(B) Kedah, satu (1) di Negeri Kelantan, satu (1) di Negeri Terengganu, dua (2) di Negeri Perak, dua (2) di Negeri Sembilan, lima (5) di Negeri Melaka dan lapan (8) di Negeri Johor. 3. Jumlah bilangan pemilih seramai 9,301,041 orang dalam Daftar Pemilih semasa iaitu P.U. (B) 217/2016 yang telah diperakui oleh Suruhanjaya Pilihan Raya dan diwartakan pada 13 Mei 2016 dan dibaca bersama P.U. (B) 399/2016 bertarikh 6 September 2016 telah diguna pakai bagi maksud kajian semula persempadanan bahagian-bahagian pilihan raya Persekutuan dan Negeri di dalam Negeri-Negeri Tanah Melayu (kecuali Negeri Selangor). 4. Butiran syor yang dicadangkan bagi Negeri-Negeri Tanah Melayu (kecuali Negeri Selangor) berkenaan dengan bahagian-bahagian pilihan raya Persekutuan dan Negeri yang baharu, pindaan dan perubahan nama sedia ada bagi bahagian-bahagian pilihan raya Persekutuan dan Negeri dan bahagian-bahagian pilihan raya Persekutuan yang terlibat dalam semakan semula dan tersentuh oleh syor tersebut dinyatakan dalam Jadual Pertama. 5. Berikutan kajian semula persempadanan bahagian-bahagian pilihan raya Persekutuan dan Negeri ini, bilangan pemilih bagi bahagian-bahagian pilihan raya Persekutuan dan Negeri dalam Negeri-Negeri Tanah Melayu (kecuali Negeri Selangor) dinyatakan dalam Jadual Kedua. 6. Satu salinan syor-syor yang dicadangkan itu berserta dengan rang pelan bahagian-bahagian pilihan raya bagi Negeri-Negeri Tanah Melayu (kecuali Negeri Selangor) dan rang pelan bahagian-bahagian pilihan raya bagi Negeri yang berkenaan boleh diperiksa mulai 8 Mac 2017 hingga dan termasuk 7 April 2017 semasa waktu pejabat biasa di tempat-tempat yang dinyatakan dalam Jadual Ketiga. 7. Menurut seksyen 4(b), Bahagian II, Jadual Ketiga Belas, Perlembagaan Persekutuan, representasi mengenai syor yang dicadangkan boleh dibuat kepada Suruhanjaya Pilihan Raya dalam masa satu bulan selepas tarikh penyiaran Notis ini. 2 P.U. (B) 8. Selaras dengan seksyen 5, Bahagian II, Jadual Ketiga Belas, Perlembagaan Persekutuan, pihak-pihak yang boleh membuat representasi membantah syor yang dicadangkan itu adalah: (a) Kerajaan Negeri; atau (b) mana-mana pihak berkuasa tempatan yang keseluruhan atau sebahagian kawasannya termasuk di dalam bahagian-bahagian pilihan raya yang tersentuh oleh syor itu; atau (c) sekumpulan orang seramai satu ratus orang atau lebih yang nama mereka ditunjukkan dalam daftar pemilih semasa bagi bahagian-bahagian pilihan raya yang berkenaan. 9. Apa-apa representasi membantah syor yang dicadangkan hendaklah dikemukakan secara bertulis kepada Suruhanjaya Pilihan Raya dan dialamatkan kepada Pegawai Pilihan Raya Negeri yang berkenaan seperti yang dinyatakan dalam Jadual Keempat. 3 P.U. (B) FEDERAL CONSTITUTION Clause (2) of Article 113 NOTICE UNDER SECTION 7 OF PART II OF THE THIRTEENTH SCHEDULE TO THE FEDERAL CONSTITUTION PROPOSED RECOMMENDATIONS FOR FEDERAL AND STATE CONSTITUENCIES IN THE STATES OF MALAYA (EXCEPT THE STATE OF SELANGOR) AS REVIEWED BY THE ELECTION COMMISSION IN 2017 TAKE NOTICE that the Election Commission, in accordance with the requirements of Clause (2) of Article 113 of the Federal Constitution, has reviewed the division of the States of Malaya (except the State of Selangor) into Federal constituencies and State constituencies after conducting the first local inquiry from 31 October 2016 until 28 February 2017 under section 5 of Part II of the Thirteenth Schedule to the Federal Constitution. 2. Consequent upon the review, the Election Commission has decided under section 7 of Part II of the Thirteenth Schedule to the Federal Constitution to revise the proposed recommendations and proposes to recommend in their report (except for the State of Selangor) the following recommendations: (a) no alteration in the number of Federal constituencies for the States of Malaya; (b) no alteration in the number of the State constituencies for the States of Malaya; (c) there are amendments and alterations made to the names of the Federal constituencies involving seven (7) Federal constituencies in the States of Malaya that is one (1) in the State of Kedah, two (2) in the State of Perak, one (1) in the State of Negeri Sembilan, one (1) in the State of Melaka and two (2) in the State of Johor; and (d) there are amendments and alterations made to the names of the State constituencies involving twenty (20) State constituencies in the States of Malaya that is one (1) in the State of Kedah, one (1) in the State of 4 P.U. (B) Kelantan, one (1) in the State of Terengganu, two (2) in the State of Perak, two (2) in the State of Negeri Sembilan, five (5) in the State of Melaka and eight (8) in the State of Johor. 3. The total number of 9,301,041 electors in the current Electoral Rolls that is P.U. (B) 217/2016 which was endorsed by the Election Commission and gazetted on 13 May 2016 and read together with P.U. (B) 399/2016 dated 6 September 2016 are used for the purpose of the review of the delimitation of the Federal and State constituencies in the States of Malaya (except the State of Selangor). 4. Particulars of the proposed recommendations for the States of Malaya (except the State of Selangor) regarding the new Federal and State constituencies, amendments and alterations to the existing names of the Federal and State constituencies and the Federal constituencies involved in the revision and affected by the proposed recommendations are specified in the First Schedule. 5. Due to this review of the delimitation of the Federal and State constituencies, the number of electors for the Federal and State constituencies in the States of Malaya (except the State of Selangor) are specified in the Second Schedule. 6. A copy of the proposed recommendations together with the draft constituencies plan for the States of Malaya (except the State of Selangor) and draft constituencies plan for the respective States may be inspected from 8 March 2017 up to and including 7 April 2017 during normal office hours at the places specified in the Third Schedule. 7. According to section 4(b) of Part II of the Thirteenth Schedule to the Federal Constitution, representations with respect to the proposed recommendations may be made to the Election Commission within one month after the date of publication of this Notice. 8. In accordance with section 5 of Part II of the Thirteenth Schedule to the Federal Constitution, parties who can make representations objecting to the proposed recommendations are: (a) the State Government; or 5 P.U. (B) (b) any local authority whose area is wholly or partly comprised in the constituencies affected by the recommendation; or (c) a body of one hundred or more persons whose names are shown on the current electoral rolls of the constituencies in question. 9. Any representations objecting to the proposed recommendations shall be submitted in writing to the Election Commission and addressed to the respective State Election Officers as specified in the Fourth Schedule. 6 P.U.     PRU-13: Pemuda BN Kelantan tekad balas kepercayaan parti Utusan Online 16 APRIL 2013 KOTA BHARU 16 April - Pemuda UMNO Kelantan berjanji akan bekerja keras untuk membantu kemenangan Barisan Nasional (BN) Kelantan pada Pilihan Raya Umum Ke-13 (PRU-13) selepas enam ketua pemuda UMNO bahagian negeri ini diberi kepercayaan bertanding di dua kerusi Parlimen dan empat kerusi Dewan Undangan Negeri (DUN). Ketua Pemuda UMNO Kelantan, Anuar Safian, 42, yang akan bertanding di Parlimen Kubang Kerian berkata, gerak kerja Pemuda telah bermula sejak beberapa tahun lalu dan akan diteruskan bagi memastikan sokongan golongan muda kembali kepada BN. "Pertama sekali saya bersyukur kerana diberi kepercayaan untuk bertanding kerusi Parlimen Kubang Kerian yang kita tahu pada 2008 menjadi milik Pas, tetapi saya berjanji kali ini saya dengan barisan Pemuda akan bekerja bersungguh-sungguh. "Secara keseluruhannya, ia adalah berita baik apabila Pemuda turut diberi kepercayaan untuk bertanding di empat DUN dan tidak menjadi masalah kerana gerak kerja Pemuda untuk menarik sokongan pengundi muda sudah pun bermula," katanya. Beliau yang juga Ketua Pemuda UMNO Kubang Kerian berkata demikian ketika ditemui selepas pengumuman calon BN Kelantan bagi menghadapi PRU-13 oleh Pengerusi BN Kelantan, Datuk Seri Mustapa Mohamed di Bangunan UMNO negeri di sini hari ini. Selain Anuar, Ketua Pemuda UMNO Kuala Krai, Tuan Aziz Tuan Mat, 44, turut dipilih untuk bertanding di kerusi Parlimen Kuala Krai. Tuan Aziz merupakan calon BN yang bertanding pada pilihan raya kecil Manek Urai pada tahun 2009. Sementara itu, empat kerusi DUN yang menampilkan calon Pemuda adalah, Tuan Anuwa Tuan Mat, 41, Pengkalan Pasir; Mohd. International Trade and Industry Minister Mustapa Mohamed said it should act fast as residents had been facing the problem for a long time. "This problem can be rectified if the people reject PAS at the next general election," he said after visiting victims in Thirteen Avenue Garden, Kubang Kerian today. More than 70 families had to evacuate their homes following flooding four days ago. The Kelantan Umno liaison chairman said BN had spent RM10 million improving the drainage system in Pengkalan Pasir after capturing the seat in 2005. "The flood problem in Pasir Mas is not as bad as before. Kelantan people have to make a wise decision," said Mustapa. Muhd Rusli Salleh, 42, said residents had been facing flooding for five years every monsoon season. "Lack of drainage means that we have to face four floods in a year. Elected PAS and state representatives are nowhere to be seen," he added.     VOTERS’ PERCEPTIONS ON THE MEMBERS OF PARLIAMENT (MPs) OF BUKIT KATIL AND KOTA MELAKA BY NUR AMALINA BINTI MUHAMMAD NOR A dissertation submitted in fulfilment of the requirement for the degree of Master of Human Sciences (Political Science) Kulliyyah of Islamic Revealed Knowledge and Human Sciences International Islamic University Malaysia FEBRUARY 2012 ABSTRACT This study analyzes the perceptions of Malay and Chinese voters on the performance of their Members of Parliament (MPs) and their level of satisfaction with MPs in Bukit Katil and Kota Melaka parliamentary constituencies in Melaka. The data were collected through questionnaires from a stratified sample of 320 respondents of the two constituencies. In addition, references are made to books, journals, reports, and electronic sources. The data thus collected were analyzed by using the Statistical Package for the Social Sciences Program (SPSS). The study uses the framework developed by the National Democratic Institute. The study found that the residents of the two constituencies are not totally satisfied with their MPs even though they agreed on certain items. The six hypotheses which guided this thesis are confirmed. Barisan Nasional (BN) berjaya mengekalkan pemerintahan di Malaysia namun bagi di negeri Kelantan, BN terus ditolak oleh rakyat Kelantan. Rakyat Kelantan terus memberi mandat kepada Parti Islam Se-Malaysia (PAS) untuk penggal ke-6 berturut-turut apabila berjaya menguasai majoriti 2/3 kerusi DUN dengan PAS menang 32 kerusi, BN 12 kerusi manakala Parti Keadilan Rakyat (PKR) satu kerusi. Apa yang uniknya pilihan raya di Kelantan, pertembungan dua parti politik Melayu ini sering kali memperlihatkan persaingan sengit antara dua buah parti ini. BN terus ditolak oleh rakyat Kelantan terutama di kawasan bandar dan pekan-pekan kecil di Kelantan. Berdasarkan temubual dengan beberapa pemimpin parti politik di Kelantan dan rujukan bahan sekunder, dapatan kajian menunjukkan bahawa faktor utama BN terus ditolak oleh rakyat Kelantan adalah kepimpinan Tok Guru Nik Abdul Aziz disamping kegagalan Gelombang Merah di Kelantan serta sokongan pengundi bandar kepada PAS.

    Penang Institute’s Simple Guide to the Election Commission’s Constituency Delimitation Review Report for the States of Malaya Dr Wong Chin Huat Yeong Pey Jung Ooi Kok Hin Nidhal Mujahid Kenneth Cheng Chee Kin March 23, 2018 1 Introduction The Election Commission (EC)’s final recommendations for the delimitation of parliamentary and state constituencies in the States of Malaya have been tabled in the Parliament on March 22 (Thursday) and a draft parliamentary order to bring the recommendations in force will be debated and voted upon on March 28 (Wednesday). The draft order will only need 111 votes to be passed. Possibly determining the outcome of at least the next two elections, this will be one of the most important decisions made by this Parliament. Unreasonably, Parliamentary Speaker Tan Sri Pandikar Amin Mulia has ordered for the report, in 2 volumes and at more than 1,000 pages, to be embargoed until March 28. This has hindered Malaysians from understanding and debating on the report before the parliamentarians cast their votes. It also places tremendous pressure on media practitioners to digest the details and summarise them meaningfully for the public. In the spirit of participative democracy, Penang Institute’s researchers, who have worked on constituency delimitation for more than five years, produced a simple guide on how to digest and dissect the report when you finally do get hold of it. We include here state-by-state factsheets with electorate size for all federal and state constituencies in three earlier stages: status quo, 1st recommendations and 2nd recommendations, which are not provided in the report.
