By means of this regulation are sets out the rules and procedures of treatment and withdrawal from circulation of euro banknotes and coins and other currencies suspected to be counterfeit, the criteria for substituting damaged euro banknotes and coins, the minimum standards for checking eligibility and resetting in circulation of banknotes and euro currencies and the standards for packaging euro banknotes and coins for deposit at the Central Bank of Kosovo. Article 2 Scope Subject to the scope of this regulation are the Central Bank of Kosovo - CBK, banks, branches of foreign banks and other financial institutions licensed to carry out banking and / or financial activities in the Republic of Kosovo.

It is with great pleasure that I accept this honour. I perceive this award as encouragement for the continued work of the European Central Bank (ECB) towards making our new common currency a success and delivering its benefits to business, consumers and to European citizens in general. As a central banker, my business is the conduct of monetary policy which is an inherently forward-looking task. Given the long time-lags with which monetary policy decisions impact on price levels, the very essence of our work is to estimate today what risks there will be to price stability tomorrow - and to act accordingly. While it appears that the Governing Council of the ECB has so far shown sound judgement and a steady hand in the conduct of its forward-looking policy, as central bankers we do not pretend to be able to see into the future. What we can do is to assess future trends and their potential impact on price stability on the basis of a thorough examination of past and current developments, using a comprehensive range of analytical and empirical tools. It is with this acute awareness of the limitations of our ability to discern future developments, not only in the monetary and economic spheres, but also in the political realm, that I shall present to you some observations about the challenges facing the European Union in the years ahead.

    MONETARY RESEARCH John Whittaker 1 February 2016 Revised 7 September 2016 Eurosystem debts do matter Since September 2015, the European Central Bank has been publishing Target2 balances – the debts between the national central banks of the eurozone. But this presents an incomplete picture of intra-eurosystem debts because it does not include those arising from the issue of banknotes. The ECB also plays down the importance of Target2 debts as a “normal feature of the decentralised implementation of monetary policy in the euro area”. But if Greece were to leave the euro and its eurosystem debt (currently €98bn) were written off, other eurozone countries would bear the loss, in addition to losses on official loans. The irremovable flaw in the structure of the eurosystem is that there is no effective mechanism for limiting eurosystem debts. LINDEN In the world there are only two tragedies. One is not getting what one wants, and the other is getting it. Oscar Wilde Introduction For all states, joining an international organization extracts a price. There are expectations, demands, conditions, more or less explicitly spelled out, that will apply to those wanting to become part of an ongoing international enterprise. This applies even to powerful countries and is one of the reasons why realist notions of foreign policy have typically included injunctions against alliance membership.1 For smaller countries in particular, such as the former communist countries of Central and East Europe, the path to achieving membership in international organizations has been especially challenging. The literature is vast and growing on EU expectations and conditions applied to the East European states since membership became a possibility in the mid-1990s.2 Virtually all of it focuses on these states’ adaptation of their domestic political and economic structures, changes in laws and processes including, for example, the adoption into domestic law of the 80,000-page acquis communautaire of the EU. Also the price movements will be analyzed for the year 2008 and 2009 since is known that scale of taxes of added value has been increased from 15% to 16%. 16% norm has been being applied from 01.01.2009. During the analyses of price movements will be given special importance issues that have substantial effects of bring specific conclusions.
