Gist of Meeting of Council Social Services & Healthy and Safe City Committee

The first meeting (2015) of the Sai Kung District Council (SKDC) Social Services & Healthy and Safe City Committee (SSHSCC) was held on 20 January 2015. The major issues discussed at the meeting were summarized as follows:

Voluntary Health Insurance Scheme and Regulation of Private Healthcare Facilities 2. The representative of the Food and Health Bureau (FHB) introduced to the SSHSCC the Voluntary Health Insurance Scheme and Regulation of Private Healthcare Facilities and listened to the views of Members.

Request the MTR Corporation Limited to provide suitable rain shade at the footbridge linking to LOHAS Park Station to shade pedestrians from the sun, rain and wind for the health and safety of the weak 3. The representative of the MTR Corporation Limited (MTRC) gave their response on this motion and listened to the views of Members. After discussion, the motion was unanimously endorsed.

Request the MTR Corporation Limited to look into upgrading the ticket vending machines at all MTR stations comprehensively 4. The representative of the MTRC gave their response on this motion and listened to the views of Members. After discussion, the motion was unanimously endorsed.

Request the relevant government departments to report on the progress regarding the construction of the Fire Services Training School at Pak Shing Kok and to provide a schedule 5. The representative of the Fire Services Department (FSD) gave their response on this motion and listened to the views of Members. After discussion, the motion was unanimously endorsed.

The SKDC pushes forward with Sai Kung District applying to the World Health Organization to become part of the Age-Friendly Cities network this year 6. Members noted that two elderly representative nominations were received by the Secretariat and six elderly service organizations had expressed their interest to become one of the collaborators for Sai Kung District in the application to the World Health Organization (WHO) to become part of the global age-friendly cities network. Eleven persons expressed their interest to become a member of the working group proposed to be set up for the age-friendly cities network. As it was required that no less than 1/4 of the membership of the proposed working group should be elderly representatives aged 60 or above, the SSHSCC agreed that elderly service organizations in the district should be contacted again to nominate elderly representatives. The working group would be set up when enough number of elderly representative nominations were received.

7. Members also noted the latest version of the application form and the annexes. As the deadline for the next round of application would be February 2015 and the next SKDC full meeting would only be held on 3 March, after discussion, it was unanimously agreed that the SKDC Chairman would be asked to consider deciding whether an application should be submitted to the WHO through circulation to all SKDC Members.

Report of Working Group on Healthy and Safe City Activities 8. The above report was endorsed.

 Briefing on the International Safe Schools Program and the Safe and Healthy Residential Care Home Accreditation Scheme 9. Members noted that the captioned briefing was held on 16 January 2015. The representative of the Occupational Safety and Health Council (OSHC) briefed Members on the application details of the International Safe Schools Program and the Hong Kong Safe and Healthy Residential Care Home Accreditation Scheme. Members were invited to attend the relevant workshops.

 Hong Kong Safe Community Project 10. Members noted the document(s) on the setting up of the “Hong Kong Safe Community”. The representative of the OSHC briefed Members on the details of the project. After discussion, the SSHSCC agreed that invitations would be sent out to organizations to apply for the re-accreditation of Sai Kung District as a Hong Kong Safe Community. The organization concerned could make use of the funding to hire staff for writing the reports.

Social Services Co-ordination Group 11. As the activities and programmes to be organized or co-organized by the SKDC and its committees or working groups might have to complete when the nomination period for the 2015 District Council Election begins, the SSHSCC agreed that the Co-ordination Group should send invitations to local organizations early for submitting applications to co-organize activities. Meetings should be held after receiving the applications in order to examine and recommend the proposals to the SSHSCC.

Working Group on Cooperation with Hong Kong Design Institute 12. After discussion, the SSHSCC agreed to extend the term of the Working Group by eight months for continuing to follow up on the relevant issues.
