7 What is Hearts and Minds?

Victorian State Government Social Procurement Framework

● Introduced April 2018

“Social procurement is when organisations use their buying power to generate social value above and beyond the value of the goods, services or construction being procured.

In the Victorian Government context, social value means the benefits created for all Victorians when the social and sustainable outcomes in the SPF are achieved.”

8 Our commitments

15 The benefits

16 Where next?

● Social Procurement Framework will apply to all Victorian Government entities from 1st September 2018

● West Gate Tunnel Project is not unique - other projects have adopted social inclusion targets and are delivering some really positive results

● Once communities, constructors, clients and decision-makers see the power and the value of delivering social change through infrastructure projects then these commitments will become the expected benchmark and business as usual

● This means that we have seen the start of something remarkable – a new way of delivering infrastructure and a breakthrough in creating social value
