidelines for all concerned officials of the district, It is expected that District level Officials working in Ghaziabad District in different Departments will thoroughly acquaint themselves with these guidelines and also with the relevant provisions of Relief Code and CRF Guide Line.
