Sections 1 & 2 (see Figure 2) have received new concrete foundations throughout, as well as grafted steel base plates at their high-bay columns. Segments of concrete perimeter walls have been replaced, additional steel members are being welded on, and metal decking is being installed on the roof. Sections 3 and 5 are awaiting paint repair and new additional steel. Section 5’s concrete slab will soon be broken up to make way for a new concrete slab. In Sections 1-3 & 5, the structural steel’s primer coat (in white) was applied improperly; widespread corrective action is required. Depending upon the extent of what is required (which is still being determined), this will delay the completion of the building to at least Spring 2016. We will keep you updated on the new estimated completion date.

EA: I can give you a little background of the memorial. The New York State Vietnam Memorial was created by an act of the legislature in 1981. In the approval message, then- Governor [Hugh] Carey said that it was his hope that the memorial would not only honor those who did not return but those veterans who survived and live among us. As far as I know, that created the living memorial concept. When Governor [Mario] Cuomo dedicated the Memorial in ’84 with a very eloquent speech at a well-attended ceremony, he amplified that theme of a living memorial. He said something to the effect of we would mock those who were killed if we don’t honor the living. So what we do here is we have a Resource Center which as you can see is the permanent home of some of our collection of art work collection—we don’t have room for all of it in here. We also have a fairly extensive print and video library. We keep this room open, it’s a very lively place, people come in and out, we have meetings here, we make the space available to vet organizations, we show videos throughout the day so people—pedestrian traffic—can come by and check us out.

Recently, social historians argue that these sites provided for gay and bisexual men settings that promoted the recognition of their emerging sexual identities and communities prior to the Stonewall Riots. In this dissertation, I problematize the anonymous and impersonal assumptions of the earlier models and argue that public sex sites continue to serve gay and bisexual men by allowing these men a place to congregate with others like themselves.

    Say Hello to the New Guys James Mulvenon In late July 2012, six officers, two from the People’s Armed Police and four from the People’s Liberation Army, were promoted to the rank of full general, the highest possible rank in the service. The order was conferred by the presumably outgoing Central Military Commission Chairman, Hu Jintao, but was announced by his likely successor, Xi Jinping. This article examines the backgrounds of these six individuals, assessing whether they might represent new trends under Xi’s leadership. Introduction On 30 July 2012, six officers, two from the People’s Armed Police and four from the People’s Liberation Army, were promoted to the rank of full general, the highest possible rank in the service: • Lieutenant General Liu Yazhou, 60, the political commissar of the National Defense University; • Lieutenant General Wang Jianping, 59, commander of the PAP; • Lieutenant General Xu Yaoyuan, 60, political commissar of the PAP; • Lieutenant General Du Jincai, 60, deputy head of the PLA’s General Political Department; • Lieutenant General Tian Xiusi, 62, political commissar of the Chengdu Military Command; and • Lieutenant General Du Hengyan, 61, political commissar of the Jinan Military Command. Xi Jinping, vice chairman of the Central Military Commission, announced the order signed on 28 June by Chairman Hu Jintao of the Central Military Commission on the promotion to the military rank of general and the order signed jointly by Premier Wen Jiabao of the State Council and Chairman Hu Jintao of the Central Military Commission on the promotion to the police rank of Armed Police general.1 The rank promotion ceremony itself was presided over by Guo Boxiong, vice chairman of the Central Military Commission.
