Conceptually, sustainable urban housing conditions could be realized through the provision of decent housing for all, which involves the role of government and policy-making. In dealing with urban housing insufficiency, the Government of Indonesia has introduced a housing ownership program for low to middle income people. However, housing ownership does not automatically present its incentives as the implementation of a sustainability idea requires the consideration of local context. This paper exposes the condition of low to middle income housing policy implementation in relation to urban housing sustainability. The fact that about 40.2% of low to middle income houses within the municipality of Bekasi, in West Java, Indonesia, are categorised as abandoned ones indicate the importance of local context consideration in dealing with sustainable urban housing objectives. Sampling method in this research is using random sampling by collecting the sample at several places. The parameters tested are a physical analysis such as temperature and EC (Electrical Conductivity). The result shown that a) the clean water and laundry water has temperature in the range of 30°C – 32°C , b) EC value of clean water is in the range of 130 - 250 µS/cm and EC value of laundry water is in the range of 310 - 440 µS/cm. Clean water is still safe for use in daily activities and laundry water is still safe to be thrown into the environment. Keywords: Water quality; laundry water, Jakarta; Bogor, Bekasi 1. Departing from the statement, through this article the researchers would like to explain the transformation within the ranking of the index. By using the theory of symbolic convergence, the results of the study show that such transformation has been the result of the action taken by the City of Bekasi Government. The stigma of being the most intolerant city has been stripped off by the City of Bekasi Government through a number of political programs and policies such as the deprivation of the discriminative policies, the provision of construction permit for several churches that used to be refuted by several mass organizations, and continuous campaigns of diversity (kebhinekaan).

Specifically, this article shall explore the northern region of Bekasi. The regency of Bekasi, which is very strategic due to its direct shared border with Jakarta, in addition to the fact that the land area is extensive, has made Bekasi the target of industrial development, especially in the southern area of Bekasi. This has had a real and viable impact on Bekasi’s PDRB (Produk Domestik Regional Bruto/Regional Gross Domestic Product). However, the industrial development has left behind one serious issue, the industrial waste that flows from the south to the north, which ends in the Sea of Java. On the other hand, the needs of housing from the workers in the eastern area of Jakarta and Bekasi as well as the price of the land that is still cheap, has made the northern region of Bekasi a favorite option for housing.
