At once a poet, a novelist, a playwright, a historian, a theologian, and a lexicographer, he has been, perhaps the most versatile man of letters of modern Punjab. His verse portrays rare mystic insights especially as revealed through nature. First published in 1924 by J. M. Dent in London, this book Nargas, carried a foreword by Ernest Rhys. In 1961 Veekay Weekly, Bombay, brought out its first Indian edition to commemorate the 4th death anniversary of the poet. Punjabi University, Patiala, published a reprint of it in 1972, on the occasion of the first birth centenary of Bhai Vir Singh. Bhai Vir Singh Sahitya Sadan has chosen to bring out the present edition auguring the proposed programme of translation of the poet's entire works. In this edition., for the convenience of those readers who may like also to gain access to the original the Punjabi title of each original poem has been provided underneath each respective translation. The selection as well as translation of the poems in this book was made by none other than Professor Puran Singh, an ardent admirer of Bhai Vir Singh. -

1. Introduction
GUIDELINES OF - RASHTRIYA AROGYA NIDHI (HMCPF) 1. Introduction: The Scheme provides for financial assistance to patients, living below poverty line who is suffering from major life threatening diseases, to receive medical treatment at any of the super specialty Govt. hospitals / institutes or other Govt. hospitals .The financial assistance to such patients is released in the form of ‘one time grants’ to the Medical Superintendent of the hospital in which the treatment is being received. The Department related Parliamentary Standing Committee on Human Resource Development in their 31st Report on the functioning of the Central Government Hospitals under the Department of Health, had expressed concern about inadequate facilities for the treatment of poor patients for major illness. The committee felt that it was essential to explore all appropriate sources of funds to assist poor patients coming to AIIMS or other Central Govt. Hospitals for their treatment of specific life threatening illness. In view of the recommendations of the above Committee, it was decided to set up a National Illness Assistance Fund renamed Rashtriya Arogya Nidhi (RAN) under the Department of Health, Ministry of Health & Family Welfare. The Committee on non-Plan Expenditure in its meeting held on 17th October 1996 approved the proposal for setting up of the fund. Accordingly the Rashtriya Arogya Nidhi (RAN) has been set up vide Resolution No. F-7-2/96-Fin-II dated 13/1/97 as published in the Gazette of India (Extraordinary) and has been registered under the Society Registration Act, 1860, as an autonomous Society. A total of 38 plant species belonging to 17 families were reported from the study area which are sources of fodder to the livestock. Among 17 families Fabaceae is dominant with 11 species. Agriculture and animal husbandry are the main occupation in this study area. The diversity of forage plants is a proportion of the enormous biodiversity occurring in this region. The present findings suggest a high scope of the utilization of these natural and cultivated/uncultivated plants for supporting livestock-based livelihood in the studied area. THE SINGLE DOMINANT PARTY SYSTEM AND POLITICAL DEVELOPMENT: CASE STUDIES OF INDIA AND JAPAN (Ph. D. Thesis) March, 1990 Takako Hirose ABSTRACT This is an attempt to compare the processes of political development in India and Japan. The two states have been chosen because of some common features: these two Asian countries have preserved their own cultures despite certain degrees of modernisation; both have maintained a system of parliamentary democracy based on free electoral competition and universal franchise; both political systems are characterised by the prevalence of a single dominant party system. The primary objective of this analysis is to test the relevance of Western theories of political development. Three hypotheses have been formulated: on the relationship between economic growth and social modernisation on the one hand and political development on the other; on the establishment of a "nation-state" as a prerequisite for political development; and on the relationship between political stability and political development. For the purpose of testing these hypotheses, the two countries serve as good models because of their vastly different socio-economic conditions: the different levels of modernisation and economic growth; the homogeneity- heterogeneity dichotomy; and the frequency of political conflict. In conclusion, Japan is an apoliticised society in consequence of the imbalance between its political and economic development. By contrast, the Indian political system is characterised by an ever-increasing demand for - 2 - participation, with which current levels of institutionalisation cannot keep pace. The respective single dominant parties have thus played opposing roles, i.e. of apoliticising society in the case of Japan while encouraging participation in that of India. -
