Councillor W Hyde made the declaration of acceptance of office and took the Chair. 2 Vote of Thanks to the Retiring Lord Mayor Councillor Harris moved a vote of thanks to the retiring Lord Mayor, Councillor Townsley. This was seconded by Councillor Atha supported by Councillors J L Carter, Finnigan and D Blackburn and carried unanimously. 3 Deputy Lord Mayor It was moved by the Lord Mayor seconded by Councillor M Hamilton and RESOLVED UNANIMOUSLY - That Councillor Ann Castle be appointed Deputy Lord Mayor of the City of Leeds to hold office until the date of the Annual meeting of the Council in 2006. 4 Minutes of Council RESOLVED … That the minutes of the Council meeting held on 13 th April 2005 be approved as a correct record. 5 Election of Leader It was moved by Councillor M Hamilton seconded by Councillor J Procter and RESOLVED … That Councillor M Harris be elected as Leader for the period 24th May 2005 to 30th November 2005 and Councillor A Carter for the period 1st December 2005 to 22nd May2006. 6 Constitutional Arrangements It was moved by Councillor M Hamilton seconded by Councillor Gruen and RESOLVED … That amendments to the Constitution as detailed in the report of the Chief Democratic Services Officer be approved. 7 Establishment of Committees and Terms of Reference It was moved by Councillor M Hamilton seconded by Councillor Gruen and RESOLVED … That Committees be established having Terms of Reference as detailed in Schedule 8(a) to the agenda. 8 Appointments to Committees and Outside Bodies It was moved by Councillor M Hamilton seconded by Councillor Gruen and RESOLVED … That alternative arrangements for appointments to seats on committees and outside bodies as detailed in schedules 8(b)(i) and (ii) and 8(c) to the agenda be approved in accordance with Section 17 of the Local Government and Housing Act 1989. 9 Executive Arrangements It was moved by Councillor M Hamilton seconded by Councillor Gruen and RESOLVED … That the list presented by the Leader setting out the arrangements for the discharge of executive functions detailed in Schedule 9(a) to the agenda be received. 10 Lead Members It was moved by Councillor M Hamilton seconded by Councillor Gruen and RESOLVED … That Group Leaders be authorised to appoint Lead Members to support members of the Executive Board in the discharge of their responsibilities as detailed in Schedule 9(b) to the agenda. 11 Calendar of Meetings It was moved by Councillor M Hamilton seconded by Councillor Gruen and RESOLVED … That the Calendar of Meetings as contained in Schedule 10 to the agenda be approved. 12 Members Allowances Scheme It was moved by Councillor M Hamilton seconded by Councillor Gruen and RESOLVED … That the recommendations of the Independent Remuneration Panel as detailed in the report of the Chief Democratic Services Officer be approved. This is a new style report which combines a report on each of the Boards‘ work, the results of the Annual Stakeholder Survey and details of the Scrutiny Support Unit‘s performance, giving Council and the public a fuller picture of how the Scrutiny process has developed over the year. This year has been challenging and stimulating, particularly for the Overview and Scrutiny Committee which has been involved in a number of cross cutting issues. Whilst we have undertaken a management role in developing procedures and ideas of how Scrutiny should work, we have also worked closely with individual Boards to ensure a

As part of the consultation process, members of the Area Committee are asked to consider the draft proposals presented and to provide feedback on the proposals that affect their area. 2.0 Main Points 2.1 On the 2nd September 2008, the Council’s Executive Board received a report outlining a draft vision for the Council’s Leisure Centres (Appendix 2). The report outlined the aspiration by the Council to improve the quality of its Leisure Centre provision, but also recognised the increased costs associated with operation of the service, significant investment challenges and the unstable nature of the existing budget position. 2.2 In addition, the report also identified an over supply of swimming pool facilities in the City. 2.3 Whilst recognising the challenges that the service faces the Executive Board report proposes a draft vision for the future provision of Council Leisure Centres to help achieve the Council’s improvement priority to enable more people to become involved in sport and culture by providing better quality facilities and activities.

Headteachers or school-based staff are not authorised to offer a child a place for these year groups for September entry. The authority to convey the offer of a place has been delegated to schools for places in other year groups and for entry to Year 7 outside the normal admissions round. This Leeds City Council (Secondary) Admission Policy applies to the schools listed below.     From Oak Leaves, Part 11, Spring 2012 - published by Oakwood and District Historical Society [ODHS] Some Oakwood Memories © by John Harrison Do you remember when Connaught Road (the never-finished road across the fields parallel to Prince's Avenue) was more visible at the Old Park Road end? It started at the bend in Old Park Road just before Roundhay School, where there was a gate (was it a kissing-gate?). Do you remember when the fenced Soldiers' Field had bullocks grazing in it (in the 1950s and perhaps earlier)? They were often at long-off when we played cricket near the junction of Gledhow Lane and Old Park Road, and it was best not to be the bowler or fielder if the ball went into the cowclap. Do you remember July 27th 1949 when Princess Elizabeth and the Duke of Edinburgh motored down Prince's Avenue, past the Oakwood Clock and on down Roundhay Road? Do you remember the occasion in the late 1940s when the government tried unsuccessfully to end sweet rationing? Stocks were inadequate and rationing had to be re-imposed. I remember the empty shelves of the Bee Hive sweet shop (a few doors nearer town than the fish and chip shop). All I could get was a Mars bar. Do you remember the steep sided quarries of the Oakwood area in the post war years (and earlier of course)? I and my friends used to play quite happily at a very young age above the sheer drop of the quarry at the junction of St Margaret's View and Fitzroy Drive.
