At week’s end, our heroine is tied to railroad tracks as a steaming locomotive rounds the bend. Stay tuned. In recent years the public has heard allegations of Aldi bags stuffed with cash and delivered to NSW Labor’s Sussex Street HQ by Chinese property developer Huang Xiangmo. In 2013 corruption findings were made against former Labor ministers Eddie Obeid and Ian Macdonald. The following year, Liberal premier Barry O’Farrell resigned after ICAC obtained a handwritten note that contradicted his claims he did not receive a $3000 bottle of Grange from the head of Australian Water Holdings, a company linked to the Obeids. The same year ICAC’s Operation Spicer investigated allegations NSW Liberals used associated entities to disguise donations from donors banned in the state, such as property developers. Ten MPs either went to the crossbench or quit politics. ICAC later found nine Liberal MPs acted with the intention of evading electoral funding laws, with larceny charges recommended against one. Years earlier there was the sex-for- development scandal, set around the “Table of Knowledge” at a kebab shop where developers met officials from Wollongong council. -

The ICAC's Operation Spicer report also says a host of former Liberal MPs including former police minister Mike Gallacher, Mr Hartcher, Tim Owen, Andrew Cornwell, Garry Edwards, Chris Spence as well as former Newcastle Lord Mayor Jeff McCloy "acted with the intention of evading laws" under the Election Funding, Expenditure and Disclosures Act. Operation Spicer's big three findings The Independent Commission Against Corruption has recommended criminal charges following its investigation into political fundraising. Sean Nicholls reports. As well, ICAC has found that Hunter Valley property developer Hilton Grugeon, Mr Hartcher and his former staff member Tim Koelma are among those who "acted with the intention of evading the election funding laws relating to caps on political donations". Former Liberal MPs Craig Baumann and Darren Webber as well as Liberal identity Nick Di Girolamo have been found to have evaded election funding laws relating to disclosure, while another former Liberal MP, Bart Bassett, has been found to have "knowingly solicited a political donation from a property developer". -

But so vast are her mining assets that Rinehart, chairman of Hancock Prospecting, maintains her position as Australia’s richest person in 2015. Work is continuing on her $10billion Roy Hill project in Western Australia, although it has been hit by doubts over its short-term viability given falling commodity prices and safety issues. Rinehart is pressing ahead and expects the first shipment late in 2015. Most of her wealth comes from huge royalty cheques from Rio Tinto, which mines vast swaths of tenements pegged by Rinehart’s late father, Lang Hancock, in the 1950s and 1960s. Rinehart's wealth has been subject to a long running family dispute with a court ruling in May that eldest daughter Bianca should become head of the $5b family trust. 2. Visy is Australia’s largest private company by revenue and the biggest Australian-owned employer in the US. Pratt inherited the Visy leadership from his late father Richard in 2009, though the firm’s ownership is shared with sisters Heloise Waislitz and Fiona Geminder. -

Photo: Kate Geraghty FORMER minister Eddie Obeid's family has controlled some of Circular Quay's most prominent publicly-owned properties by hiding its interests behind a front company. A Herald investigation has confirmed that Mr Obeid and his family secured the three prime cafes in 2003 and that for his last nine years in the upper house he failed to inform Parliament about his family's interest in these lucrative government leases. Photo: Mick Tsikas For the first time, senior officials and former cabinet ministers Carl Scully and Eric Roozendaal have confirmed Mr Obeid's intervention in the lease negotiations for the quay properties, including seeking favourable conditions for the cafes, which the Herald can now reveal he then secretly acquired. Crucially, when the former NSW treasurer Michael Costa had charge of the waterfront, he put a stop to a public tender scheduled for 2005 that might have threatened the Obeids' control over two of the properties. Mr Obeid was the most powerful player inside the NSW Labor Party for the past two decades, and was described in 2009 by the deposed premier Nathan Rees as the party's puppet-master. Eddie Obeid. HURLSTONE AGRICULTURAL HIGH SCHOOL SITE BILL 2009 Second Reading The Hon. CHARLIE LYNN [11.40 a.m.]: I move: That this bill be now read a second time. This is a bill for an Act to require the Hurlstone Agricultural High School site to be retained for educational purposes. The objects of the bill are to ensure that the Hurlstone Agricultural High School site remains in public ownership and to limit the use of the site to that of a government school. Clause 1 sets out the name of the proposed Act. Clause 2 provides for the commencement of the proposed Act on the date of assent to the proposed Act. Clause 3 defines the Hurlstone Agricultural High School site and contains other interpretative provisions. Clause 4 specifies the objects of the proposed Act, as referred to in the overview I have just given. Clause 5 prohibits the Hurlstone Agricultural High School site from being sold, transferred, leased or otherwise alienated. Clause 6 restricts development of the site so that it can be used only for the purposes of a government school. Clause 7 prevents any development of the site from becoming a project to which part 3A of the Environmental Planning and Assessment Act 1979 applies. Hurlstone Agricultural High School is a selective high school of excellence located in a diminishing green belt on the south-western fringe of the Sydney metropolitan area. The origins of the school are steeped in our history. It began in 1878 with a vision by John Kinloch to establish his own school, the Hurlstone School and College, named in honour of his mother. -

I seek leave to incorporate my second reading speech in Hansard. Leave granted. In 1995 the Labor Government introduced the Ports Corporatisation and Waterways Management Act. This groundbreaking legislation dissolved the old Maritime Services Board and created the three port corporations of Sydney, Newcastle and Port Kembla. The port corporations were established with a charter to operate efficiently on a commercial basis, to maximise the State's investment and to promote trade through their facilities. Each of the port corporations are also required to carry out certain port safety functions under their port safety operating licence. The Act introduced new commercial disciplines and management accountabilities. Cross—subsidisation between the major ports has been eliminated. Many benefits have flown from this initiative, including increased efficiencies and a corresponding reduction in costs. Greater trade has been attracted to the ports and the adjacent regions. A clear signal was sent to the business community that this Government is committed to achieving greater economic growth for the State. ———— The ports are an integral link in the freight logistics chain handling $60 Billion of trade in New South Wales. The port of Botany is now the second largest container port in Australia. -

AUSTRALASIAN PARLIAMENTARY REVIEW Trust and Political Behaviour Jonathan O’Dea1 Member for Davidson in the New South Wales Legislative Assembly INTRODUCTION: THE DECLINE IN TRUST Trust is the most important asset in politics. Trust can generate community and business confidence, leading to economic growth and improved political success for an incumbent government. The more a government is trusted, the more people and business will generally spend and invest, boosting the economy. People are also more likely to pay their taxes and comply with regulations if they trust government. Trust promotes a social environment of optimism, cohesion and national prosperity. When trust is lost, it is difficult to win back. Where it is eroded, a general malaise can develop that is destructive to the essential fabric of society and operation of democracy. Unfortunately, in Australia and internationally, there has been a growing erosion of trust in politicians and in politics. People are losing trust in institutions including governments, charities, churches, media outlets and big businesses. In a recent Essential Poll, 45 percent of those surveyed said they had no trust in political parties, 29 percent had no trust in state parliaments and 32 percent had no trust in federal Parliament.2 Since 1969, when Australians were first surveyed about their trust in politicians, the proportion of voters saying government in Australia could be trusted has fallen from 51 percent to just 26 percent in 2016, while the number of voters who believe ‘people in government look after themselves’ has increased from 49 percent to 75 1 An earlier version of this paper was presented at the Australasian Study of Parliament Group Conference held in Brisbane on 18-20 July 2018. -

University of Southern Queensland Faculty of Engineering and Surveying Own Identification of contributing factors for the success of toll roads in Australia under Public Private Partnerships A Dissertation submitted by Mr Luke Diffin In fulfilment of the requirements of Bachelor of Engineering (Civil) October 2015 ABSTRACT In Australia, Public Private Partnerships (PPPs) have been established as a common method for governments to deliver major road infrastructure projects. Success of PPPs has varied when measured against Government, Community, Market and Industry interests. Some projects have failed financially while still having a positive impact on the community. Other projects have failed to reach delivery stage as a result of community objections. The holistic success of PPP toll roads is ultimately determined by the needs of major project participants being satisfied in an unbiased equilibrium manner. PPP toll roads delivered in Sydney, Brisbane and Melbourne have had varying degrees of financial success, however there are other vitally important factors to be considered. Tollways directly contribute to travel time savings, vehicle operating cost savings, reduced accidents and vehicle emissions and can make a contribution to the overall economic performance of a city. Therefore these pieces of infrastructure contribute to society as a whole and not just the investors who provide capital for the projects. Even with recent financial failings of PPP toll roads, Governments within Australia are still actively pursuing the PPP model to deliver road infrastructure. Lessons must be learnt from past failures to ensure the successful delivery and operation of future projects. Overall success will be a result of finding a balance between the needs of Government, Private Sector and Society.
