Published for the first time more than a decade ago as a booklet in a modest cyclostyled shape by the Cultural Department of the Indonesian Embassy in India, it has been revised several times in Jakarta in the same form to keep up to date with new discoveries and current theories. Since it seemed to have filled a need felt by foreigners as well as Indonesians to obtain an elementary knowledge of Indonesia's past, it has been thought wise to publish it now in a printed form with the aim to reach a larger public than before. -

By Max Lane* EXECUTIVE SUMMARY This year marks the 50th anniversary of the events of 30 September, 1965 and its aftermath. Amidst heightened discussion of the matter, President Widodo, on behalf of his government, stated that there would be no state expression of being sorry for the large scale massacres of 1965. He attended conventional activities on the anniversary consistent with the long-term narrative originating from the period of Suharto’s New Order. At the same time, there are signs of a gradual but steady erosion of the hegemony of the old narrative and an opening up of discussion. This is not driven by deliberate government policy, although some government decisions have facilitated the emergence of a generation for whom the hegemonic narrative holds less weight. The processes weakening the old hegemony have also been fostered by: a) Increased academic openness on the history of the period, both in and outside of Indonesia. b) More activity by lawyers, activists, researchers as well as former political prisoners demanding state recognition of human rights violations in 1965 and afterwards. c) A general attitude to educational processes no longer dominated by indoctrination concerns. 1 ISSUE: 2015 NO.66 ISSN 2335-6677 Hegemony may be slowly ending, but it is not clear what will replace it. *Max Lane is Visiting Senior Fellow with the Indonesia Studies Programme at ISEAS- Yusof Ishak Institute, and has written hundreds of articles on Indonesia for magazines and newspapers. -

Whereas multilateral development banks such as the World Bank advocate the market-based Public-Private Partnership (PPP) aimed at attracting private finance and deepening marketized governance, China is forging a state-capitalist alternative through its Belt and Road Initiative. These models are far from mutually exclusive. Through a conjunctural approach, this research examines the broader trade and financial interdependencies in which these models are entangled, and the geopolitical and geoeconomic objectives enframing the emergent infrastructure regime. Developing nations caught in the crosscurrents of these approaches and interests face uncertain risks and possibilities. In Indonesia I show how these approaches are grounded in ii infrastructure projects, framed by competition between China and Japan. Specifically, in Jakarta, I examine the coming together of these models, visions and practices as they articulate with the political-economies of city and state, and their path-dependent restructuring precipitated by the speculative 1997 Asian Financial Crisis. -

Abstract In 1953 Aarne Koskinen’s book, The Missionary Influence as a Political Factor in the Pacific Islands, appeared on the shelves of the academic world, adding further fuel to the longstanding debate in anthropological and historical studies regarding the role and effects of missionary activity in colonial settings. Koskinen’s finding supported the general view amongst anthropologists and historians that missionary activity had a negative impact on non-Western populations, wiping away their cultural templates and disrupting their socio-economic and political systems. This attitude towards mission activity assumes that the contemporary non-Western world is the product of the ‘West’, and that what the ‘Rest’ believes and how it lives, its social, economic and political systems, as well as its values and beliefs, have derived from or have been implanted by the ‘West’. This postulate has led to the denial of the agency of non-Western or colonial people, deeming them as ‘history-less’ and ‘nation-less’: as an entity devoid of identity. But is this postulate true? Have the non-Western populations really been passive recipients of Western commodities, ideas and values? This dissertation examines the role that Christianity, the ideology of the West, the religion whose values underlies the semantics and structures of modernisation, has played in the genesis and rise of West Papuan nationalism. -

Hamid Fahmy Zarkasyi THE RISE OF ISLAMIC RELIGIOUS-POLITICAL MOVEMENTS IN INDONESIA The Background, Present Situation and Future1 Hamid Fahmy Zarkasyi The Institute for Islamic Studies of Darussalam, Gontor Ponorogo, Indonesia Abstract: This paper traces the roots of the emergence of Islamic religious and political movements in Indonesia especially during and after their depoliticization during the New Order regime. There were two important impacts of the depoliticization, first, the emergence of various study groups and student organizations in university campuses. Second, the emergence of Islamic political parties after the fall of Suharto. In addition, political freedom after long oppression also helped create religious groups both radical on the one hand and liberal on the other. These radical and liberal groups were not only intellectual movements but also social and political in nature. Although the present confrontation between liberal and moderate Muslims could lead to serious conflict in the future, and would put the democratic atmosphere at risk, the role of the majority of the moderates remains decisive in determining the course of Islam and politics in Indonesia. Introduction The rise of Islamic political parties and Islamic religious movements after the fall of Suharto was not abrupt in manner. LEWIS Ritual and reflexes of lost sovereignty in Sikka, a regency of Flores in eastern Indonesia In 1993 some among the Sikkanese population of the town of Maumere on the north coast of Flores in eastern Indonesia attended a ritual to reconcile the members of two branches of the family of the rajas of Sikka, a dynasty that had once ruled the district.1 The two branches had fallen out over differences in opinion about the last succession to the office of raja a few years before the end of the rajadom in the late 1950s. A description of the ritual, which was conducted in an urban rather than a village setting, and an analysis of the performance demonstrate much about the persistence of elements of the old Sikkanese religion in modern Sikkanese society. The contemporary Sikkanese are Christians and the regency of Sikka is part of the modern Indonesian nation-state. Thus the performance of a ritual of the old Sikkanese religion in urban Maumere is sufficiently interesting to merit attention. But when seen in relation to events that unfolded during the final years of the rajadom of Sikka, the ritual reveals the continuing importance of ideas about Sikka’s past sovereignty in contemporary Sikkanese affairs and suggests that conceptions of polity, rulership, and the idea of Sikkanese sovereignty are still in force two generations after the era of Sikkanese political sovereignty ended. 1 This essay was conceived while I was a visitor at the Institutt for Sosialantropologi of the University of Bergen, Norway, from 15 January to 15 July 2004, and was completed in draft during a season of fieldwork on Flores in January–February 2005.
