PATH TO ARPA FUNDED SOLAR ENERGY

The American Rescue Plan Act (ARPA) makes $350 billion available to states, counties, and municipalities for a wide range of infrastructure improvement projects. These funds must be obligated by December 31st 2024. After further clarification from local and federal officials, including an Interim Final Rule issued by the US Treasury1 , it is clear that sustainability and renewable energy projects such as adding onsite or offsite solar energy systems to wastewater, stormwater, and water treatment plants do qualify for ARPA funds. The Treasury specifically states “projects under the DWSRF and CWSRF2 support efforts to address climate change.”3 If your municipality has clean energy requirements now is the time to discuss these projects4, you can follow the process outlined below to assess your opportunity.
