The trustees of the Northampton State Hospital respect- fully submit herewith their report of the affairs of the hospital for the fiscal year ending Nov. 30, 1915. We refer to the reports of the superintendent and the treas- urer, which are transmitted as a part of our report, for a more detailed account of the management of the hospital, its finan- cial affairs, movement of population, results of treatment and varied activities of the institution. We have been handicapped the past year by reason of having been granted an inadequate appropriation for the maintenance of our patients. -

The State Register was established in 1982 as a comprehensive listing of the buildings, structures, objects and sites that have received local, state or national designations based on their historical or archaeological significance. Since its establishment, the State Register has grown to include listings for over 60,000 properties in more than 320 cities and towns. The State Register of Historic Places is an important historic preservation planning reference tool. It alerts property owners, planners, and project proponents to the presence of significant historic properties and sites that need to be taken into consideration in both public and private ) undertakings. Researchers should consult additional information on properties listed in the State Register available in the files of the Commission. The staff of the Massachusetts Historical Commission, the state historic preservation office, administers a range of historic preservation programs through its Preservation Planning, Grants, and Technical Services divisions. The Massachusetts Commission on Mental Diseases re- spectfully presents herewith an abstract of its second annual report, as required by section 6, chapter 18, Revised Laws, as amended by chapter 269 of the General Acts of 1915. The Commission has general supervision of all public and private institutions for the insane, feeble-minded, epileptic, and of persons addicted to the intemperate use of narcotics or stimulants, exclusive of the Norfolk State Hospital and the Hospital Cottages for Children at Baldwinsville. On Oct. 1, 1917, there were under care 19,134 persons, of whom 15,330 were insane, 2,971 feeble-minded, 737 epileptic (sane), 81 inebriate, and 15 voluntary (sane). Downsizing the The Politics Massachusetts of Evasion Mental Health System Richard A. Hogarty For the past three decades the topic of the proper role of state mental hospitals has been vigorously debated as a major public policy issue in Massachusetts. The state has had two runs at hospital closings: the first between 1973 and 1981, when the deinstitutional- ization policy flourished, the second between 1991 and 1993, when the privatization policy was developed. In making the case for this seismic shift, a governors special commission concluded that the state had too many hospitals for too few patients at too high a cost. This study provides a detailed analysis of the problems that beset the Department of Mental Health when it sought to implement the hospital reduction strategy and restructure its service delivery system. -

The trustees of the Taunton State Hospital present herewith their seventieth annual report, together with the Superintendent's report, Treasurer's report and the annual statistics. During the past year the only work remaining on special appropriations for the hospital to complete was the Mill River Dam which has now been finished, and at the time of writing this report the course of the Mill River has been changed and is running over new spillway constructed.
