LOSS LEADERS SERIES (1969-1980) Depending On How You Count Them, 34 Essential Various Artist Collections From Another Time We figured it was about time to pull together all of the incredible Warner Bros. Loss Leaders releases dating back to 1969 (and even a little earlier). For those who lived through the era, Warner Bros. Records was winning the sales of an entire generation by signing and supporting some of music’s most uniquely groundbreaking recording artists… during music’s most uniquely groundbreak- ing time. With an appealingly irreverent style (“targeted youth marketing,” it would be called today), WB was making lifelong fans of the kids who entered into the label’s vast catalog of art- ists via the Loss Leaders series—advertised on inner sleeves & brochures, and offering generous selections priced at $1 per LP, $2 for doubles and $3 for their sole 3-LP release, Looney Tunes And Merrie Melodies. And that was including postage. Yes… those were the days, but back then there were very few ways, outside of cut-out bins or a five-finger discount, to score bulk music as cheaply. Warners unashamedly admitted that their inten- tions were to sell more records, by introducing listeners to music they weren’t hearing on their radios, or finding in many of their (still weakly distributed) record stores. And it seemed to work… because the series continued until 1980, and the program issued approximately 34 titles, by our questionable count (detailed in later posts). But, the oldsters among us all fondly remember the multi-paged, gatefold sleeves and inviting artwork/packaging that beckoned from the inner sleeves of our favorite albums, not to mention the assorted rarities, b-sides and oddities that dotted many of the releases.

This working paper is the first of two documents prepared as background for a political analysis of WIPO’s governance and reform debates. This first paper presents an overview of the core components of WIPO’s governance system, described in practical, readily-accessible terms for policymakers and stakeholders in the form of a factual reference guide. The second paper provides a chronological review of governance discussions at WIPO since 1967, as well as actions taken by Member States and the Secretariat to date. The third paper offers a political assessment of WIPO’s governance and reform efforts, critically reviewing the power politics and dynamics of governance. After presenting a framework for analysing WIPO’s governance system, this paper reviews the origins of WIPO and sets out its current functions and activities, as well as the leadership, size and structure of the Secretariat. The core of the paper identifies and examines the core components of WIPO’s current governance system in five thematic areas: mandate and legal foundations; decision-making structures, processes and practices for Member State representation; financial arrangements (e.g., income sources and budget process); accountability mechanisms (i.e., for oversight, audit and evaluation); and transparency and external relations. The paper highlights that WIPO’s financial model is unique among UN organisations: the organization relies almost entirely on self-financing, raising revenue from private sector fees in exchange for treaty-related services rather than from Member State contributions.

If you have any passion at all for bluegrass or old timey music then this will be (hands down) your album of the year. Loudon Wainwright is an artist I have long admired since I heard a song called “Samson and the Warden” (a wonderfully witty tale of a guy who doesn’t mind being in gaol so long as the warden doesn’t cut his hair) on an ABC radio show called “Room to Move” many years ago. A few years later he had his one and only “hit” with the novelty “Dead Skunk”. Now Loudon pundits will compare the instrumentation on this album with that on that song, and if a real pundit with that of his “The Swimming Song”. The backing is restrained. Banjo (Poole’s own instrument of choice), with guitar, some great mandolin (from Chris Thile) some fiddle (multi instrumentalist David Mansfield), some piano and harmonica and on a couple of tracks some horns. Now, Charlie Poole to the uninitiated was a major star in the very early days of country music. He is said to have pursued a musical career so he wouldn’t have to work and at the same time he could ensure his primary source of income, bootleg liquor, was properly distilled. He was no writer and adapted songs he had heard to his style.
