MUNICIPAL COMPLEX IMPROVEMENTS COMMITTEE REGULAR MEETING MINUTES

Date: Tuesday October 10, 2017

Time: 5:30 P.M.

Place: 1000 Hartford Turnpike

The meeting was called to order by Chairman Kruszewski at 5:30 PM

Approval of Minutes

A Motion was made by Glenn Patterson seconded by Ed Carboni To approve the minutes of September 26, 2017

Old Business Exterior Building Elevations (revisions)

Mr. Kement handed out updated exterior elevation sheets. They were able to do the suggested changes from the last meeting. They dropped the line on the office area, added gables along the front exterior to break up the roof a bit. They showed the translucent panels on the throughout. They added the canopy’s to the drawings. They moved the wash bay door to 20’ as requested with no incident. They noted that dropping the roof line on the office, actually gave us more in the second story storage area – so that was updated as well. Mr. Kruszewski asked if they could show a 3 dimensional sketch next time, if possible. Mr. Patterson reminded Anchor they were going to add vertical pieces to the office area to add accent to that portion of the building. Mr. Kement will bring that back to the office to get these added on to the drawing.

A Motion was made by Glenn Patterson, seconded by Ray Valentini To accept the Exterior Conceptual Elevation Plan that is dated 10/10/17 as submitted noting the small corrections will be made to those plans as discussed.

New Business Garbage Truck Canopy

This area will be 3-sided for the garbage trucks to plug in the trucks at night. The electrical for this building might be best served with overhead service. Anchor will check the pitch on this roof to see if solar panel is an option. It is good for the town to have the option and this would be one of the only areas good to put solar panels up as it is facing south.

Ground Water Remediation plan update

The wetland have been flagged, the test borings were completed. (8) The written reports are not ready yet, but should be soon. They only surprise was where the canopy building is going – there was more evidence of oil than expected. Anchor noted they would like to get more samples with the funds they already have to understand as best they can where the oil is moving to on the site. The staff from Anchor will be down to mark out new geo borings and begin the process to get these done as soon as possible so they have the answers. The plan is once the building is gone – dig down to water level – segregate & test the dirt. The hole will have oil floating on the top, this will need to be skimmed off and charcoal will be placed in the hole per the DEEP regulations for this type of work. The side walls will be tested and oxidation tablets will still be inserted to ensure it is treated properly. Anchor noted that once the map is updated with this information on it, they will reach out to the Environmental Planner and go over everything with her.

Design questions for the spec package

Mr. Kement will try to get questions for the committee to think about by the end of this week. He will email the question packet to Sandy and she will distribute them to the committee for discussion at the next meeting.

Mr. Kement stated the mechanical/electrical plan for the package would be basic and the contractors will come up with a sufficient package for this building. The writing would be they are required to meet all codes. The committee suggested to state the electrical panel should be big enough for future needs the town may have. Mr. Patterson remarked about electric cars and perhaps there would be more options like that in the future for Public Works vehicles / equipment. We should be ready.

Mr. Long spoke with the committee. He said he met with his crew and showed them the plans. The crew had some suggestions for the committee to think about. The general consensus for the wash bay is to have two -mounted swivel hoses to get the trucks cleaned properly. They suggest an epoxy painted . They think that perhaps radiant heat in the floor of the wash bay would assist with melting the snow off the trucks. They also wondered if they would have drop down power in the . The other thing that was brought up was more toilets and fewer showers in the men’s room. The committee will address these options as the process allows.

Mr. Kement also showed the committee options for the exterior and roof line. They have been showing a sand color on the walls and a green roof. They had another option of gray walls and blue roof. The committee will need to get opinions from the Selectman in town on this decision.
