Language English Scope and Content This collection contains the records of the historic preservation planner of the Berkeley- Charleston-Dorchester Council of Governments (BCDCOG), 1970–1981. The bulk of the collection is the research materials collected for the publication Historic Preservation Plan: Berkeley-Charleston-Dorchester Region (Berkeley-Charleston-Dorchester Regional Planning Council, 1972). Other records consist of non-survey regional research materials, general business files of the BCDCOG historic preservation department, and topical and miscellaneous files. The bulk of the materials in this collection are housed in numbered files that correspond to the numbered survey sites listed in the Historic Preservation Plan (HPP): the first digit designates the county in which the site is located (1=Berkeley, 2=Charleston, 3=Dorchester); the second digit, the preservation area within the county, either the old parishes used as tax districts or the natural boundaries of large land areas; and the third digit is the number assigned to each specific site within the preservation area. Many files contain copies of completed form for the National Register of Historic Places and original photographs. Numbered files for sites not listed in the publication and/or those inventoried after publication of the HPP are included in this series as well. The non-survey regional materials in this collection, arranged alphabetically by county, include additional historic sites and miscellaneous topics not covered in the HPP. The BCDCOG materials include materials concerning the South Carolina American Revolution Bicentennial Commission (1972–76); Elias Bull Professional Correspondence (1970–78); and David Chamberlain Professional Correspondence (1978–1981). Topical and miscellaneous files include historic preservation legislation; historic preservation; publications and papers; regional historic site surveys and inventories; newspaper clippings (1950s–70s); and photographs. Of interest is the correspondence file of the city planner of the Charleston County Planning Department, which highlights historic preservation activities in Charleston during the 1950s and 1960s. Newspaper clippings (1950s–70s) from the Charleston News and Courier and the Charleston Evening Post cover such topics as historic preservation, the 1970 South Carolina Tricentennial, and urban redevelopment and slum clearance. The photographs consist of a collection of negatives, contact sheets, black and white prints that depict sites in the Historic Preservation Plan, National Register properties, and regional subjects of historic interest. Administrative/Biographical History Elias Ball Bull was the tri-county region’s first historic preservation planner. His work at the Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) historic preservation division coincided with the zenith of the historic preservation movement in the United States, which began with the National Historic Preservation Act of 1966 that established the National Register of Historic Places program. That same year South Carolina Governor Robert E. McNair declared state support for preservation efforts and established a Historic Resources Inter-Agency Council that brought various state departments together. As a result, a new Historic Resources Division was added to the South Carolina Archives Department, which became known as the South Carolina Department of Archives and History (SCDAH). The Berkeley-Charleston Regional Planning Commission, which later became known as the Berkeley-Charleston-Dorchester Regional Planning Commission (BCDRPC), was awarded a federal historic preservation survey and planning grant for “services on any activity directly related to the location and documentation of historic places in Charleston and Berkeley Counties” in 1970. Consequently, Elias Bull was hired as a planning analyst/historical researcher for production of a regional historic survey. The Historic Preservation Plan, written by Bull and published in 1972, was partially funded through this federal grant along with local and state funds. The HPP was the first promotion of preservation on a regional scale in the tri-county area. While serving as historic preservation planner, Bull was also active in the county’s 1976 American Revolution Bicentennial Commission and produced the Historic Preservation Inventory, Berkeley County. Bull’s greatest legacy, however, is the copious research notes and materials that he gathered on historic sites and landmarks throughout the tri-county region. In 1976, the BCDRPC changed its title to the Berkeley-Charleston-Dorchester Council of Governments (BCDCOG) to reflect the statewide organization of ten Councils of Government established by state legislation passed in 1967. The BCDCOG relocated to the old Citadel Annex on Marion Square in 1978, with Bull retiring that same year. David Chamberlain succeeded Bull as historic preservation planner and remained in that position until 1981, at which time the http://charlestonarchive.org 2 historic preservation division of BCDCOG was abolished because federal funding was discontinued. Today the BCDCOG is located in North Charleston and continues regional planning and development efforts. Historic preservation planning for the tri-county area is now handled through a regional office of the South Carolina Department of Archives and History. Variant Title This collection is sometimes known informally as the Elias Ball Bull Records.
