Domestic & International Travel Update and Guidelines REF: ADV INTLN20-014 Dated 13 March 2020 Page 1 of 3 Domestic & International Travel Update and Guidelines In compliance with the directive of the Philippine government to restrict domestic air travel to and from Manila to help prevent the spread of COVID-19, Philippine Airlines is compelled to cancel domestic flights to/from Manila while maintaining international operations. We will likewise maintain domestic flights to/from our other domestic hubs. Details as follows: Manila domestic flights - All domestic flights to and from Manila (MNL/ NAIA) shall be cancelled from March 15 to March 21, 2020. - We shall announce in due course the status of Manila domestic flights for the period beyond March 21 up to April 14, based on the day to day assessment of the government authorities on the COVID-19 community quarantine situation. - For March 13 and 14, we are upgrading certain flights between Manila and Cebu, as well as between Manila and Davao, to help accommodate any surge in passenger flight needs. - For March 14, we are also operating extra flights on the following sectors, also to help support the needs of the traveling public: · PR 4139 Manila - Tagbilaran · PR 4140 Tagbilaran - Manila · PR 4133 Manila - Tacloban · PR 4134 Tacloban - Manila · PR 5039 Manila - Iloilo · PR 5040 Iloilo - Manila · PR 5035 Manila - Zamboanga · PR 5036 Zamboanga - Manila · PR 5033 Manila - Bacolod · PR 5034 Bacolod - Manila REF: ADV INTLN20-014 Dated 13 March 2020 Page 2 of 3 Domestic flights to/from other hubs - We shall maintain our domestic flights between other points in the Philippines and our other domestic hubs (Cebu, Clark, etc). - In addition to this, we are coordinating with the national government authorities on a number of travel regulations issued by different provincial local governments, and we shall announce any adjustments to our operations or schedules should they be affected as a result. International flights - We are maintaining our international flights to and from Manila, as well as our international flights to and from other Philippine hubs, i.e., Cebu. - However, we maintain previously announced flight suspensions on routes to/from mainland China, Hong Kong, Doha and Macau, as well as flight reductions to Taipei and South Korea. – We are compelled to cancel the following services to and from Dammam and Riyadh in the Kingdom of Saudi Arabia, from March 15 to March 21, due to travel restrictions imposed by local authorities: · PR682 Manila – Dammam · PR683 Dammam – Manila · PR654 Manila – Riyadh · PR655 Riyadh – Manila REF: ADV INTLN20-014 Dated 13 March 2020 Page 3 of 3 IMPORTANT NOTE FOR MANILA PASSENGERS (INTERNATIONAL): For the period 15 March to 14 April, all passengers arriving in Manila will be advised to stay within the boundaries of Metro Manila to comply with the community quarantine regulations. According to latest government rules, flights departing from Manila to overseas countries may only carry passengers originating within the boundaries of Metro Manila (thus, travelers originating from outside Metro Manila are requested to fly out of other Philippine gateways, e.g., Cebu or Clark, for the duration of the Metro Manila quarantine period). PASSENGER GUIDELINES: Affected passengers of cancelled flights have the following options: 1. Rebook their flight to a new travel date within the original ticket validity, with rebooking fees waived. Pax to be re-booked in same RBD. If only a higher RBD is available, Fare difference must be collected. 2. Reroute their ticket on the same fare class without rerouting charges. Fare difference rules apply. 3. WAIVER CODE IS NOT APPLICABLE TO REFUNDS. CANCELLATION/REFUND/NO SHOW FEES AS PER FARE RULES APPLY FOR ALL TICKETS. Lawson tudies of the foreign policies of the Gulf Cooperation Council (GCC) countries usually ignore import- S ant initiatives that have been undertaken with regard to the Bab al-Mandab region, an area encom- passing the southern end of the Red Sea, the Horn of Africa and Yemen. Saudi Arabia, Qatar and the United Arab Emirates (UAE) have become actively involved in this pivotal geopolitical space over the past decade, and their relations with one another exhibit a marked shift from mutual complementarity to recip- rocal friction. Escalating rivalry and mistrust among these three governments can usefully be explained by what Glenn Snyder calls “the alliance security dilemma.”1 Shift to sustained intervention Saudi Arabia, Qatar and the UAE have been drawn into Bab al-Mandab by three overlapping develop- ments. First, the rise in world food prices that began in the 2000s incentivized GCC states to ramp up investment in agricultural land—Riyadh, Doha and Abu Dhabi all turned to Sudan, Ethiopia, Kenya and Uganda as prospective breadbaskets.2 Doha pushed matters furthest by proposing to construct a massive canal in central Sudan that would have siphoned off more than one percent of the Nile River’s total annual downstream flow to create additional farmland.

As a result, Beijing has acquiesced to the Saudi-led military campaign in Yemen. • Although not taking a prominent leadership role, China has supported regional and interna- tional initiatives to mitigate the conflict, including the Gulf Cooperation Council Initiative, the National Dialogue Conference, and UN-led peace talks. • As Yemen’s major trade partner, China has an outsized economic presence in the country and can play a significant economic role in Yemen’s postwar reconstruction through its Belt and Road Initiative. Introduction China is playing a supportive, though low-key, role in international efforts to propel Yemen’s peace process in response to one of the world’s greatest humanitarian crises. Crew related issues and COVID-19 Section deals with the harmonized approach to the issues of crew change (MLC 2006) and STCW certification. Given consideration of the third video meeting of IMO with regional PSC regimes on harmonized actions at the time of pandemic of COVID-19, Tokyo MOU PSC Committee decided to publish the guidance on the website so as to inform the industry and other stakeholders of measures taken by Tokyo MOU.
