Science and Diplomacy: The Past as Prologue Vaughan C. Turekian and Norman P. Neureiter HIS past December marked twenty years since the dissolution of the Soviet TUnion quietly and peacefully ended the Cold War. While that era saw the Cuban Missile Crisis, proxy wars, and policies of mutual assured destruction, it was also a period when people on both sides of the conflict looked for ways to bridge differences and increase the chances for peace and resolution. In a 1985 address to the nation days before meeting with Soviet leader Mikhail Gorbachev for the first time, President Ronald Reagan stated “We can find, as yet undiscovered, avenues where American and Soviet citizens can cooperate fruitfully for the benefit of mankind . In science and technology, we could launch new joint space ventures and establish joint medical research projects.” Two years later, John Negroponte, the President’s Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs (OES), further articulated the Administration’s view during congressional testimony: “It would be short-sighted of us not to recognize that it is in our national interest to seek to expand scientific cooperation with the Soviet Union.” In many ways, the Cold War was a time of highly effective use of science diplomacy to build bridges and connections despite the existence of great political tensions. -

ABSTRACT Regional governments can be international actors. This phenomenon of regional governments developing international relations, often called ‘paradiplomacy,’ has been most visible in Western industrialized liberal- democracies. In thinking about paradiplomacy in developing and post- communist countries, considering the experience of regions such as Quebec, Catalonia, the Basque Country, Flanders and Wallonia could be instructive for understanding the logic of this activity, highlighting key choices that need to be made, and pointing out potential challenges stemming from the development by sub-state units of international relations. This paper begins by distinguishing between three layers of paradiplomacy and makes the argument that paradiplomacy can be a multifunctional vehicle for the promotion of interests and identity. It then discusses the various choices that have to be made when developing a paradiplomacy, including designing new structures and selecting partners. -

Diplomatic Processes and Cultural Variations: The Relevance of Culture in Diplomacy by Wilfried Bolewski Let us not be blind to our differences—but let us also direct attention to our common interests and to the means by which those differences can be resolved. And if we cannot now end our differences, at least we can help make the world safe for diversity. John F. Kennedy, American University, June 10, 1963. The relationship between diplomacy and culture has been somewhat neglected in recent academic and practical studies,1 even though competence and understanding during intercultural exchanges unites societies and facilitates further intercultural interactions. Current public discussions concentrate exclusively on the existence of cultural commonalities and universal values all cultures share.2 However, determining likenesses among cultures should be secondary to the awareness of cultural differences as the logical starting point for the evaluation of intercultural commonalities. Intercultural sensitivity within groups paves the way for the acceptance and tolerance of other cultures and allows members to be open to values which are universal among all groups, such as law and justice, which globalized society should then build upon together. Facing the challenges of an increasingly complex world, the question of interdependency between diplomatic processes and cultural variations becomes relevant: is there a shared professional culture in diplomacy apart from national ones, and if so, does it influence diplomacy? To what extent can research into national cultures help diplomacy and governments to understand international interactions? DEFINITION OF “CULTURE”3 General definition Before analyzing the interdependency between culture and diplomacy, it is necessary to state what the word culture implies. -

Morris: Constitutional Solutions to the Problem of Diplomatic Crime and I NOTE CONSTITUTIONAL SOLUTIONS TO THE PROBLEM OF DIPLOMATIC CRIME AND IMMUNITY I. INTRODUCTION No one is above the law. This principle has been a driving force throughout the great ideological experiment known as democracy. From childhood, we are told that people who commit crimes must answer for them. However, the simplistic nature of this notion fails to capture the whole truth of the nuanced system of international law. International law permits certain individuals to escape accountability for their crimes. For centuries, the principle of diplomatic immunity has enabled foreign diplomats to avoid prosecution for violations of the host country's laws. 1 The Vienna Convention on Diplomatic Relations, to which the United States is a party, has codified customary international law.2 The Vienna Convention grants diplomats, their families, and diplomatic property numerous protections. -
Pius Ix and the Change in Papal Authority in the Nineteenth Century
ABSTRACT ONE MAN’S STRUGGLE: PIUS IX AND THE CHANGE IN PAPAL AUTHORITY IN THE NINETEENTH CENTURY Andrew Paul Dinovo This thesis examines papal authority in the nineteenth century in three sections. The first examines papal issues within the world at large, specifically those that focus on the role of the Church within the political state. The second section concentrates on the authority of Pius IX on the Italian peninsula in the mid-nineteenth century. The third and final section of the thesis focuses on the inevitable loss of the Papal States within the context of the Vatican Council of 1869-1870. Select papal encyclicals from 1859 to 1871 and the official documents of the Vatican Council of 1869-1870 are examined in light of their relevance to the change in the nature of papal authority. Supplementing these changes is a variety of seminal secondary sources from noted papal scholars. Ultimately, this thesis reveals that this change in papal authority became a point of contention within the Church in the twentieth century. chapter 9 Antanas Smetona and Foreign Diplomats After Lithuania received diplomatic recognition and established diplomatic rela- tions with other states, diplomatic missions from foreign countries began to gather in Kaunas, forming a diplomatic corps. Heading the missions were plenipotentiary representatives, or ministers. (The ussr called the heads of its diplomatic mission “polpreds,” a contraction for the Russian title “plenipotentiary representatives.”) The United States had no diplomats in Kaunas, only consuls, since the United States mission resided in Riga, and so the highest-ranking American diplomat in the Baltic states would come to Kaunas only on occasion. Over the years, the dip- lomatic corps gradually grew, but it remained small enough that the diplomats knew each other intimately. They socialized together since there was not much entertainment in Kaunas, which in the 1920s had barely 100,000 inhabitants. The diplomats considered their service in Kaunas a hardship, uncomfortable, and even difficult. In the 1920s most houses in Kaunas did not have modern conveniences; water from wells was unsuitable for drinking; sidewalks consisted of wooden planking. Americans drank only mineral water, at first even using it for washing up. Since Lithuania had no diplomatic relations with Poland, there were no Polish diplomats in Kaunas. The Americans did not socialize with Soviet diplo- mats because their countries had no diplomatic relations. Diplomats of low rank represented Great Britain and France. But their significance for this study is great. Diplomats and consuls wrote reports to their governments about life in Kaunas and in Lithuania, about political developments. They had contacts with representatives of the government; at will they socialized with opposition leaders, invited them as guests, and became friendly with some. -

The philosopher Jacques Maritain developed his political philosophy thoroughly informed by his deep Catholic faith. His philosophy places the human person at the center of every action. In developing his political thought, he enumerates two principal tasks of the state as (1) to establish and preserve order, and as such, guarantee justice, and (2) to promote the common good. The state has such duties to the people because it receives its authority from the people. The people possess natural, God-given right of self-government, the exercise of which they voluntarily invest in the state. -

In world affairs, the Roman Catholic Church and all its alter egos are known generically as "the Vatican." Its leader is the "Pope," its diplo- matic agent is called the "Holy See," and its independent territory is called "The State of Vatican City." The Vatican participates in interna- tional conferences as well as in bilateral and multilateral treaties with world nations. Nevertheless, the Church is not a state, nor does it claim to be one. Excellencies and Dear Colleagues, First of all let me express our gratitude and thanks, on behalf of the African Diplomatic Corps and myself, to our dear sister Ambassador Mutiti of Zambia for organizing this luncheon of today. Her Excellency will not be here today; Therefore, I will also be the MC for this luncheon of today. Ambassador Mutiti has delegations from home visiting Tokyo and has asked me to convey her apologies. This is the first time for the African Diplomatic Corps (ADC) to hold a Sayonara Luncheon for four dear friends at the same time. Your departure leaves a big hole to our cultivated brotherly/sisterly friendship as well as in our collective endeavors and efforts to promote the strategic interests of Africa and our country’s in Japan. Ghana, Liberia, Mauritania and Senegal are among the founders of Pan-Africanism and the philosophy behind the common destiny of Africa. As true sons of these great nations, let me first and foremost congratulate all for the very successful missions accomplished by Your Excellencies and Dear Colleagues in Japan.
