New Beadle At the time of writing it is unclear if we will be out of Lockdown on the 2nd December 2020 or not, however the printed Baddesley Beadle is back! Distribution may be a problem in some areas because the Scouts are unable to help us this time, however Hazel & Keith Henser and Lesley Pimley will mobilise the troops and find new volunteers to fill the gaps. Almost everyone will receive this Beadle in early December, and there will be extras available in the Post Office, Chunkies Chippy, Beadles Tea Room, churches and hairdressers etc.

Well, what a strange and challenging year this has been! Girlguiding, like every other organisation, has had to adapt to a very different way of working. The first lockdown caught us, like everyone else, by surprise. Without any chance to prepare any alternatives, we just had to stop everything. Thus there were no face to face meetings for the whole summer term. Some packs started trying meetings online, with varying amounts of success. Keeping the girls attention proved quite difficult, although a virtual escape room was very successful. In July, once things started opening up again, some units made plans to meet up outdoors, so the girls could have some fun. Of course this involved a lot of extra paperwork, producing risk assessments to get permission to meet. As a result some packs managed one or two meetings outdoors during August. Those who managed to meet had a really good time. 7 Also in the summer a huge virtual sleepover was held for the girls, it had breakout rooms and many different activities and was greatly enjoyed by all. This term, more packs are meeting online. Some had started planning face to face meetings, but obviously this was once again stopped. Girlguiding has now started adapting the programme so that it works better online. This is a great help to those who are meeting and is enabling the girls to make progress with their usual badge work. Who knows what will happen next year? One thing is sure though, Girlguiding will still be finding ways to enable girls to come together, for the sake of their development and welfare. Not to mention having plenty of fun in a safe, secure environment.

INDEPENDENT CITROEN & PEUGEOT SPECIALISTS 13 NORTH BADDESLEY JUNIOR SCHOOL It was very pleasing to get all the classes back in school at the start of the term, although the school was operating in a very different way to normal with many new routines to be encompassed. Staggered start and end times, breaks and lunch periods, together with specified routes in to school all took time to get used to, but children and staff coped in a most commendable fashion. Various tweaks were made to the system as the term progressed, but overall, the school resumed operations very successfully.

A major change within the classrooms saw the children seated in rows rather than their usual groupings. This eased the maintenance of social distancing and proved very popular. In spite of the pessimism of the media and political arenas in general to the attitude of parents to sending children back to school, attendance at the Junior School generally reached around 96-97%, featuring highly among County figures.

Curriculum-wise, there has been great emphasis in trying to close the gap on the work lost in lockdown. Although, thanks to the praiseworthy efforts of staff in setting up online work, this was kept under much better control than might have been expected, it will still need a concentrated all-round effort to recover the position. Sadly, some areas of school life will take some time to get running fully again. Clubs, sports fixtures, music and other high contact areas will not be up and running until Covid regulations are relaxed. However, determined efforts have been made to keep other regular events going. Parent meetings were held by telephone, a very successful Harvest Festival supported local food banks and Year 4 were delighted to get on an outing to Butser Hill. Arrangements are getting in hand for next year's residential trips for Years 4 and 6.

Christmas activities will need to be restricted this year, but popular events such as Christmas shopping, a sponsored Christmas Jumper Day and Christmas dinner should stay on the agenda. As the Beadle goes to press, we do not know what leeway we shall all be permitted to celebrate over the festive season, but be assured that the children, staff and governors wish you all a very Happy Christmas and a prosperous and healthy New Year. 14

A big family. A whole lot of secrets. A Christmas to remember… This year, Lottie is hosting one last big family Christmas at the home she grew up in – just like her Nana would have wanted. But when her relatives descend on the old manor house, Lottie gets more than she bargained for. Every family has its secrets, but in this family, everybody has one! So, between cooking a Christmas dinner, keeping tensions at bay and a stray dog out of mischief, she has plenty on her plate (and not just misshapen sausage rolls and a frozen turkey). And then her first love shows up – nine years after he walked out of her life. Can Lottie make their last family Christmas one to remember… for the right reasons? ======It occurred to me, whilst reading this book, that there’s a significant chance we won’t be able to experience the traditional family Christmas we are all used to. In other words, the Christmas that Lottie is trying to share with her family. Conse- quently, whilst this was a lovely, festive read, I also found it quite poignant and encouraged me to reflect on what I wanted from Christmas 2020. I was pleased to be able to read Osborne’s festive treat and this book certainly did not disappoint. The writer has encapsulated everything we have come to associate with this festive time of year, from family and family bickering, to the stresses of The 15 Big Dinner, and even unexpected guests. I guess what I am trying to say is that all readers will recognise elements of their own past Christmases in this novel, making it all the more enjoyable. This book was a bit of an emotional roller coaster as well. It was not all about the love and comfort you expect from this time of year. The loss of Lottie’s Nana was really very touching and it reminded me of the importance of close family relationships. Everything that Lottie is trying to achieve by recreating Nana’s Christmas was admirable and courageous, especially in the face of grief and mourning. However, Osborne creates the perfect balance of emotions by adding drama and comedy along the way. On reflection, I imagine this range of feelings is what many can encounter at Christmas time; it isn’t always the squeaky, perfect time of year that the media would have us to believe. I loved how this story was so warm and inviting. The cast of characters is unique and they all added their own identity to the plot development. Lottie’s family is diverse and broad and, despite this, I felt like I was part of their Christmas celebrations. Indeed, Osborne provides plenty of detail that it felt like you knew each character personally, without this detail distracting you from the main plot. With Christmas hanging in the balance of an invisible virus and the deciding politicians, this was the pick-me-up that should be prescribed to all. I enjoyed this book so much that it was a pleasant distraction from the doom and gloom all around, that doesn’t seem to want to go away any time soon. I felt invested in Zach and Emily’s secrets; I felt emotional towards Lottie and her uncertain future; and I wanted there to be reconciliation between her and Joe. All in all, I wanted the Christmas that Osborne portrays. If there is one festive read you choose this year, then this book should definitely not go unnoticed. When the boss first furloughed me, I thought, ‘that’s just the thing’. I’ll go down to my shed each day and do some tinkering. She said, ‘Have another think, there’s last night’s dishes in the sink, The pubs are shut, can’t even drink, stuck in here on Lockdown.

I didn’t think it could get worse, I dread each brand new day. But now she’s just informed me that her mother’s come to stay. I cannot bear the future scene, I’m praying for a new vaccine. My hands have never been this clean, stuck in here on Lockdown.

Test Valley Council has announced that almost £90,000 of funding has been given to charities and voluntary organisations to help residents access food during the Covid-19 pandemic.

Earlier this year, the government announced a total of £63m in funding to be allocated to local authorities up and down the country, through the Department for Environment, Food and Rural Affairs. Having received its part of the funding, the council has been giving financial aid to a number of community initiatives that will help those who need it, to access food and supplies through the winter months.

The council has been processing grants to foodbanks in Andover and Romsey, as well as issuing funding to St Mary’s Church and Romsey Community School for food initiatives. Six charities and community organisations have benefitted from this funding, at a total of £89,000.

Of that, almost £20,000 has been passed to Andover and Romsey foodbanks to help with any potential increase in demand over the next few months, while St Mary’s Church received almost £12,000 for a programme delivering food boxes to those most in need.

Romsey Community School received £30,000 for their multi-faceted borough-wide programme, including sessions on cooking on a budget, moving the Romsey food pantry from Romsey School to larger premises and providing subsidised food to families in need. It will also help them to expand their delivery of food parcels for those in rural areas.

The YMCA has received £2,000 to increase their stock, while Yellow Brick Road has received £6,000 to help support younger members of the community.

Community and leisure portfolio holder, councillor Ian Jeffrey, said: “We know that since the pandemic earlier this year, many families have struggled for food, or simply can’t access it due to self-isolation, or shielding. I’m very proud of the work our communities team has done in making sure that the funding we’ve been able to give, has reached those most in need.

“I’m also incredibly grateful for these charities and organisations who are organising these facilities and going out, rain or shine, to ensure families don’t go hungry. We are always ready to act and give further support if we believe that more needs to be done to ensure food and vital resources reach all corners of our communities.” 18 19 NORTH BADDESLEY COUNCILLOR COMMUNITY GRANT To all Community Groups, Clubs and Projects, We appreciate these are unusual and unsettling times for all. Many residents are asking about groups, whether they have reconvened yet or not, or sadly due to circumstances are unable to re-start. It is for this reason we would be grateful if you can let us know of your current situation or plans. We understand that you may have had to make significant changes in order for your group to operate, hence we wanted to make you aware of the North Baddesley Councillor Community Grant, which is a one off grant for a single project. Groups, clubs and organisations can apply for 2/3rds of a project cost up to £1,000. The scheme aims to encourage community led initiatives, supported by local councillors who will play an active part in helping their communities. Baddesley Friends are a small group of local volunteer drivers who are happy to take anyone over 65, free of charge, who is unable to use public transport to medical appointments, shopping etc. There is a charge for qualifying persons under this age.

Baddesley Friends are in great need of more volunteer drivers and also a coordinator to share the load of its current one. If you are able to help (even for just a trip or two per week) please telephone 023 8073 0212 22

£9.63 £9.63 23 BEADLES TEA ROOM NEWS The Baddesley Singers (was Beadles Balladeers) We are still under lockdown, so we cannot practice at the moment. Hopefully we will be able to practice indoors after 2nd December. Normally we would be singing every Friday afternoon in the tea room at 1pm. As soon as we get the all-clear to continue we will resume our Friday fun. Regrettably, we lost one of our favourite singers to covid-19 recently. “Gus” was a lovely man who enjoyed his singing with our group. He was nearly 85 years old when he passed away. Free Use Of Toilet Facilities As an additional safety measure to our customers we have suspended the policy of allowing anyone in need to use our toilet facilities. For the time being we will only allow tea room customers to them. When Covid-19 restrictions are lifted we will go back to normal. Track And Trace Measures Beadles has an obligation under the law to keep track and trace details of our customers for a minimum of 3 weeks. We now have our own QR code that customers can scan using their smartphones. Butterflies Bereavement are meeting at the tea room every Wednesday morning between 11 and 12.30 offering bereavement support to those that need it. All are welcome to join the group and receive support where needed.

NORTH BADDESLEY PARISH COUNCIL MEETING SUMMARIES September 2020 The Chairman welcomed members to the meeting after the summer break. Works to lay a sewer pipe across the football pitches have been completed. The Chairman is due to meet with Civil Engineering contractors to discuss a revised quotation to complete the works to connect the sports pavilion to mains drainage. A new defibrillator has been installed at All Saints’ Church to replace the original one which had been water damaged. The Ambulance Service has been informed that a new defibrillator has been installed and is ready for use. Following discussions, it was agreed that the Remembrance Day Parade will be unlikely to go ahead, due to recent Government guidelines concerning Covid-19. Cllrs Knight and Middlewick undertook to hold a small ceremony at the war memorial to lay a wreath. The Clerk will liaise with the Church and the Scouts to find out their plans. BT has attended the pavilion to rectify a fault and improve Broadband speed. A new data system has been installed in preparation for the Apprenticeships Project due to start in the Autumn. Following an incident where two large branches fell from trees on land at Seymour Parade, HCC has confirmed that representatives have re-inspected the privately maintained oak trees and they do not have any concerns regarding their safety. However, HCC has requested that the tree owners carry out some work to reduce the crowns of both the trees. The climbing frame and zip wire at the Recreation Ground playground have not yet been repaired. The Clerk has chased the manufacturers who have reported that they are working reduced hours due to Covid-19. The Clerk will continue to chase. The groundsman has been given permission to purchase some Heras fencing to fence off the climbing frame whilst it is out of use. The Parish Council’s Insurance Schedule and Asset Register have been reviewed and all members agreed that there is adequate insurance cover in place and that the Register is up-to-date. The Clerk has met with the groundsman to discuss implementing the measures highlighted in the Health and Safety and Fire Risk Assessments recently carried out by an independent Assessor. It was agreed that full consideration will be given to 25 each item at the next Recreation Ground meeting. In the meantime, the Clerk highlighted those items needing urgent approval/attention from the Parish Council and undertook to liaise with the groundsman to implement the measures. Local youth were organising a petition to update the skatepark. Cllr Knight informed that the skatepark was removed from the original planning application for works to extend the pavilion and update the facilities, due to technical difficulties. Following discussions, it was agreed that the Parish Council will investigate submit- ting a separate planning application for an updated skatepark and will investigate the original costings at their next Recreation Ground Committee meeting. Cllr Louden informed the Parish Council that complaints have been received from residents at Fleming Court regarding frequent noise from motorbikes which are being ridden in Copse. The Parish Council advised that the Police be alerted and undertook to liaise with adjacent landowners to strengthen their borders around Roundabouts Copse and put up signage to deter access.

Following a complaint about speeding along Rownhams Lane, there were discussions around the use of speed repeater signs. Borough Cllr Mrs Celia Dowden suggested contacting Valley Park Parish Clerk for information regarding costings for their speed repeater signs and maintenance programme. Following concern expressed by a resident, Borough Cllr Mrs Celia Dowden confirmed that there are no imminent plans by TVBC to create a rewilding area at Lavington Gardens. If it were to be considered in the future, a proper consultation with residents would be carried out. Borough Cllrs Alan Warnes and Mrs Celia Dowden have toured the village with Marianne Piggin of TVBC to investigate suitable areas for outdoor gym equipment. Three areas have been identified: Lavington Gardens, the Community Centre, and the Recreation Ground. Cllr Warnes informed that successful CIL bids were in the region of £36-37,000 for the 3 areas. Borough Cllr Mrs Celia Dowden reported that the Masterplan for South of Romsey Town has been presented to TVBC and accepted. The long-term plan is 5-10 years. A motion had been passed on Trespass, following an illegal encampment in Rownhams, urging the Government to act. The Climate Emergency Plan has been accepted and a Covid Recovery Plan has been implemented. Other organisations that have implemented their own plans initially will be contacted by TVBC. The Ministry of Housing, Communities and Local Government has recently published three consultations on reform of the planning system. Cllr Mrs Dowden urged the Parish Council to respond to the planning White Paper by the deadline of 15th October. 26 October 2020 With regard to Remembrance Sunday, the Church has confirmed that only a small service will be conducted around the war memorial this year. Cllrs Knight and Middlewick undertook to attend and lay a wreath on behalf of the Parish Council. The Church will issue further information in due course. Works to repair the pavement at the entrance to the Co-op car park have commenced. The area has been dug out and a new foundation has been laid. The situation will be monitored. The groundsman has commenced works to improve the football pitches. A layer of fertilizer has been applied and a layer of sand will follow in the next couple of weeks. The first instalment of funding from the Football Association has been received from Baddesley Park Football Club. The Clerk has purchased two further sanitizers for the groundsman to fit at the pavilion. All other Covid-19 safety measures are in place. All the clubs that hire the pavilion have decided to defer resuming their activities for the time being, apart from a Fitness Group that will use the outside space where possible. The pavilion is currently temporarily closed due to safety issues highlighted by the electrician undertaking the 5-year electrical installation check, but work is underway to rectify the problems. The Clerk is continuing to liaise with contractors to rectify the issues highlighted in the recent Health and Safety and Fire Risk Assessments. A quotation for works to improve the guttering on the roof has been accepted. Parts of the block paving around the pavilion have been pulled up whilst investigating the location of the electrical earth. This will need to be reinstated once the electrician has completed his work. Although these trees are not owned or maintained by HCC, a decision has been taken to have them pruned. Both trees will be crown reduced and the works should take place within the next two months. With regard to the proposed installation of speed repeater signs in Rownhams Lane, the Clerk has been in touch with Traffic Consultants and they have supplied a quotation for service delivery, purchase of equipment and a copy of an example of a delivery programme. County Councillor Alan Dowden has confirmed that he will support the cost with a grant of £1000 from his HCC Community Grant fund. Borough Cllr Mrs Celia Dowden suggested contacting TVBC for advice on applying for other grants. Insurance will also need to be considered. After lengthy discussions it was agreed the Clerk will set up a meeting with the contractors to 27 discuss the project in more detail. Cllr Warnes reported that he is now a member of TVBC’s Oversight and Scrutiny Committee and will be reporting back on a regular basis on issues such as Climate and Emergency Plans. Cllr Wotton has put a lot of time and effort into trying to sort out traffic problems around the schools and County Cllr Alan Dowden has also been involved. Unfortunately, there is nothing that HCC will do unless a serious accident has occurred.

The Catholic Parish of St Swithun Wells was inaugurated on 10th December 2010 – the feast of St Swithun Wells who lived at Brambridge near the River Itchen in Tudor times.

​The Parish brings together the six worshipping communities of St Andrew’s in North Baddesley, St Joseph’s in Romsey, St Edward the Confessor in Chandlers Ford, Holy Cross in , St Swithun Wells in and Our Lady Queen of Apostles in Bishop’s Waltham.

The Parish, which is part of the Catholic Diocese of , covers the geographical area from Romsey in the west to Bishop’s Waltham in the east.

On the 3rd September 2018 it was entrusted to the care of the Priestly Fraternity of St. Charles Borromeo.

Although for most of this year our Church Buildings of All Saints and St have been closed, the church itself has been far from closed. Worship has continued online throughout the week as well as on Sunday morning with regular congregation members and many others joining in. Twice weekly news/pastoral letters have gone out keeping everyone in touch with what's going on in the church and community, and making sure everyone's needs, both physical and Spiritual are taken care of. During the first lockdown many members were involved in shopping, picking up prescriptions etc especially as the church has close connections with Baddesley Friends, and a Team at All Saints provided a cooked breakfast (takeaway Covid Safe) during the long summer holidays, particularly aimed at those ​The Parish brings together the six worshipping communities of who would normally receive free school meals. Despite many weddings having to be cancelled due to the Covid restriction we have still been able to celebrate with four couples which has brought much joy in dark times. As Remembrance came within the second lockdown, we held our Services to remember both those whose funerals took place this year and The Act of Remem- brance for those who lost their lives in war, online and laid wreaths at our various War memorials of Ampfield Chilworth and North Baddesley in quiet prayerful peace at 11 O'clock on the Sunday morning. There was also a remembrance prayer trial in the beautiful setting of St John's churchyard for all to take a moment of peace and reflection. We are sorry that we cannot meet as a praying worshipping Christian community, and miss meeting together, but we continue our daily prayers for our community and look forward to meeting once again when it is safe to do so. Our priority is to keep everyone safe and well. We look forward to celebrating Advent and Christmas in a different way this year, do keep an eye on our Facebook page and website to see what's going on. We are of course sorry that Neil had to move on, but wish him well as he continues his ministry. Lockdown Implications for Church Life. With the covid restrictions our church buildings have been closed since March. Sadly we have not been able to meet together for Sunday Worship, nor has it been possible to use the premises for the usual range of weekday activities. It is important however to stress that whilst the buildings may be closed, the life of the church, the people and the fellowship, continue During this time of “pandemic” it has become necessary to rethink how we function as churches, and we are pleased to have pastoral support from Romsey Baptist Church and with their provision of on-line Sunday Services – www.romseybaptist.church/c5/ We have all been affected by the lockdown restrictions, but we prayerfully look forward to the time when life may begin to return to some sort of “normality”. It has been quite painful not being able to meet together and we hope that we shall soon be able to resume our church activities, and also open the premises for outside groups. This year especially we all need a “lift” – read again St Matthew’s account of the “Wise Men” travelling 100s of miles, driven by the expectation of finding the newborn promised Messiah. “We (had months previously) seen his star when it first arose and have come to worship him”. Then “When they saw the star (over Bethlehem) they were overjoyed. They saw the child, with his mother Mary, and they bowed down and worshipped him”. This is the true meaning of Christmas, often forgotten in our modern busy world – of Joy and Hope. In these difficult times we need to see again the star of promised hope, and the baby born to be king, our king. Lightly grease your tin and line with baking paper. For the icing, mix together your chocolate (broken into pieces) and 300ml of the double cream in a bowl over a pan of simmering water. Once melted, put icing in the fridge to firm up. For the sponge, whisk together the eggs and sugar until light and pale. Sift in flour and cocoa powder and fold together using a metal spoon (don’t overbeat as this will get rid of air). Pour sponge mix into the lined tin and bake on the middle shelf of the oven for 10 minutes. Once cooked, slide the sponge, still on the paper, onto your work top. Trim the edges with a sharp knife. While warm, roll the sponge up from the short edge with the paper still inside. Use a tea towel to help you if the sponge is hot. While cooling, whip up the remaining 150ml of double cream. Take the icing from the fridge and beat it until it thickens and becomes fluffy. When cool, uncurl the Swiss roll, remove paper and spread over the cream, jam and a third of the choco- late icing. Tightly roll up the sponge again. Using a piping bag with a star nozzle, cover the yule log with chocolate icing using vertical strokes. No piping bag? Spread the icing with a knife and then score with a fork to look like a log. You can do a swirl of icing at the ends or leave plain to show the filling inside. Lightly dust with icing sugar. Don’t panic if the sponge cracks; you can hide it with the icing! 36

Jason Love, of Southampton, admitted to fly-tipping in court recently, having failed to show up for court the week before. Love had been driving along Toothill Road in July 2019 when he dumped a toilet, broken tiles, plastic buckets and plumbing materials on the side of the road. The fly-tip was witnessed, and council officers then began to investigate the matter and search for the vehicle involved. Having notified other agencies in an effort to locate the vehicle, patrol officers from Southampton City Council spotted the vehicle on Shirley High Street. The patrol team were then able to notify TVBC. At Southampton Magistrates Court on October 21, Mr Love admitted to dumping the waste. He was handed a £1,600 fine, ordered to pay £839.50 in costs and £240 in compensation. It’s the third fly-tipping prosecution within six days for TVBC following the guilty pleas of Adam Whitcher and Richard Whittaker. Environmental portfolio holder, councillor Alison Johnston, said: “This is a fine example of how agencies, whether it’s councils or police, will work together to catch those responsible for this type of crime. Anyone who believes it’s acceptable to simply dump their waste on the side of the road without consequence is hugely mistaken, and can expect a knock on their door. “My thanks go to the hard work of our environmental service, our legal team and of course to the great partnership work with Southampton City Council. As ever, if you’re in doubt about your waste, please contact us on 01794 527700 or 01264 368000, and remember to always check your waste carrier’s licence.” Cabinet Member for Stronger Communities at Southampton City Council, councillor Dave Shields said: “The cost of constantly clearing dumped rubbish is paid for by every resident in every city, not just the councils that clear it up. This conviction underlines our commitment to working in a joined up way with other authorities. “Prosecuting someone for fly tipping is the worst possible outcome for everyone, we’d much rather people did the right thing and disposed of rubbish in a socially responsible and environmentally friendly way, through the proper channels, by taking waste to their local Household Waste and Recycling Centre, booking a council bulky waste collection or using a licensed waste carrier.” 60
