It was a behavior seemingly plaguing all Lottery states. When a problem detection study was reviewed, the planning agency learned that jackpot fatigue is actually a myth. Consumers expressed interest to play at lower jackpots levels around $75 million, but they just didn’t act on this interest. This discrepancy was named the “apa- thy gap.” The Illinois Lottery conducted a tracking study in 2011 which illus- trated awareness issues in jackpot communication and consumer re- sponse. Specifically, the state lagged in best practice jurisdictions with Mega Millions’ unaided awareness at 40% and Powerball at 25%. This was a troubling fact since Powerball and Mega Millions media blanketed the state. From placements on numerous outdoor billboards on major freeways throughout Illinois to drawings 4 times a week on local TV station WGN, the team believed that awareness should be high. With low awareness figures perpetuating the “apathy gap,” the planning team faced a monumental challenge: addressing an enduring awareness problem to drive purchase intent. The tax is inherently regressive, meaning poorer income classes spend a larger share of their income on lottery products than higher income classes. The paper also finds the lottery tax to be horizontally inequitable. Older people, males, less educated individuals, and minorities (except Asians) all tend to spend more on lottery products than their respective counterparts. Policy makers should lower the implicit tax rate from its current level of 44% to 19%. A decrease in the tax rate will increase state revenue, increase consumer surplus, possibly stimulate the economy, and decrease the inequities outlined above. I. Evans, Department of Economics Modern lotteries in the United States are run exclusively by state governments. In many cases, states establish separate lottery agencies to administer and promote the games. One statutory duty of many lottery agencies is to maximize the net revenue of the games, hence, all agencies engage in advertising. There is however constant pressure from state legislatures to reduce advertising budgets because of the concerns about the efficacy of advertising in increasing sales, as well as the distaste for the state government’s promotion of lottery. Existing literature suggests that the marginal effectiveness of advertising decreases as the quantity of advertising increases. To provide empirical evidence on whether an additional advertising dollar increases lottery sales, we examine quasi-experiments in three states (Illinois, Washington, and Massachusetts) where advertising budgets of state lotteries were exogenously curtailed by the state legislature. We find that the elasticity of advertising is 0.07-0.16, suggesting that a one-dollar decrease in advertising spending could cost the state government $9-10 of the net revenue at the margin. Contrary to the belief of some legislatures that state lotteries spend too much on advertising, our results suggest that they may advertise too little in terms of maximizing the profit. Out of the thirty-eight states with lotteries, sixteen earmark lottery profits for primary and secondary education. Given the fungibility of money, economists have questioned the effectiveness of the earmarking policies.

Allows the Department of the Lottery to offer Lotto, Lucky Day Lotto, Mega Millions, Powerball, Pick 3, Pick 4, and other draw games that are offered at retail locations, as well as interactive instant win games, through the Internet program. Requires the private manager to obtain the Director of the Lottery's approval before providing any draw games or interactive instant win games. Provides that any games that are approved for sale by Lottery retail licensees are automatically approved for sale on the Internet. Removes certain provisions concerning the Department of the Lottery submitting a request to the United States Department of Justice to review the State's plan to implement the Internet program. Removes provisions prohibiting the Department from proceeding with the Internet program until a private manager is selected. Effective immediately.
