It is promoted by the European Cyclists’ Federation (ECF), the principal institution in Europe acting in the interests of European cyclists, and its main purpose is to attract the interest of public and private agents who form part of the value chain in the sector (public institutions, specialized travel agencies and wholesalers, service providers, accommodation establishments) in order to share experiences, form partnerships and contribute to the consolidation of cycling all over Europe. 05 CYCLING CITIES AND 7th INTERNATIONAL CONGRESS BEYOND OF THE BICYCLE AXA AUDITORIUM BARCELONA, 7-8 OCTOBER 2021 The International Congress of the Bicycle serves as the main forum for public administrations, professionals in the sector, cycling organizations and users in Catalonia to discuss the latest novelties and exchange experiences about the world of cycling. The “2025 Catalan Cycling Strategy” will play a central role at this year’s congress. This is a paper recently approved by the Government of Catalonia that proposes several actions to promote cycling as an active, sustainable mode of transport, just as much for everyday travel as for leisure, sport and tourism. A strategy designed with the clear goal of winning the support of the rest of the Catalan administrations and organizations linked to the cycling sector. 06 CYCLING CITIES AND XVII IBERIAN CONGRESS “THE BEYOND BICYCLE AND THE CITY” AXA AUDITORIUM BARCELONA, 7-8 OCTOBER 2021 This is a joint initiative organized by ConBici, the national coordinator for the defence of the bicycle in Spain, and the Portuguese Federation of Cycling Tourism and Bicycle Users (FPCUB). Its goal is to present the most important novelties and experiences linked to cycling in Spain and Portugal. A congress organized by cycling organizations, with a special role played by social initiatives linked to the world of cycling. 07 EuroVelo & Cycling Tourism Conference 2021 Programme THEME 1 – HEALTH AND CYCLING TOURISM Active, healthy, sustainable tourism is no longer just a trend. It has become an everyday reality. In the present-day context, tourists demand safe, closer-to-home destinations, and this provides those regions specialized in cycling tourism with a great opportunity to combat depopulation in rural areas, promote an all-season tourist offer, and develop proposals for sustainable tourism in urban settings. These are just some of the advantages associated with cycling tourism. THEME 2 – INFRASTRUCTURES, RESEARCH AND INNOVATION The extension and consolidation of the EuroVelo network requires the design and implementation of a series of infrastructures. With the goal of generating an internationally recognized cycling tourism experience, these infrastructures must guarantee optimal standards of quality and efficient management and maintenance. Route managers, companies and users obtain great benefit from innovative solutions and new technological developments, which contribute to the continuous improvement of EuroVelo destinations. THEME 3 – ECONOMIC RECOVERY, EMPLOYMENT AND COMMUNICATION Specialization in cycling tourism provides an opportunity for many regions, contributing to a better seasonal distribution of tourism and the production of quality employment. The training and coordination of all the agents involved in the value chain of the sector will play a key role, as well as the different communication, promotional and marketing campaigns aimed at both traditional and emerging markets. 08 7th International Congress XVIII Iberian Congress Programme THEME 1 – RESILIENT CITIES AND REGIONS Urban environments are dynamic in nature, undergoing a continuous process of transformation and change. In the current context of the health and climate crisis, our cities and regions are faced with a large number of challenges that will test their resilience. On the other hand, this situation also offers a unique opportunity to promote a new model of mobility where the bicycle will play a leading role during the coming decades. THEME 2 – PROMOTION OF KNOWLEDGE AND THE LOCAL ECONOMY Online trends in consumption have left local trade and the urban distribution of goods at a critical point. In this context, the bicycle can become a tool for transformation that contributes to the recovery of the local economy and the reduction of the negative impact associated with last mile logistics. Furthermore, this commitment to the bicycle and its growing involvement in cities and regions can provide an opportunity for the emergence of new innovation initiatives. THEME 3 – PROMOTION, MONITORING AND GOVERNANCE Plans, strategies, roadmaps… all the policies aimed at promoting the use of the bicycle must include new models of governance open to active participation and cooperation between the public and private sectors, and possessing the ability to adapt flexibly and effectively to external conditions. Policies whose priority must be to encourage people to use the bicycle, making this experience safe, comfortable and highly motivating. 09 7th International Congress XVIII Iberian Congress Programme THEME 4 – CITIES AND REGIONS FOR THE PEOPLE The predominant urban model of the last century focused on meeting the demands of private vehicles. The cities and regions of the 21st century must work to be more and more inclusive, putting people and their needs back at the centre of decision-making. Cycling cities and regions contribute significantly to this new conception of city and region. THEME 5 – ECOLOGY, HEALTH AND SPORT The current crisis is forcing us to rethink our lifestyle as a society. In addition, we have more and more data that reveals the impact on our health of our everyday habits and the environments in which we live. In this context, cities and regions have to meet the demands of these new, more active and healthier lifestyles by integrating natural spaces in urban and interurban areas. THEME 6 – CYCLING COMMUNITIES AND PARTICIPATION Organizations, associations and the community play a key role in the definition, implementation and consolidation of policies aimed at increasing the participation of the bicycle in different areas.
