As the election approaches, we have the opportunity to ask ourselves whether any of the major political parties do genuinely believe in a technology-led future for New Zealand. New Zealand is a small country and in many ways we do very well, punching above our weight internationally in certain areas (the dairy industry being the most obvious). But why do we have only one Fisher and Paykel Healthcare, one Raykon Industries and one Buckley Systems, when as a nation we have the expertise and potential to have so many more of these dynamic entities? Without growth and investment in the technology sector, we will continue to fall behind other nations. Currently, only the Government has the scale to prime the pump and invest heavily in a technology-led future for our nation. The Centres of Research Excellence and Partnership for Excellence programmes, both good ideas from the present Government, have focused research on potentially nation-altering science and technology. However, to kick-start early stage basic research, the HRC and Marsden funds need significantly more investment. The recently announced $700M Government Investment Fund is a good start, but this will yield only an additional ~$100 million per year, probably targeted at the land-based industries, of which dairy is by far the largest likely recipient. So where could the required increase in technology investment come from? At the moment, the Trustees invest most of our Superannuation Fund offshore, minimising risk but leaving New Zealand starved of investment.

We still have the goal of obtaining bigger games and touring to other parts of the world. Access to players is a real challenge. We are liaising closely with the NZRU and the NZ Rugby Players’ Association in that regard. As you can see, we are supporting the game we love in a number of meaningful ways. But the other side of our club is the camaraderie and social side which we all enjoy. We have magnificent premises at Eden Park. I urge you to come and utilise them. We have club nights most Friday nights from 4.00pm. There are big Super Rugby games coming up. We also organise golf and bowls days and I urge you all to get involved and enjoy these fun events.     AUCKLAND SECONDARY SCHOOLS RUGBY UNION CONSTITUTION (Amended March 2020) 1. NAME The Union is called the "Auckland Secondary Schools Rugby Union" (ASSRU). 2. AFFILIATION The Union is affiliated to the Auckland Rugby Union Inc and the Auckland Secondary Schools Heads Association Inc. (College Sport Auckland) 3. MEMBERSHIP (a) All secondary schools with rugby teams within the Auckland Rugby Union District and where Principals are members of College Sport are deemed to be members. (b) Schools without rugby teams in the competition of the previous season shall make application to play, in writing, to the ASSRU. Any such applications are subject to the approval of the Executive Committee. 4. ANNUAL GENERAL MEETING (a) The Annual General Meeting (AGM) of the ASSRU shall be held prior to the end of October. (b) Fourteen days’ notice of such meeting is to be given (c) Each member school of the ASSRU shall be entitled to send one delegate only. (d) The officers of the Union shall be elected at the AGM. 5. OFFICERS OF THE UNION The appointment and election of the Officers of the Union will take place at the AGM of the ASSRU. (a) President - appointed by College Sport.     NEW ZEALAND RUGBY FOOTBALL UNION (INC) IN THE MATTER of an Inquiry into an Alleged Breach of the New Zealand Rugby Football Union’s Regulations For Eligibility For Selection To Affiliated Union Senior Representative Teams For The National Provincial Championship And Ranfurly Shield by the Bay of Plenty Rugby Football Union DECISION OF THE NEW ZEALAND RUGBY FOOTBALL UNION SUB-COMMITTEE 1. Introduction 1.1. On Sunday 15 August 2004 Auckland played Bay of Plenty in a First Division National Provincial Championship match at Auckland. Also at stake in the match was the Ranfurly Shield held by Auckland. The game ended in a win for the Bay of Plenty team which took both the National Provincial Championship competition points for the match and the Ranfurly Shield. Included in the Bay of Plenty team playing squad for the match was a player by the name of Colin Bourke who the Bay of Plenty Rugby Football Union (“BOPRFU”) believed was eligible to play by reason of loan arrangements it believed it had previously concluded with the Hawkes Bay Rugby Football Union (“HBRFU”). Bourke took the field and played in the match. 1.2. Following the conclusion of the match, questions arose as to Bourke’s eligibility to play for the Bay of Plenty team. From the information that has been provided to me it is not possible to determine by whom the issue was first raised but it seems clear that within a relatively short time after the match concluded the news media became aware of it. As a result of the publicity which followed the Board of the New Zealand Rugby Football Union determined an Inquiry should be made into the matter and appointed me as a Sub-committee of the Board for that purpose.
