INDORE (M.P.) PRE-FEASIBILITY REPORT 1. Introduction A. Need for the Project Madhya Pradesh Government proposes to implement a number of Major, Medium and Minor Irrigation Projects in Tapti Basin to provide irrigation water to Betul, Khandwa and Burhanpur districts. Tapti Basin covers the sub-basins of Labada , Para,Balu ,Tingariya Chillure and other areas directly draining to Tapti. The Proposed project area lies in Tapti basin. Nearly 80 percent of the population is agriculture labourers. The prosperity of the farmers in the area is a gamble in rains. Irrigated agriculture is the prime engine of the rural economy. The standards of living of people in this region would be immensely improved by providing irrigation facility. Improvement in quality and yield of agriculture products will greatly increase the income of the people. As per the topography of the command area and availability of water, the Tapti (Chillure) project is proposed to provide irrigation facility to 81600 Ha of Net CCA. The tank is proposed to have a gross storage capacity of 305.00 MCM at FRL of 385.000m. The total length of Earth dam is 745 m and the maximum height of dam is 37.54 m with respect to deepest river bed level 351.21m. B. Location The Tapti (Chillure) project dam site is located on the River Tapti near Naharpur village in Bhaisdehi Tehsil of Betul district. The project is in the area of Vidhan Sabha Constituency No.133 Bhaisdehi. The dam site is 25 Km away from Tehsil Head Quarters. The Latitued & Longitude of the dam location are as below. Latitude 21º48'19"N Longitude 77º17'13"E The scheme can be located on Topo sheet No. 55G/5 C. Accessibility to Dam Site The Tapti Chillure Dam Site near Village Naharpur is approachable from Naharpur village on Khandwa- Betul (SH-26) Road 113 km SH and 5 km village tar road. Nearest Railway station is Betul. 2. Water Availability Total Catchment area of Tapti (Chillure) Dam as derived using google surveys is 3129.98 Sq.Km and there are 47 proposed and existing projects on the upstream of this project. The intercepted catchment area of U/S project is 1380.00 Sq.Km. Net Catchment Area of the Project is 1749.98 sq.Km. The discharge data for 30 years at project site is generated by making use of Rainfall Run off relation developed at Sukta project site and the rainfall at project site. The raingauge stations influencing the catchment area of Teska GD site are namely Betul, Multai, Bhaisdehi & Athaner. Similarly the catchment area of proposed Chillur dam site is influenced by Betul, Multai, Bhaisdehi & Athaner stations. while command is influenced by Bhaisdehi ,Khandwa, Pandhana R.G.S. The rainfall data of Betul, Multai, Bhaisdehi & Athaner R.G.S. for the period 1982-83 to 2016-17 is considered. The yield available at the dam site for total catchment from 1991-92 to 2016-17 is calculated. The yield for catchment area of 3129.98 sq.Km 75% dependability is yield 781.29 MCM 3. Irrigation Planning As per the topography of the command area and availability of water, the Tapti Chillure project is proposed to provide irrigation facility to 81600 Ha of Net CCA. The proposed Net CCA of 81600 Ha is catered by two pressure pipe canal systems viz 33192 ha by applying power and remaining 48408 ha by gravity flow. GCA 102000 Ha Total CCA 81600 Ha Net CCA 81600 Ha Annual irrigation Proposed 81600 Ha Kharif 0 .00 Ha Rabi 81600 Ha Intensity of Irrigation 100% Crop water requirements are worked out for 1 Year based on the guide lines suggested in TC No. 25 (with upto date amendments), MPWRD-BODHI The tank is proposed to have a gross storage capacity of 305.00 MCM at FRL of 385.000m. The principle levels of Tapti Chillure Dam are as follows. Top Bund Level 388.75.000 m Full Reservoir Level 385.00 m Max water Level 385.00 m Lowest sill Level 366.00 m The Submergence area at FRL is 2785 Ha out of which 1378 Ha is the cultivated land, 334 Ha is Govt. Land and the 1073 Ha is the forest area. 4. Domestic water supply In addition to Irrigation facility, the project also envisages supplying 5.00 MCM of water for Domestic and environmental needs of a number of villages of Khandwa district. 5. Alternates of Dam Sites Two alternates have been studied using google for Dam alignment near Dhengna & Palinga village. The Dam alignment near Chillure village is found feasible form the storage point of view, command area served and less forest submergence. 6. Main components of the Tapti Chillure Dam A. Earth Dam Total length of Earth dam is 745 m and the maximum height of earthen dam is 24.75 m with respect to bed level 364.00 m. B. Spillway i) Cost comparison has been made for type of gates i.e. Vertical & Radial gates. Radial gates are found economical & adopted. ii) Alternates have been worked by varying the gate height & water way. 14 gates and one stand by of size 17 m x 14.60 m (total 15 number gates) are proposed. iii) Alternates have been worked out for central & flank spillway with Radial gates. On comparison it is found that Central spillway is economical compared to flank spillway & the same is adopted. The Estimated PMF is 28448.02 cumecs. A central gated spillway of length 395.00 m is proposed. 15 Radial steel gates of size 17 x 14.60 m are proposed over the body wall with 14 piers of 4.0 m thickness to pass the flood discharge. C. Non over Flow Non over flow section of length 45 m is proposed on either side of spillway. D. Irrigation sluice Irrigation Sluice is proposed from reservoir area to irrigate 81600 Ha. 4.0 m x 3.0 m of sluice barrel is proposed to carry design discharge of 29.26 cumecs. E. Canal System Maximum discharge required to be released into the canal is 29.26 cumecs. The pipe system is designed to carry 29.26 cumecs of discharge. The entire command area is proposed to be irrigated through micro irrigation system. Bed level of the canal is kept at RL-366 m at commencement. The project covers 81600 Ha of Net Culturable Command Area that lies on the Right bank of the Tapti river. Right bank canal takes off from reservoir. The distribution of water from the system in Betul and Khandwa district. Rabi Crops such as wheat, gram & vegetables are cultivated in the command area in small percent Mainly Kharif crops are sown in the area. Therefore, taking into consideration the present cultivation and also the suggestion of DDA- Khandwa district, the scheme is designed to provide irrigation to 81600 Rabi crops. The proposed Net CCA is 81600 Ha and the intensity of irrigation is 100%. 7. Submergence Details worked out using google -: Private Land 1377.73 Ha. Following are the financial Parameters. The Total cost of the project is estimate based on WRD USR in force from 01.04.17 It requires investment of Rs. 262796.00 lakhs. Breakup is as below. On completion of the Project the following benefits can be derived. Annual irrigation in 81600 ha of Rabi season. 5 MCM Drinking & environmental water needs. Rise in sub-soil water level in the project area Development of fisheries in the reservoir Revenues The water rates for per hectare of irrigation is Rs.350.00 and irrigation Cess is Rs.25.00 per Ha for rabi irrigation, The total Rabi irrigation of the project after completion will be 81600 Ha. The production of fishing in the basin is estimated to 20 tonne per day. Employment to local labour largely tribes during construction period and agriculture labours after irrigation. 10 . Recommendation The scheme is proposed in tribal area with low standard of living. The percentage of submergence of Culturable land to the proposed irrigation is 1.7 which is well within WRD norms. The scheme is recommended for implementation due to following reasons. Tapti Chillure project is proposed across Tapti river with catchment area of 3129.98 Sq.Km to impound 305.00 MCM of water. No better storage site is available in the River. The huge Net Culturable Command Area of about 81600 Ha spread over 147 villages mainly comprising small land holding farmers will be benefitted. The area has large population of tribes with very low standard of living. Financial parametrers comprising Cost per Hectare is found Rs. 3.22 lakh & the Benefit to Cost Ration is 2.01 which is economically viable. The government is also keen for developing the drought prone region.
