The implications of a sustained growth of agricultural sector is huge for the economy of Bihar. Considering that about 88.7 percent of the state’s population resides in rural areas, agricultural sector holds the key for its overall growth. Located in the eastern part of India, Bihar has an area of 93.6 lakh hectares, accounting for nearly 3 percent of the country’s total geographical area. Overall about 56.55 percent of the land is under cultivation in Bihar . Bihar is endowed with rich ground and surface water resources. Along with the river Ganges, the tributaries of Gandak, Ghaghra, Burhi Gandak, Kosi, Mahananda, Karmanasa, Sone, Punpun, Phalgu, Sakri and Kiul contribute towards availability of water in Bihar for agricultural and non-agricultural purposes. Only around 57 percent of the cultivated area in the state is irrigated. The agricultural sector in the state is largely dependent on monsoons and the varying water resource endowments in the southern and northern parts of Bihar calls for a need to identify mechanisms to ensure adequate, timely and assured irrigation for cultivation. In the context of adoption of productivity enhancing inputs such as improved seeds, fertilizers and new methods of cultivation, irrigation plays an important role. The 'Great Firm' Theory of the Decline of the M ughal Empire KAREN LEONARD University of California, Irvine Most historians of the Mughal empire currently emphasize economic factors in their attempts to locate and measure the causes of imperial decline in seventeenth- and eighteenth-century India. Recent articles reiter ate a standard set of tensions: those between monarch, military and service nobles (mansabdars), landholders (zamindars), and peasants. 1 Existing theories attribute the Mughal decline to the nature of the monarchy, the breakdown of the mansabdari administrative system, and the challenges from newly established regional rulers. One influential analysis points to the increasing burden of taxation and consequent zamindar-peasant rebel lions throughout the empire as the fundamental cause of decline. 2 The nobility and the mansabdari system have received most attention, however. Historians have emphasized the strains caused by numerical expansion, inflation of noble ranks, and the 'aristocratization' of the mansabdars through conspicuous consumption and hereditary control of positions. 3 Analyses of the availability and distribution of economic resources neglect A preliminary version of this article was presented at the Seminar on 'Decline of the Mughals' at the University of Pennsylvania, May 1974; criticism from the other participants, but even more from Dr. John G. Leonard, has helped improve that version. 1 Peter Hardy has referred to this standard 'diagram of tensions' in his commentary upon two of the most recent articles: P. Security Branch of Mughalsarai Division is headed by Sri Ramesh Chandra, Sr. Divisional Security Commissioner, who is assisted by two Assistant Security Commissioner one at Mughalsarai and another one at Gaya. II. Nine RPF Post in Mughalsarai Division and their respective jurisdictions are given below: (1) RPF Post/ Mughalsarai From G.T. Road over Bridge to Km. No. 677/08 (2) RPF Yard Post/ Mughalsarai From G.T. Road on the West side to East Fly Over Mughalsarai (3) RPF Manasnagar Post / Mughalsarai From G.T. Road of the west side to Karamnasa (4) RPF Post/Sasaram Karamnasa (Including) to Sasaram (Including) and Sasaram to Arrah Section (5) RPF Post / Dehri-on-sone Sasaram (Excluding) to Jakhim ( Including) (6) RPF Post / Rafiganj Jakhim (Excluding) to Kastha (Including) (7) RPF Post / Gaya Kastha (Excluding) to Manpur (Including) (8) RPF Post /Nabinagar Sonenagar (Exclusive) to Japla (Exclusive). (9) RPF Post / Japla Japla (Inclusive) to Garhwa Road (Exclusive). Besides these nine RPF Posts, Mughalsarai Division having two companies of RPF meant for Train Escorting, one at Mughalsarai and the other at Gaya. STATE JURISDICTION (a) Uttar Pradesh - Ex Mughalsarai to Karamnasa (Excluding) (b) Bihar - Ex- Karamnasa to Manpur on G.C. Section, Sonenagar to Nabinagar on B.D. Section and Sasaram to Bikramganj. (c) Jharkhand - Ex- Kajratnawadih to Sigsigi .
