The WCPUs were established by NAMPOL to provide sensitised and integrated services to victims of violence Region and Scope of Service and many forms of abuse. More specifically, the WCPUs Khomas (Windhoek take on cases involving rape, sodomy (and attempted Erongo (Walvis Bay) rape or sodomy), indecent assault and assault with in- Hardap (Mariental) tent to do grievous bodily harm - especially where the Karas (Keetmanshoop) victim (female or male) is under 18 years of age; crimes Opuwo (Oshakati) which contravene section 18(l) of the Children’s Act 33 Oshikoto (Tsumeb) of 1960, such as the abuse, neglect, abandonment and Katima Mulilo abduction of children, childstealing and incest; and re- Otjiwarongo peat domestic violence offences. The WCPUs essen- Eenhana tially: Rehoboth provide police protection; Lüderitz offer a sympathetic ear to traumatised victims of Gobabis rape, battering and other forms of assault; Rundu provide temporary shelter for victims in dire need Outapi of protection-, counsel, advise and refer victims to other agencies Affiliations as deemed necessary, such as the State Hospital, Multimedia Campaign on the Directorate of Social Services in the Ministry of Violence Against Women & Children Health & Social Services, & the Legal Assistance Ministry of Health & Social Centre; Services assist with arresting and prosecuting perpetrators; respond to general enquiries on child maintenance, Interministerial Committee on Child child abuse and neglect, other problems involving Justice children, problems relating to alcohol and drug Child Justice Forum abuse, and other domestic problems. MAIN SERVICES These services are provided on a 24-hour basis. There are always two officers on standby equipped with two Law enforcement way radios and radio-page equipment. Victims normally Protection remain at the unit for 2½ hours on average to allow for Shelter (temporary) a proper investigation to be conducted. The units have Counselling a fully-equipped medical examination room with a doc- Advice tor on call. The units do not have overnight facilities but Referral refer victims to shelters or use state hospital facilities if Aftercare and follow-up shelter is needed. Transport to the shelter is provided. Training (counselling) Job-sseking assistance Social workers are only at hand for counselling during working hours (due to financial constraints), but vic- NOTES / ADDITIONS / CHANGES tims are referred for counselling the next day, or on .............................................................. Monday if the incident occurred over the weekend. Counselling is offered for women, children, men (but .............................................................. not abusers - see next page), couples and families. .............................................................. Where a case will involve a legal abortion, pre-coun- selling and aftercare services are provided. (Continued overleaf) 50 Counselling is provided for: IMPORTANT NOTE children who are victims of sexual assault and other forms of abuse; The services of different WCPUs may vary men in need of therapy and general advice on in minor respects, e.g. the minimum period marriage and family-related problems, but of stay at a shelter. This is due to regional abusers such as rapists are referred elsewhere variances in service development generally, for counselling; but all the main services listed on these couples
