Sibinj je administrativno, kulturno, zdravstveno, prometno i gospodarsko središte za više okolnih naselja. U sastavu općine Sibinj, pored istoimenog mjesta Sibinj, nalaze se naselja: Bartolovci, Završje, Gromačnik, Gornji Andrijevci, Slobodnica, Grgurevići, Ravan, Brčino, Čelikovići, Jakačina Mala i Grižići. Zauzima površinu od 110km2 Prema popisu stanovništva od 2011.godine, općina Sibinj je imala 7.938 stanovnika. Iako nema točnih povijesnih podataka o tome kada se prvi puta spominje ime Sibinj, ostaci naselja na ovim prostorima potječu iz XI. i XII. stoljeća. U središtu naselja, u prekrasnom parku starom više od 220 godina, nalaze se dva spomenika: spomenik kralju Tomislavu i spomenik palim borcima u Domovinskom ratu. Nešto dalje, u ulici Sibinjskih žrtava, podignut je spomenik seljacima pobijenim od strane velikosrpskog protuhrvatskog režima, u veljači 1935. godine, a ovaj tragičan događaj obilježava se kao sjećanje na Sibinjske žrtve. Na glavnom trgu nalazi se crkva Sv. Ivana Krstitelja, čija je gradnja započela krajem 16.stoljeća, a crkva je 1969.god. proglašena spomenikom kulture.

    NEWSLETTER Zagreb l Smičiklasova 21 doi: 10.3326/nle.2016.108 [email protected] l www.ijf.hr l tel: +385(0)1 4886 444 No. 108 l November 2016 l ISSN 1848-4662 Budget outturns of Croatian municipalities, cities and counties for 20151 KATARINA OTT, MIHAELA BRONIĆ, BRANKO STANIĆ This article aims to provide a simple presentation of basic data on the budget outturns of Croatian local government units in 2015.2 It includes synthesized tables based on the Ministry of Finance's database, showing revenues and expenditures3, as well as surpluses or deficits (in per capita and total terms). Also presented are data on the populations4 and levels of budget transparency in all the local government units5. This analysis and the tables additionally provided in the Excel format, allow all interested parties to get acquainted with the financial condition of their respective local government units in 2015 and make relevant comparisons with the situation in 20146. While the Ministry of Finance does publish budget outturns for all local government units7, they are in the form of oversized Excel tables, with the cities and municipalities arranged by county. Given the large number of local government units (whose complete budgets are presented), the navigation through these tables and comparison across the local units is often difficult. This article gives the reader a snapshot of the basic financial condition of the local government units in 2015, while more detailed information can be found on the Ministry of Finance’s and local government units’ websites. Nevertheless, some notes may be necessary for a proper understanding of the presented data.

Simona Prijaković Institute of Public Finance Smičiklasova E-mail address: [email protected] BUDGET OUTCOMES AND POLITICAL ACCOUNTABILITY: THE CASE OF EASTERN CROATIA REGION1 ABSTRACT Regional disparities have been recognised as one of the obstacles to the conduct of a sound economic policy. Scholars of political economy and public sector economics emphasise the role of public finance, i.e. budget outcomes and collective action overall, in that process. The first goal of this article is to investigate the differences between Eastern Croatia and the remaining five regions (Northern Croatia, Central Croatia, Dalmatia, North-Adriatic Croatia and the City of Zagreb) regarding their budget outcomes and political accountability. Budget outcomes will be expressed by local governments’ share of surplus/deficit in total revenues. Political accountability will be proxied by their online local budget transparency index (OLBI), which has been annually measured for all Croatian counties, cities and municipalities. The second goal is empirically to determine possible clusters within local governments in Eastern Croatia. Cluster analysis is conducted on a sample of 127 Eastern Croatian local governments over 2014-2017 period. The results show that Eastern Croatia exhibits low budget outcomes and low political accountability levels, with four clusters emerging - from lowest to highest performers regarding budget outcomes and political accountability levels. The paper is expected to contribute to the literature by relating the importance of local government budget transparency – a prerequisite for citizens’ participation in budgetary processes – for budget outcomes in Croatia.

Zakona o Državnom uredu za reviziju (Narodne novine 80/11), obavljena je revizija učinkovitosti osnivanja i ulaganja u opremanje i razvoj poduzetničkih zona u jedinicama lokalne i područne (regionalne) samouprave Brodsko-posavske županije. Revizija je obavljena na način i prema postupcima utvrđenim okvirom revizijskih standarda Međunarodne organizacije vrhovnih revizijskih institucija (INTOSAI) i Kodeksom profesionalne etike državnih revizora. Postupci revizije provedeni su od 13. siječnja do 20. listopada 2014. Revizijom su obuhvaćene jedinice lokalne i područne (regionalne) samouprave Brodsko-posavske županije (županija, dva grada i 26 općina), koje su utvrđene odredbama Zakona o područjima županija, gradova i općina u Republici Hrvatskoj (Narodne novine 86/06, 125/06, 16/07, 95/08, 46/10, 145/10, 37/13, 44/13 i 45/13).
