Although solid theoretical arguments support this position, the empirical evidence by and large does not. This paper examines whether local governance can improve public service delivery, and hence social development, empirically with detailed evidence on good and bad cases of public service effectiveness in Bangladesh. We examine the institutional underpinnings of service provision, digging down beneath the formal and informal “rules of the game” to analyze the beliefs, understandings and dispositions that drive social behavior. Such ideas and attitudes set the incentives faced by both producers and users of public services, and hence the degree of accountability that public servants face. We find that changes in attitudes, which led to improvements in social indicators, coincided with rising educational levels, and training and outreach by NGOs. But such changes affected all of Bangladesh in similar ways. Regional variation in social outcomes is explained by the presence in certain areas of a dense web of relationships that enmeshed such advances, and their protagonists, in local systems of authority and legitimacy, strengthening their actions and making local society more susceptible to change.

AGENDA The North Eastern parts of Bangladesh is being flooded by water from northern hill region and several number of dyke/embankment are collapsed and flooded the villages and city areas Maulvibazar and Sylhet districts. Total 10 upazilas are worst affected and about 1 Million people are affected by this flood since 12 June 2018. Total 8 people died due to this flash flood and about 4000 hector agricultural land with crops goes under water in Maulvibazar district. An urgent NAWG meeting was called to discuss the roles of NAWG regarding this flood. The brief agendas were 1. Review and discuss the flood situation 2. Share the available information on recent flood 3. Way Forward of NAWG regarding coordinated needs assessment 4. AoB SUMMARY AND ACTION POINTS 1. The available summary flood situation were presented and discussed. 2. Different organization shared field of flood affected areas and flood affected community. 3. As the damages are not severe and flood water is receding as well as community affected people started to return to their houses; NAWG will not go for detailed needs assessment now. 4. NAWG member will closely observe the situation and forecast information. If the situation deteriorate NAWG will take decision about CNA. 5. NAWG will keep close contact with district focal and share the situation update regularly.

    The Chief Engineer Local Government Engineering Department PREFACE It is a matter of satisfaction that LGED Road Database has been published through compilation of data that represent all relevant information of rural road network of the country in a structured manner. The Rural Infrastructure Maintenance Management Unit of LGED (former Rural Infrastructure Maintenance Cell) took up the initiative to create a road inventory database in mid nineties to register all of its road assets country-wide with the help of customized software called, Road and Structure Database Management System. The said database was designed to accommodate all relevant information on the road network sequentially and the system was upgraded from time to time to cater the growing needs. In general, the purpose of this database is to use it in planning and management of LGED's rural road network by providing detailed information on roads and structures. In particular, from maintenance point of view this helps to draw up comprehensive maintenance program including rational allocation of fund based on various parameters and physical condition of the road network. According to recent road re-classification, LGED is responsible for construction, development and maintenance of three classes of roads, which has been named as Upazila Road, Union Road and Village Road (category A & B) in association with Local Government Institution. The basic information about these roads like, road name, road type, length, surface type, condition, structure number with span, existing gaps with length, etc. has been made available in the road inventory. Side by side, corresponding spatial data are also provided in the road map comprising this document.

The co- ordinates of Dhalai River at Ambassa are 23.55'128'' N and 91.51'204'' E in degrees minutes seconds (DMS). It originate from Atharamura Hill and is 117 kilometres (73 mile) long. Some of the popular riverside township of Dhalai River are Ambassa town, Baralutma and Kamalpur town. Water quality of lakes, rivers and reservoirs in developing countries like India is being degraded because of the contaminated inflows and surrounding influence. There is a serious need for appropriate water quality monitoring for future planning and management of Lake and other type of water resources.

I argue that the national effects of decentralization are largely the sum of its local-level effects. Hence to understand decentralization we must first understand how local government works. This implies analysing not only decentralization, but also democracy, from the bottom up. Beginning with Bolivia, I explore the deep economic and institutional determinants of government quality in two extremes of municipal performance. From this I derive a model of local government responsiveness as the product of political openness and substantive competition. The quality of politics, in turn, emerges endogenously as a joint product of the lobbying and political engagement of local firms/interests, and the organizational density and ability of civil society. The model explains the micro-foundations of good vs. bad local government performance, and hence of Bolivia’s overall decentralization success. I then test these ideas using qualitative data from Bangladesh.
