Töö autor: Erkki Aivola Olen nõus oma lõputöö kättesaadavaks tegemisega elektroonilises keskkonnas. Allkiri: Lühikokkuvõte: Magistritöö koosneb 90 leheküljest, millest põhiosa moodustab 78 ja lisad 12 lehekülge. Magistritöö eesmärk on leida politsei teenistuskoerte üksusele sobiv korraldus Eestis, tulenevalt selle funktsionaalsusest ja konvergentsi vajadusest vastava korraldusega Schengeni alal. Schengeni õigusruumis on teenistuskoerte töökorralduses võetud suund konvergentsile ja ühtsete standardite väljatöötamisele. Euroopa Liidu (EL) välispiiridel tehtava operatiivkoostöö juhtimise Euroopa agentuur FRONTEX käivitas 2007. aastal projekti, töötamaks välja ühtsed standardid teenistuskoerte alasele tegevusele. Magistritöö teoreetilises käsitluses on vajaliku raamistava ülevaate andmiseks kasutatud valdavalt erinevates võõrkeelsetes politseitöö valdkonda käsitlevates teadusajakirjades publitseeritud uuringuid. Samuti on välja toodud Schengeni õigusruumiga liitunud riikide õigusakte ja praktikat ning liikmesriikide politsei ja piirivalve teenistuskoerte tööd puudutavad EL tasandi regulatsioonid. Schengeni ala riikide valimis on Eesti, Läti, Poola, Ungari, Austria, Rootsi, Prantsusmaa ja Soome. Magistritöö empiirilises osas võrreldakse Schengeni ala riikide valimi politsei teenistuskoerte üksuste korraldust ning sellekohaseid kvantitatiivseid andmeid. Uuringu tulemuste põhjal tehakse praktilise suunitlusega ettepanekuid politsei teenistuskoerte üksuse korralduse kohta Eestis, sh tuuakse välja eraldiseisva politsei teenistuskoerte üksuse eelised võrdluses hajutatud paiknemisega. Samuti on võimeline koerajuhi käskluse peale inimest hammustama ja haardest lahti laskma, valvama inimest ning lõpetama rünnaku (Common...2012). Eestis kasutatakse paralleelselt ka mõistet patrullkoer. 5 SISSEJUHATUS Politsei- ja Piirivalveameti (edaspidi ka ühendamet) loomisel 2010. aastal ei muudetud senist teenistuskoertega seonduvat korraldust. Ühendameti neljast prefektuurist vaid ühes on eraldiseisev teenistuskoerte üksus, teistes prefektuurides kuuluvad teenistuskoerad koos koerajuhiga erinevatesse üksustesse. Seega ei ole politsei teenistuskoertega seonduv valdkond Eestis korraldatud ühetaoliselt. Erinevad ka vastavad töötulemused. Põhja Prefektuuris, kus on eraldiseisev teenistuskoerte üksus, on töötulemused teenistuskoera kohta märgatavalt paremad, võrdluses teiste prefektuuride samade näitajatega. Kuigi Põhja Prefektuur teenindab tervet Harjumaad, kus pannakse toime peaaegu pooled Eestis toimepandavatest kuritegudest, ei saa see olla ainukeseks põhjuseks, miks on töötulemused teenistuskoera kohta prefektuuriti nähtavalt erinevad. Töötulemuste all käsitletakse käesolevas uurimuses teenistuskoerte töötunde, kasutamisi ja tulemuslikkust, mis väljendub kuriteos kahtlustatavate kinnipidamises ning keelatud ainete ja esemete avastamises. Eesti politsei teenistuskoerte üksuse korraldust ei ole senini autorile teadaolevalt süstemaatiliselt võrreldud teiste riikide sarnase üksuse korraldusega. Korralduse all käsitletakse seejuures organisatsiooni ülesehitust ning teenistuskoerte koos koerajuhtidega paiknemist selles, mis mõjutab praktilist selge suunitlusega tööd. Uuringu uudsus ja aktuaalsus seisneb võimaluste hindamises, kuidas kasutada politsei teenistuskoeri Eestis senisest efektiivsemalt, kuna teenistuskoera suunitlus ning töökeskkond on olulised aspektid sündmuse tulemuslikus lahendamises. Hinnates teenistuskoerte töö tulemuslikkust, saab teha ettepanekuid muudatusteks Politsei- ja Piirivalveameti antud valdkonna korralduses, mis omakorda väljenduks töötulemuste võimalikus paranemises. Schengeni õigusruumis on teenistuskoerte töökorralduses võetud suund konvergentsile ja ühtsete standardite väljatöötamisele. Euroopa Liidu (EL) välispiiridel tehtava operatiivkoostöö juhtimise Euroopa agentuur FRONTEX käivitas 2007. aastal projekti, töötamaks välja ühtsed standardid teenistuskoerte alasele tegevusele. EL Nõukogu kutsus 2011. aastal liikmesriike üles looma politseikoerte professionaalide Euroopa võrgustiku KYNOPOLi, edendamaks liikmesriikide õiguskaitseasutuste vahelist koostööd ja koordineerimist politseikoerte kasutamisel. Euroopa 6 Liidu tasemel on samuti tõdetud, et piiriülene koostöö peab toimima ka teistes valdkondades peale organiseeritud kuritegevuse ja terrorismi alase võitluse, sh on EL Nõukogu märkinud vajadust hõlbustada politseikoerte ühist kasutamist piiriülestel operatsioonidel, tagamaks õiguskaitseasutuste paindlik ja tõhus koostöö. Teenistuskoerte valdkonna korraldus liikmesriigiti peaks ühtlasi toetama Schengeni ala koostööd integreeritud piirihalduses ja kuritegevusvastases

With the onset of the information age, the concept’s development and application increased dramatically. The power of information-technologies when applied to weaponry increased the latter’s capabilities due to increased reconnaissance and precision applications. The power of social media was used to influence populations both at home and abroad. Both developments fit perfectly into Russia’s information warfare concept, whose two aspects are information-technical and information-psychological capabilities.     Towards multi-strategic police organisations Towards multi-strategic police organisations Priit Suve Estonia Abstract: From one hand, recent police reforms in Europe had illuminated the fact that most reforms were loosely linked to problems of safety. Reasons for reforming the police are hidden in an economy, politics or some other domain instead of public order or crimes — the problems that are traditionally associated with the police. From the other hand, the wickedness of security issues requires the police to be more professional. The question is, how the police that in the police literature are mostly presented as a monostrategic organization can be linked to issues of security in a way that it could have at least a chance to mitigate these wicked problems? This article suggests that the knowledge of police management about strategies of policing and police organization should be enhanced. The article sketches out the idea for how the strategies of policing together with the view of the organization as an open system can hold the police to be more focused on its core mission and connected to the task environ- ment.     ENLETS Mobile ENLETS Mobile 16th Meeting, 14/16 September 2016 Dublin, Ireland MEETING REPORT 2 October 2016 Summary This is the report of a meeting of ENLETS Mobile held in Dublin, kindly hosted by An Garda Síochána, the Irish Police. We are indebted to the Garda for making the meeting a great success and welcoming participants warmly for our visit to Dublin—thank you. Highlights: further evidence that mobile solutions are gaining traction with more functionality, more programmes and more users; new examples of collaboration between countries. Important workshop on how to start a new mobile programme. The meeting report covers: • Law enforcement—Garda transformation strategy including technology and mobile components; Body Worn Video (BWV); eu-LISA and mobile solutions for refugee / migration hotspots; Germany: Hamburg Police; Danish Police; Estonian Police; Finnish police and border guard; National Police of the Netherlands: MEOS programme and SPLENDOR secure messaging app (FIOD); Polish Border Guard; Slovenia—update on ePOLICIST; Swedish police; UK Home Office—borders, immigration enforcement and national co-ordination with police; Police Service Northern Ireland (PSNI); West Yorkshire Police mobile programme (UK); and the SINUS mobile app used in France to report casualties in major incidents. • InDustry—presentations by Ericsson; Accenture; and BPI Services and Motorola. • Workshop—a practitioner event centred on a case study of the National Police of the Netherlands MEOS to consider how do you set up and gain support for a new mobile programme for law enforcement?
